14. ABSTRACT
The paper examined the accessibility and efficiency of developed Online Learning System (OLS)
of Surigao del Sur State University-Main Campus. It based from waterfall model in which
descriptive research was applied to non-computer program students. Data from the pre-assessment
survey and interview were treated by using the weighted mean to determine the level of
accessibility and efficiency of developed online learning system. The accessibility and efficiency
to information from web, posting message and attend synchronous discussion is evident that users
can manage to use the developed system, even a low rated experience in uploading files can be
developed while using the system. Thus, the developed system is important in maintaining
teaching and learning that online interaction can be used to enhance learning, especially for student
who tend to kept in the learning process.

18. INTRODUCTION
Online Learning (OL) is applying the benefits of internet to teaching and learning. The system
helps the educators to perform their GXWLHVPRUHHIILFLHQWODQGHQKDQFHVWKHVWXGHQWV¶OHDUQLQJ
experiences by making a wider range of resources accessible (Obringer, 2015). The study attempts
to break through the borders of classroom experiences classes through integrating the Online
Learning System (OLS).
OLS have important roles at recent time and this been cited by different studies; Bashiruddin, et.al
(2010), Arinto (2013), Marcial (2013), Arimbuyutan, et.al. (2007), PUP (2015), and Yekyung
Yeo (2014). Online learning emerged as a new and modern educational approach that increased
the use of internet and educational technologies in delivering instructions and providing training
is evident in academic and non-academic institutions (Bashiruddin, et.al. , 2010) because it
organized web-based resources that makes course contents more dynamic through creating
synchronous and asynchronous online collaborative activities (Arinto, 2013). The use of ICT in
education and training provides equitable access to opportunities that empowered and improved
lives of every Filipino (Marcial, 2013). Hence, e-Learning systems for remote education
environment equip learners to keep contact with their teachers (Arimbuyutan, et.al., 2007). It
consistently provides ongoing measurable outcomes to substantiate legacy of quality open and
distance education (PUP, 2015). As the search for methods or tools that motivate learners to learn
is always be important for educators that influence academic self-efficacy, still needs to be
examined (Yekyung Yeo, 2014).
The aforementioned studies cited the roles of OLS in modern trends that need to deepen its
understanding. Particularly, the frequent travel of the faculty members in attending their trainings
and seminars outside the university, and the frequent activities and events held in the university
which compromise the teaching and learning processes between the students and teachers are one
of the issues of the students of Surigao del Sur State University. This scenario tends the VWXGHQWV¶
focus on the subject matter to be interrupted and lower the momentum of their learning process.
As a results students failed to grasp key ideas and concepts because sometimes the faculty will not
give them assignments and requirements while they were on travel.
The Development of Online Learning System (DOLS) makes tracking of subject course efficient.
Perhaps the most important aspect why instructors use online learning system for instructions is to

awareness and interest of the learners. Despite of unknown schedule interruption, the instructor
can provide online discussion which the traditional classroom cannot offer. Thus, this study
employed to examine the level of efficiency and accessibility of developed online learning system
of Surigao del Sur State University, Main Campus.
Statement of the Problem
The study aims to propose an Online Learning System (OLS) for Surigao del Sur State
University. The OLS provides attachment of class materials, downloading, uploading
requirements and real-time chat.
The study purports to answer the following specific questions.

