reduced risks to communities, higher land productivity, and enhanced catchment and
environmental protection across the region.
 Led the development and introduction of catchment based rating and funding systems
(commencing with the Piako River Scheme (1999)), essential for funding of the river and catchment
management programmes and services on a long term, sustainable basis – now an established
national benchmark, adopted by regional councils across New Zealand
 Establishment and ongoing development of the integrated catchment subcommittees, providing
strong community, stakeholder, and iwi input into the river and catchment programmes, and
increasingly the platform for council’s broader local community engagement and services – also an
approach adopted nationally
 Development of catchment zone plans, and supporting local catchment plans, including current
development of the Waipa catchment plan, shallow lakes programmes and associated cross-
agency accords, and harbour and catchment plans and services
