The presentation questions whether the Government has the capacity to realise the vision given the collective effort, timescale and political risk-taking required - indeed the vision may already be out of reach.
PAC is a leading think tank that promotes good governance through the participation of citizens and civil society, by
designing and implementing social accountability tools such as Citizen Report Cards (CRC). PAC also analyzes public
policy frames and engages with civil society organisations. PAC’s approaches have been applied across the world and used
for focused analysis by several Indian states and administrative bodies
COVID-19 has seriously tested the resiliency and sustainability of organisations, especially those in the nonprofit sector. The pandemic has further exacerbated their already precarious state and many Civil society organisations (CSOs) are under immense pressure to operate, survive, and thrive, while maintaining independence and continually generating funds to pursue planned operations and command strong recognition and influence.

1.0. Introduction:
The Open Government Partnership (OGP) is a global initiative that aims at promoting transparency, empower citizens, fight corruption and encourage use of new technologies to improve governance. The OGP is overseen by a multi-stakeholder International Steering Committee comprised of Government and civil society representatives. One of the major benefits of OGP is to improve service delivery and make Governments more responsible and accountable to their citizens. Given the benefits of this initiative, Tanzania declared its intention to join OGP during the launching meeting. The decision to join OGP is an important step to complement the Government‟s ongoing efforts to strengthen good governance across all sectors. Good governance has been a critical element to enhance and sustain peace and stability, economic growth, social development and poverty reduction in Tanzania. It is on this basis, that the Government formulated the National Framework for Good Governance (NFGG) in 1999 as a guide to institute good governance in the country. The NFGG envisages a broad-based national partnership for development of good governance. Such a partnership includes Central and Local Governments, Private Sector, Faith-Based and Civil Society Organizations consistent with OGP principles. To spearhead good governance across the Government, several key and cross-cutting governance reforms are being implemented. These core reforms are; the Public Service Reform Program (PSRP), the Local Government Reform Program (LGRP), the Legal Sector Reform Program (LSRP), the Public Financial Management Reform Program (PFMRP) and the National Anti-corruption Strategy and Action Plan (NACSAP). In line with these reforms, sector specific programmes have been undertaken to improve service delivery through the implementation of Decentralization by Devolution (D-by-D). These programmes constitute the policy and strategic framework for enhancing accountability, transparency and integrity in the use of public resources in order to improve service delivery.
The Government has also established and continues to strengthen, empower and improve performance of institutions dealing with issues of good governance, integrity and combating corruption. These include the Ethics Secretariat the Prevention and Combating of Corruption Bureau and the Commission for Human Rights and Good Governance. Other accountability institutions include the Public Procurement Regulatory Authority, the National Audit Office and the Parliamentary Watchdog Committees. In addition to this, Tanzania has enacted laws that require leaders and senior public officials to disclose their incomes and assets to the Ethics Secretariat as a measure to instill integrity in public life.

The pre-1988 Constitutional Amendment of Section 90 (1) (a) was specific in deciding on the size of each electoral division, as follows:
"An electoral division shall consist of NOT LESS THAN 2,000 and NOT MORE THAN 3,000 registered electors".
However, this was changed by the first amendment to the Belize Constitution in 1988. Section 90 (1) (a) now states that, "Each electoral division shall have AS NEARLY AS MAY BE, an equal number of persons eligible to vote".
ELECTORAL BOUNDARY REDISTRICTING BELIZE--A Historical Overview As At Septembe...Myrtle Palacio
The last boundary redistricting exercise in 2004/2005 was the first endeavour at narrowing the gap in electoral population between divisions. The wide gap was decreased substantially from a ratio of 4.4: 1 to 1.7: 1, nationally. In the Belize District, the gap was narrowed from a ratio of 3.1: 1 to 1.3: 1. This was accomplished by setting guiding principles to keep adjustments to a minimum and setting a tolerance limit.
BELIZE Boundary redistricting has been conducted from very early on in our post adult suffrage electoral history. The increase in the number of electoral divisions overtime resulted in adjustments to the boundaries of constituencies. In 1954 the number of electoral divisions increased from six to nine. While the number of constituencies has been conducted multiple times in Belize, it was not until 2004/2005 that any attempt was made to decrease substantial differences in the population sizes between constituencies.
In his own way, Cornelius Patrick Cacho is a philanthropist. On May 12th 2022 at the young age of 95, he was awarded an honorary doctorate degree from the Florida Gulf Coast University. Along with his wife of 57 years, the late Laura Noguera Cacho, they have contributed time and money to educational institutions in their home community in Florida. Since establishing the scholarship fund at the Florida Gulf Coast University, some 44 students have been assisted and 23 have graduated.
There are two indigenous peoples in Belize namely the Garifuna and the Maya, However, only the Maya are widely promoted as such. The Garifuna people are biologically and culturally indigenous to the Circum-Caribbean sub-region, where Belize is located. Their biological and cultural origins come from the Arawak and Carib peoples, and an intermixture with Africans which took place in the Eastern Caribbean island of St. Vincent.