It is the claim of Information Systems Design Theory (ISDT) for E-learning to offer an answer to
the problem of how to design, implement and support information systems into effective and
efficient support e-learning (Jones, 2011). Hence, problems are increasingly common to the
operation of universities. It is also a problem where existing solutions are limited in terms of
variety, quality and explicit theoretical guidance. The ISDT is formulated using an iterative action
research cycle that encompasses the design, support and evolution of the Webfuse information
system. It recognizes the diversity and rapid on-going change for a number of reasons. As a result,
it specifies both process and product models that enable the e-learning information systems to be
emergent. In particular, the ISDT proposes that emergent e-learning information systems will
encourage and enable greater levels of e-learning adoption in terms of quantity, quality and
diversity; as well as providing a level of differentiation and competitive advantage for the
institution (Walls, et.al., 2004).
Significance of the Study
This study will benefit the following:
Surigao del Sur State University (SDSSU). The university will gain five (5) advantages of using
Online Learning System: convenience; Time efficiency; Accessibility; Dynamic interaction; and
Creativity. And these advantages will goes to the faculty and student of SDSSU as the prime
benefactor of this study.
SDSSU Faculty. As one of the benefactor of the study, teacher teaching strategy will boast with
the help of online learning system. A teacher may ask students online in a synchronous discussion
in order to make them think about a certain subject matter. These online chatting or synchronous
discussion help the teacher interact with the students.
SDSSU Students. In addition with the student as one of the prime benefactor of the study, access
to online materials, lectures and materials 24 / 7. This is features is very useful to the students who
need to read over the materials like presentations slides for review in discussion.
Future Researchers. This study will provide future researchers as reference and in-depth
discussion of the topic Development of Online Learning System.
The study, Development of Online Learning System is not aiming on terminating the face-to-face
classroom experience. The study aims to upgrade the old version technic in terms of learning
synopsis. This will provide a Web-based technology for better educational instructions and
adaptation the globalization learning process.
The Instructors and Students of Surigao del Sur State University (SDSSU) are the prime
benefactor of this study. This will provide an enhanced instructional portal for advanced
educational process. The study is has many additives can be added, but it may trigger the future

learning system.
Scope and Limitation of the Study
The scope of the study covers the Development of Online Learning System with this
feature only: uploading, downloading and chatting. After using the system the study intends the
user to be evaluated whether it is efficient or not efficient. The study intends leads to an opportunity
of evolving the system peace by peace to an advanced teaching learning process.
The system is a Web-based Application, and all users are required to register before they
can access the file uploading, downloading and chatting. The registration is held at school or
directly online with verification code for purposes of confidentiality.
The study will be conducted in non-computer undergraduate students. The subject of the
study is composed of two (2) different subjects in two (2) different Colleges. The Study applied to
the non-computer undergraduate students to measure the accessibility and to measure the ease of
using the program developed that even non-experience students will learn to use the developed
system in short period of time.
Definition of Term
For common frame of mind, the terms hereunder are defined:
Cloud Application. This refers to an application use by the researcher to implement the OLS on
the web.
Database. The OLS uses a database for collections of data held in the computer from the system
users that is accessible in the web itself.
Distance Education (DE). A type of education which is the other terms for e-learning and online
learning, that also delivers class materials and synchronous discussion through web.
Flowchart. A flowchart was used by the researcher for representing an algorithm or showing a
step by step process in connection with arrows.
Hardware. The system needs a touchable things or computer for the developmental process.
Online Learning System (OLS). This is a method of delivering educational information via
internet.
System Development Life Cycle (SDLC). A model with step by step process and this model were
used by the researcher in developing the system.
Software. This is made of one or more computer programs, including the applications and the
operating system.
Tables. A collection of related data entries and it consists of columns and rows.

A comprehensive literature review in a developed and developing countries with 60 papers
in online learning and 278 other papers were found. The literature review purpose was undertaken
for of understanding on how to implement online learning in developed and developing countries.
With many literature found it was condensed based on exclusion and inclusion criteria for the
better quality papers output. The papers are well-defined challenges and grouped into different
categories: context, courses, technology and individuals. As a result the challenges got the same
output in developed and developing countries, but many papers especially in developing countries
focuses on access to technology and most of them focus only in two categories of challenges and
few has comprehensive view. Based on this finding the literature review was propose a conceptual
framework that is useful for developed and developing countries for online learning both practice
and research (Andersson, 2009).
Twitter as the informal online learning tools throughout the network. Based on the
literature review, twitter is a free service and possesses the capability on instant messaging,
emailing and posting short text. This capability is known as micro blogging where educators have
been interested to use in their facilities in real-time conversation at conference. Twitter as a tool
for online learning knows as Personal Learning Network (PLN). PLN is an informal learning use
to be from twitter as its tools which will connect people with each specific purpose in learning.
With the use of PLN the learners will based on mutual understanding and difficult problems that
may not be understandable in verbalizing the word but may understand if they trust each other and
participate for more discussions. According to Downes interpretation about this properties of
network learners that they cannot operate learning without the inputs of the others. As observe it
is vitality important to each learners to come up with the other once expertise (Lalonde, 2012).
The Ministry of education examined key themes related online learning and student
outcomes. The literature outcomes are addressed with the following feature prominently:
engagement, concentration, and co-construction. The most significant element recognized in the
literature related to the proceedings of the teacher in facilitating with online learning tools and
affordances, and when students worked with these tools, common learning behaviors tended to be
co-constructive in nature (Wright, 2009).

