• APWA defines it as “…a systematic method for routinely
collecting, storing, and retrieving decision-making
information needed to make maximum use of the limited
maintenance dollars.”
• The process of maintaining pavements effectively and
efficiently
• A series of steps that collectively help agencies analyze maintenance
alternatives

• The minimum inventory needed

history
• Inventory—best practices
• Functional classification, layer types & thickness, subgrade information,
traffic information, number of lanes

Segmentation
• Two general methods of segmentation
• Dynamic Segmentation changes based on pavement characteristics (traffic,
construction, condition)
• Static Segmentation is predefined (block-to-block, fixed lengths)
• Static is better for integrated systems; dynamic is better for stand-
alone systems
• Segmentation/network map should be GIS-based
• Segmentation dimensions should be included in the inventory

Condition Data
• Two general methods of collection
• Automated uses vehicles equipped with cameras and sensors
• Manual relies on boots on the ground; relatively less-preferred
• Semi-automated methods combine camera and sensor data with manual
interpretation
• Identify methodology used to calculate condition index
• ASTM (measured), PASER (estimated), other
• Collect frequent and consistent data; 3 year cycles are recommended

Condition Prediction Models
• Prediction models need to be accurate and practical
• Create models based on available data
• Create models to account for all variability
• Models based on functional classification (arterial, collectors, etc.)

• Review and update models regularly (annually preferred)
