Post-approvals Improvements for State Significant Projects
Client: NSW Department of Planning and Environment
Project Role: Post-approvals Specialist
The NSW Department of Planning and Environment (DP&E) is currently
carrying out a major review of the approvals process for State Significant
Project in New South Wales. As part of the process DP&E intends to
develop a new set of Post Approval Guidelines to assist with addressing and
managing changes to major projects that occur after formal approval has
been granted under the Environmental Planning and Assessment Act 1979.
EnviroPlan has been engaged by DP&E to assist with the process.
The tasks being carried out by John include:
• Identifying the issues that arise during the post approval period
across a range of projects and condensing them into core themes
• A review of how post approvals processes are managed in other
jurisdictions is also required to determine what might constitute
best practice
• Prepare a report that summarises the jurisdictional and literature
review and link the findings to the issues and core themes that are
identified.
• Identification of proposals to address identified issues
• Develop post-approval products including guidelines for
proponents and the community and internal (DP&E) policies,
guidance and tools, and

Land Acquisition in West Pymble for a future gas facility
Client: Jemena
Project Role: Consultant
Jemena is seeking to reinforce gas supplies in Northern Sydney to meet
address potential future supply constraints due to increasing population

density. The reinforcement will require the extension of a primary main.
Locations for future facilities are required to connect the proposed main to
the existing network. The location of the future facilities must be secured
early to allow pipeline alignment selection and design to progress.
EnviroPlan has been engaged to assist Jemena identify suitable sites and
secure access to a suitable site. The only sites identified have complex
acquisition pathways which require involvement from Ku-ring-gai Council
and the NSW Department of Primary Industries (Crown Land).
The task being carried out by John include:

NorthConnex Project
Client: NSW Roads and Maritime Services
Project Role: RMS Environment Officer
NorthConnex is a nine kilometre tunnel that will link the M1 Pacific
Motorway at Wahroonga to the Hills M2 Motorway at West Pennant Hills.
John was 25engaged by RMS on a temporary contract basis between
February and November 2016 to support delivery of the NorthConnex
Project.
The tasks being carried out by John included:
• Reviewing contractor management plans and environmental
documentation and managing post-approval processes
• Carrying out environmental inspections, monitoring environmental
compliance and providing advice
• Preparing and reviewing consistency reviews of works against
conditions of approval and environmental commitments and
obligations; and
• Managing the relationship between the NSW Department of
Planning and Environment and the project team.
Environmental Approvals and Project Support – Wilton Interconnect
Pipeline
Client: Jemena
Project Role: Environment and Approvals Manager, Client Environmental
Representative
Jemena constructed a new high pressure natural gas pipeline near Wilton,
NSW. The pipeline connects the Eastern Gas Pipeline, which extends from
Longford in Victoria to Sydney, with an existing natural gas facility in Wilton.

The project increased the delivery of natural gas into the Sydney
Distribution network by 150 terajoules per day. Construction of the
pipeline commenced in May 2015 and was completed in December 2015.
EnviroPlan was engaged to provide environmental and project
management support to the project.
The tasks carried out by John included:
• Review of existing environmental documentation, approvals and
licences
• Consultation with NSW Trade and Investment regarding approvals
pathways and licence variation requirements
• Developing and updating detailed approval programs/schedules

Expansion Project

Jemena constructed two new high pressure natural gas compressor stations
on the Eastern Gas Pipeline, which extends from Longford Victoria to
Sydney in NSW. The compressors are near Michelago, NSW and
Newmerella (East Gippsland), Victoria. Construction of the facilities was
completed in December 2016.
EnviroPlan was engaged by Jemena to provide environmental project
support.
The tasks carried out by John included:
• Review and adequacy assessment of existing project environmental
impact assessment documentation, approval and licences.

Environmental Approvals and Project Support – Horsley Park Meter
Station Upgrade Project

Jemena propose to upgrade an existing high pressure natural gas facility in
Horsley Park, Western Sydney. The proposal involves the installation of
additional gas conveyance, control and metering apparatus to increase the
ability of the facility to supply natural gas supply into the Sydney
distribution network from the Eastern Gas Pipeline. The proposal required
approval as State Significant Infrastructure (SSI) under Part 5.1 of the
Environmental Planning and Assessment Act 1979.
EnviroPlan was engaged to provide environmental and project
management support to the project. The project was approved by the NSW
Minister for Planning on 17 March 2015.
The tasks carried out by John included:
• Review of existing environmental documentation, approvals,
licences and legislation
• Developing and updating detailed approval programs/schedules
• Development of a GIS-based constraints model for the proposal
• Preparation of a SSI project approval application including the
preparation of a Preliminary Environmental Impact Assessment

Environmental Approvals and Project Support – Queensland Gas Pipeline
looping

Representative
Jemena increased the capacity of the Queensland Gas Pipeline, which
extends from Roma to Gladstone, QLD through the installation of an
additional 35 kilometres of high pressure steel gas main in the Arcadia
Valley. The project was completed in 2014.
EnviroPlan was engaged to provide environmental and project
management support to the project.
The tasks carried out by John included:
• Review of existing environmental documentation, approvals and
licences
• Preparation of an Environmental Management Plan for the project
to support application to amend the existing Environmental
Authority for the pipeline
• Strategic Cropping Land assessments and application preparation
• Liaison with relevant Queensland government agencies
• Scoping of additional environmental studies required to support
approval applications as necessary and project management of the
approvals process
• General environmental project support during planning and