environment. But Philippine education environment changed from fast years ago. Development of
Virtual Role Playing games is a big effect in young generation in the Philippine. And the reform
policy is also affected in the Philippines government. Philippines making online learning systems
for distance education environment. Some various project that interest online learning. The study
aims to have an accurate analysis and accurate direction management for Philippine distance

challenges faced by e-learning institutions are extensively detailed (Bandalaria, 2009).
Condition and Practices on e-Learning that was addressed as concern by the Information
Technology E Commerce Council (ITECC) of the Philippines. After legalizing (Republic Act
8972) and set the priorities and supports for the promotion of online learning as an invented tool
in improving the knowledge based on the society. The government concretized the passage of
relevant laws, regulations and policies, for the creation of this council. The act of this literature is
clearly articulated with the government agencies and private sectors for the use of the operations,
process and services. And it is focuses in emphasizing in determined and explored online learning

Education that signifies the changes have been taking places in the field of education. Since the
mid-1990s distance education is a print-based of delivery to reach out to the learners. The newer
distance education was characterized by the use of virtual learning environment (VLE) and variety
of web technologies. Distance Education now a day is flexible and adaptable that may picture out

trial free question. Once a pack of questions has been purchased the students can practice for AP
tests using their iPhone with no limitation of usage. There are also like a competition ranking in a
leader board which compare to the other students in the same subject tested. Revu4u was designed
as a test cradle for educational application that combines mobile technology and cloud computing.
The study has three elements: A native iOS app, a question pack authoring tool, and a cloud hosted
database (Branon, Wolfenstein, Raasch, 2012).
With thorough action research cycle it was formulated The Information System Design
Theory (ISDT) for Webfuse information system at Central Queensland University that
encompasses the support, evolution, and design of the system. Throughout the university all
students and staff uses the Webfuse system. Emergent system within the university was the vision
of it residents for quality life and assurance. It is not bad that the university will go on encouraging
the society and enable greatest level of e-learning adoption in terms of quality, diversity and

The study that seeks to provide wider access to quality higher education in the University
of the Philippines with the developed, tested, and utilized modern instructional materials for
distance education. The university objectives was to provide another prospect access to excellent
educations by contribution the society with utmost offered baccalaureate and post-baccalaureate
degree course and non-formal courses by distance education, to develop a system that sustain their
life professional without living their work or house, and contribute high quality program that
upgrade the quality of life in every person. With the study and with comforting the learners for
distance education that will trigger the future once for develop another system (UP, 2014).
The Polytechnic University of the Philippine (PUP) conducted a study for Open University

for differ manner of the student, it is also high structure and a classroom-oriented it feels you not
leaving your classroom. More than 2 decade since the PUP has come with experience in offering

learning or e-learning. the achievement of ST, Paul University Philippines is dramatically fine and

Phase II ± System Design
Based on the findings of the preassessment and interview conducted, the researcher will develop
an Online Learning System. The system compose of the following features: Upload class
materials; download class materials; upload requirements of the students; download file
requirements of the students and chatting or synchronous discussion. Upload class materials, the
instructor has the access to upload requirement instruction and files in terms of .doc, .xls, .ppt and
.pdf etc. format files in the assigned subject; Download class materials, the student has the access
right to download the uploaded files and instruction of the assigned instructor to their subject;
Upload requirements of the students, there is no need to meet your instructor to comply the
requirements assigned to you, the system provide upload for requirements; Download file
requirements of the students, every instructor assigned to a certain subject will receive his/her
student requirements submission according to the assigned subject; Chatting, students and
instructor will have an synchronous discussion or a chatting.
Phase III ± Implementation
The researcher makes use of the cascading style sheet to describe the look and to format the
document easily. By the combination PHP as the main language in the development, this language
helps the system dynamically. JAVASCRIPT helps PHP to make a research pop-up model of
searching files in the database along with AJAX. The developed system is using a free web hosting
at 000webhost.com with the URL www.dols.net16.net for internet deployment. User access rights
were tested during the development of the system. Filtering of access right is necessary to break
down different users with different access rights. Administrator, Secretary, Instructor and Student
are the different users of the system.
Phase IV ± Integration and Testing
The system will be checked and tested for the faults and errors by the panelists. The researcher
will gather the suggestions and if necessary, the users themselves shall be invited to do the test
driving. After the system testing, the researcher will ask the approval of the panelists to fully
deploy the system. The system will be integrated to the class.
Phase V ± Deployment of the System
Once the faults and errors testing are done, the system is ready to be deployed or released. The
study aims to measure the level of efficiency of the developed automated system.
Phase VI ± Maintenance
There are some faults and errors that can be found only by the end user. With the concern of the
researcher, contact will be available in the web application to report such faults and errors. The

