Led the development and implementation of integrated, whole of catchment, river and catchment
management programmes across the region, including Piako River Scheme (1999), Project
Watershed (2002), Peninsula Project (2004), and West Coast (2009). This has established the
present foundation for integrated catchment management (ICM) at council, and resulted in
reduced risks to communities, higher land productivity, and enhanced catchment and
environmental protection across the region.
Led the development and introduction of catchment based rating and funding systems
(commencing with the Piako River Scheme (1999)), essential for funding of the river and catchment
management programmes and services on a long term, sustainable basis – now an established
national benchmark, adopted by regional councils across New Zealand
Establishment and ongoing development of the integrated catchment subcommittees, providing
strong community, stakeholder, and iwi input into the river and catchment programmes, and
increasingly the platform for council’s broader local community engagement and services – also an
approach adopted nationally
Development of catchment zone plans, and supporting local catchment plans, including current
development of the Waipa catchment plan, shallow lakes programmes and associated cross-
agency accords, and harbour and catchment plans and services
Developed and implemented the regional natural hazard and risk management programme, closely
integrated and aligned with the river and catchment programmes, regional and district planning,

Proactively supported cross-group collaboration and integrated organisation outcomes, including
active group participation in the Land and Water project, co-management partnerships, pest

Transfer and integration of the major flood control assets and drainage networks in Lower Waikato
(from Franklin and Waikato Districts), and joint agreements for support of other territorial
authorities (TA’s) including Hamilton, Otorohanga

cross-agency, integrated flood risk management plan and programme for the Thames Coast in
response to the 2002 flood (including business case development and negotiation of government
funding and support, flood risk management and district planning requirements, property
purchase, flood control works, catchment and pest management programmes)
Developed and implemented asset management plans and programmes, which now inform and
drive all of the major river, catchment, and drainage programmes
Developed and gained support for implementation of significant capital works programmes for the
restoration and upgrade of the major flood protection assets and systems
Established risk management and disaster funding provisions for the major protection schemes
Championed the adoption of new management practices through the Group, including programme
performance and financial management, environmental policy and practice, health and safety,
project management, contract management
Led development of the flood control infrastructure benchmark assessment process, in conjunction
with BoPRC, in alignment with the National Infrastructure Plan and 3 Waters infrastructure