• Review of construction sub-contractor environmental

Environmental Tender Support – Sydney CBD and South East Light Rail
Project
Client: iLinQ consortium (McConnell Dowell, Balfour Beatty, Bombardier
and Keolis Downer)
Project Role: Environment and Approvals Manager
A new light rail network is proposed in Sydney that would extend from
Circular Quay to Central Station and on to Randwick and Kingsford.
EnviroPlan was engaged by iLinQ, one of the shortlisted tender
consortiums, to provide environmental support for the tender process.
Unfortunately the iLinQ consortium pulled out of the tender process
without lodging a tender, citing the high level of financial risk due to project
uncertainties.
The tasks carried out by John included:

• Identification and documentation of environmental compliance

Review of Environmental Factors – Remedial Earthworks on the M2
Motorway
Client: Leighton Contractors Pty Ltd
Project Role: Environment and Approvals Manager
Observations and survey indicated that a large earth embankment along
the M2 motorway in the Marsfield area was settling and moving laterally
downslope, affecting the motorway pavement and the structural integrity
of the motorway. Significant maintenance work was proposed to address
the issues ensure the long term structural stability and safety of the
motorway. The work location is an inaccessible location with very steep
topography immediately adjacent to Lane Cove National Park.
The project was assessed under Part 5 of the Environmental Planning and
Assessment Act 1979 and determined by NSW Roads and Maritime Services
in 2013. EnviroPlan prepared a Review of Environmental Factors (REF) for
the proposed works on behalf of Leighton Contractors and the motorway
operator Hills M2. Leighton Contractors are currently carrying out the
work.
Consistency Assessment – Sheet Piling as part of the M2 Upgrade Project
Client: Leighton Contractors Pty Ltd
Project Role: Project Support - Environment and Approvals
During the M2 Upgrade Project ground stability issues were noted in an
earth embankment in the Marsfield area that could potentially threaten the
newly constructed road infrastructure associated with the widening.
Temporary sheet piling was required to stabilise the embankment and
ensure the structural integrity and safe operation of the motorway while a
permanent solution was developed and implemented to address the
underlying geotechnical issues. The proposed work was not included in the
original Environmental Assessment prepared for the project.
EnviroPlan carried out an assessment of the temporary sheeting piling work
to demonstrate that the proposed work was consistent with the
Environmental Assessment, Conditions of Approval and Environmental
Protection Licence for the M2 Upgrade Project and that modification or
variation to the approval condition or licence was not required. The
Consistency Assessment was subsequently reviewed and accepted by NSW
Roads and Maritime Services in September 2012.

The M2 Upgrade Project involved an upgrade of 14.5 kilometres of the M2
Motorway from Windsor Road, Baulkham Hills, to Lane Cove Road, North
Ryde. Leighton Contractors Pty Limited (LCPL) was engaged as the design
and construct contractor by Hills M2 to deliver the project. The project
involved widening of the motorway to provide third lanes along sections of
the eastbound and westbound carriageways between Windsor Road and
Lane Cove Road, including widening of the Norfolk Tunnel, and new on/off-
ramps at Windsor Road and Macquarie Park.
Specific tasks and achievements included:
• Achieving project approval in 13 months, including preparation of a
Submissions Report to address around 900 submissions from the
community
• Obtaining construction approval (regulatory approval of
environmental management plans and issue of environmental
protection licence) two (2) months from Project Approval
• Obtaining twelve environmental protection licence variations,
predominantly for proposed work outside standard construction
hours, and

Colongra Lateral Pipeline Project (2007 to 2009)
A project involving construction of a high pressure (14,000 kPa) gas pipeline
to store gas from the Sydney to Newcastle gas pipeline and deliver it to
Delta Electricity’s Colongra Power Station, a gas-fired peaking plant on the
NSW Central Coast. The project involved the construction of a 9km looped
42 inch (1050 mm) diameter pipeline section, a 3.5 km 10 inch (250 mm)
pipeline section, a gas compressor station and a pressure reduction gas
delivery facility. Specific tasks carried out by John included:
• Fulfilling the role of Environment Manager for construction
• Developing and ongoing revision/continual improvement of
construction environmental management plans and system
• Developing targeted environmental control plans
• Developing rehabilitation plans
• Environmental site inspections

Rosehill Recycled Water Scheme (2006 to 2009):
A project involving the construction of a 20ML/d capacity water recycling
plant at Fairfield and the installation of 20 km of reticulation mains to
deliver recycled water to 13 customers in the Rosehill/Camellia and
Smithfield areas. Forming part of the Sydney Metropolitan Water Plan 2006,
the scheme is licensed under the NSW Water Industry Competition Act 2006
and approved under Part 3A of the NSW Environmental Planning and
Assessment Act 1979. Specific tasks included:
• Project Scoping
• Management of Environmental Assessment and approval process
• Preliminary waste classification and contamination assessment

Tomago Substation Project (2007):
Jemena were engaged by TransGrid to design construction a new 300kV
substation adjacent to the Tomago Aluminium Smelter at Tomago, NSW.
John prepared the Construction Environmental Management Plan (CEMP)
for the project in accordance with TransGrid requirements. The CEMP was
accepted by TransGrid.
Sydney Primary Loop Project (2004 to 2007):
Environmental and Regulatory Approvals Manager for Sydney Primary Loop
Project, involving the construction of 30 km of 20 inch (500 mm) diameter
high pressure steel gas main from Liverpool to Marrickville in Sydney. The
gas main was commissioned in November 2007. Specific tasks included:
• Management of environmental impact assessment process
• Development and maintenance of a Geographical Information
System (GIS) constraints model
• Preparation, implementation and monitoring of the construction
environmental management plan and other environmental
documentation
• Nine development approvals from four Councils for aboveground