system, not even if it is tested by the users himself, there will be a set of problem that will be
encountered in the long process, some in the database or in the program itself that will read data
from the database. Considering the risk, the researcher will conduct a monthly check up of the
system to insure that it is properly managed by the end user.
Research Locale
The study will be solely conducted in SDSSU Main Campus, Tandag City. It is the first
university in the entire province of Surigao del Sur, Mindanao Island, Philippines.
The subject of the study does not include computer courses, e.g. Computer Science,
Information Technology and Associate Computer Technology etc. This is to determine if the study
is really efficient even with non-computer students as the end user.
Computer related course is expected to be the fast learners in terms of Online Learning
System. The reason why computer related courses is not included as the respondents of the study
is to agree on that even a non-computer students enable to manage and use the developed system.
It is a test that even a low profile student in computer can use the system for that reason.

32. Research Respondents
The respondents of this study are students of SDSSU, particularly those who enrolled in a
non-computer courses and it was agreed by the panelist during the proposal defense. The
researcher chose the non-computer course students to find out if the system is really efficient. Even
with unremarkable students in computer knowledge, the study determines the efficiency with the
use of these respondents.
In addition, the reason why a computer related courses is not to be chosen as the
respondents of the study, because the computer course is highly likely to be the fast learners in
terms of e-Learning.

Research Instruments
The study uses both interview and survey as main tool of the study. Question and survey
questionnaire will be conducted to find out the level of efficiency after the utilization of the online
learning system. The survey instrument is adopted from Blended Learning Evaluation in
University of York 2011.
The survey questionnaire was validated by IT experts and the reliability testing was also
done to the non-respondents to ensure the contents of the questionnaire are reliable (see Appendix
F).
Data Gathering Procedure
Before the study conducted, a letter was sent to the Dean of College of Engineering,
Computer Studies and Technology, asking permission to conduct the study in the particular
computer subject with non-computer course students (see Appendix A). The questionnaire was
validated by IT experts and the reliability testing was also done to the non-respondents to ensure
the contents of the questionnaire are reliable. The questionnaire was given to the two (2) different
subjects in two (2) different colleges.
Statistical Treatment Data
The following statistical techniques were used to facilitate the interpretation of the
collected data.

access of the respondents and problem 3 to determine the level of efficiency of the developed
automated system.
In Internet Access, the respondents access to the internet to overview their capacity if they

34. RESULTS AND DISCUSSION
In this chapter presented the results and discussion of the study. The survey report shows
that the system is adopted and used. The Online Learning System is a virtual learning environment
that delivers a quality and sustainable education. To achieve the goals of the study the respondents
is requested to input feedbacks and comments about the Development of Online Learning System
and the results below are the reply of the respondents.

the programs, courses, year level and number of non-computer undergraduate students who is the
respondents of the study as agreed by the panelist for the reason of non-favorable results of the
study. There are four (4) different programs, two (2) different courses/subjects, three (3) different
year level and fifty six (56) respondents. Only one program with one section in each courses was
conducted the Online Learning System. The number of the student is represented by the section of
the conduct program. Based on table 1, there are 28 students in every section conducted, actually
this is not the actual number of students per section, it is coincidently happen that there are absent
students during the conduct of the survey questionnaire.

researcher point out the mean of upgrading the teaching strategies, by implementing the use of
internet by means of distance education. Education today is undergoing a great deal of change.
The convergence of information technology (IT) and teaching methodologies will revolutionize
the way students learn and will drive both students and faculty to higher levels of creativity,
performance, and interaction. Universities and other higher education institutions are moving
toward more unified, integrated systems that support greater levels of collaborations,
communication, and service delivery. These new tools expand flexibility and improve the types of
offerings that educators can provide to students. This new era of modernization comes at a time
when colleges and universities around the globe are under extreme budget pressures. Costs are
rising as student enrollments continue to grow, but economic difficulties have reduced funding
levels for some institutions and educational programs. Students and educators both need faster,
more direct access to information, and colleges need to enhance the delivery of educational
services and make academic resources more readily available. All of these expectations must be
met while still focusing on controlling costs. For colleges and universities, technology has
historically been seen as a way support administrative functions and drive efficiency within the
overall organization (via student information system, class scheduling applications, data center
operations, email systems, and more). Today, schools are also using technology as a tool to
facilitate and even enhance the teaching/learning process. Initiatives around distance learning,
YLUWXDOFODVVURRPVDQG³HGXFDWLRQVFORXGV´FDQFKDQJHKRZVWXGHQWVDQGIDFXOWFDQLQWHUDFWDQG
collaborate more effectively all with the goal of achieving greater academic results and student
preparedness (EMC, 2010).
The study provide a wide range of solutions for higher education that can help improve
operations increase faculty effectiveness, accelerate student performance, and develop new
methods for delivering educational services in the 21st

System. Online Learning System operates via a computer and web browser. Some the other term
used are eLearning, mlearning and distance education. Online learning program involve uploading
class materials for instructor, downloading class materials for students, upload requirements of
students, downloading requirements of the students by the instructor and chatting or synchronous
discussion.

needs, e.g. offering access resources when needed, and with the rate of agree from the respondent.
The OLS also make individual students contributions more transparent to the instructor, and that
was agreed by the respondents.
Preparing for class sessions was also agreed by the respondents, they also said that with
the OLS they may be increases costs for printouts. The OLS increases interaction level between
students on the course outside classes, agreed by the respondent for accessing and interacting
outside class because internet browsing has no limit in school it is more rampant outside the
campus. The OLS helps the instructor to respond to individual learning needs of course it is really
happening in chatting area, and the respondent agreed with this statement.
The quality of expectation toward the Online Learning System is also agreed by the
respondents. And with the rate agree for recommending to a colleague or friend as much as agree
with the statement value for money. And for the Grand mean Agree in overall Level of efficiency
of the Developed Automated System.

Summary of Findings
Development of Online Learning System, the study allows a student to learn anywhere and
usually at any time with the help of internet this could be possible. The study attempts to break
through the borders of classroom experiences only by integrating the OLS.
What is the profile of the respondents in terms of: Program enrolled; Year level; and
Internet Access. Based on the findings there is four courses in two sections of two different
colleges, three year level from first year to third year level students and a total of 56 respondents.

What automation can be developed to enhance the higher education teaching learning
process? The researcher did develop a system that will cater the four courses who are chosen to be
the respondents of the study. The researcher came along with the idea with expert panelist
suggestion to conduct the study to the non-computer undergraduate program. To determine the
system can easily be use even a non-computer student will try.

Conclusions

distance education. It was designed to answer the incorporated problems encountered by the

undergraduate students) of Surigao del Sur State University. The researcher investigates the profile
of the respondents accordingly to the responses during the interview.
With the result gather and interpreted the study went to development phase, were the
system start to build. Based on interview the respondent cough up with the feature offered on the
system to improvised the teaching strategy. An Online Learning System which automate the
classroom experience to a virtual learning environment. That provides 24/7 of service to the
students without failed, except power interruption and signal interruption.
The system development and deployment follow the research design which will go on
phase 1 to Phase 6 to initialized and go through a method that is effectively helps the development
of online learning system. With the results gathered after the respondents use the developed
system. The level of efficiency of the automated system was rated by the respondents. The

during evening or during no users or no other client using their internet services, it is important

Recommendations
The system was designed to have an online learning. The researcher of the system would
like to recommend the developed Online Learning System (OLS) ± an online learning that provide
uninterrupted 24/7 service to the student except power interruption and internet signal interruption.
The study was conducted and developed using water fall model to make sure the developmental
research is well made. It is evident that the system is efficient according to the rate of the
respondent whom uses the system.