In Belize, Political parties are necessary organizations to source leaders for the ballot paper. However, to date, there are no laws to govern political parties that are tasked with such important pursuits as leadership of governance in a country of people. Political parties are not perceived as NGOs or businesses or partnerships, but they exist. Election financing to maintain a political party between elections, to contest elections and successfully bring a political party into power has become extremely exorbitant. However, a political party cannot finance itself through membership subscriptions, so where does the financing come from?

As the 2008 parliamentary election day drew closer, Belize was undergoing something of a crisis, whereby anything goes in the Media. It resembled more a feeding frenzy, and prompted one to question the role elections play in the consolidation of democracy. In the midst of all this the Government of Belize undertook the bold step to invite International Election
Observers to the 2008 Election. International election observation has become an important mechanism for ensuring election integrity and enhancing the credibility and legitimacy of elections (ACE, September 2006). While it enjoys almost universal acceptance, international election observation is conducted during an exceedingly sensitive period in the existence of that country and its people, and due to limitations only a snapshot of the political culture is observed (Brahm, Sept. 2004). This was the first election observer mission to Belize and the Commonwealth Secretariat was the Observer
Group so invited. The Commonwealth Team consisting of five persons including two staff persons were deployed on a short term mission, arriving approximately four days prior to Election Day.

Baba John Mariano was a man of many persons:
Baba le Buyei believed that his gift of healing and spirituality is exactly that, a gift bestowed upon him by the Ahari, lidagiyen Juan Buyei le lebu. It became a responsibility which he accepted with much honour and humility.
Baba le Wanaragua was the Abuti as the Keeper of the Wanaragua flame---passed down from Max Garcia, then John Wild, then Baba John as the Banquater. Baba John was passionate about maintaining discipline and dress code---long sleeves and stockings to hide the skin, the mask to remain on the face when outside, no drinking, offensive language, and “vulgar” dancing.
As an educator of the Garifuna culture, Baba John volunteered at several schools to lecture on various aspects of the Garifuna culture, particularity the spirituality. Since his retirement to Dangriga, he was charged with the annual Yurumei for the children of Christ the King Anglican School.
The term Joncunu comes in many other forms, such as, Junkanoo, Jonkonnnu, Jonkanu, Jankunu. The dance is West African in origin deriving from African slaves and is a traditional festival form still practiced in what was the British West Indies—in The Bahamas, Jamaica, St. Kitts & Nevis etc. It is a satirical dance where dancers by the attire including the mask, mock and ridicule the colonial slave masters dancing to a fast tempo. In the Garifuna language the dance is called Wanaragua.
Adugurahani or Dugu is a cultural religious identified with the Garifuna of Belize. It is the most symbolic and sacred ceremony in Garifuna spirituality.

Redefining Ethnicity in Post-independent Belize: the case of the Garifuna an...Myrtle Palacio
Ethnic definitions and identity based on the colonial school of thought remain the main component for identification in post-independent Belize, notwithstanding the prevalence of interethnic marriages resulting in offsprings, partly due to increased geographical mobility.
This study singled out two elements in ethnic re-definition, the Garifuna and Creole, in Belize City. As two black peoples their offsprings share the same basic phenotypes. As a result, physical differences are not distinctly visible relative to other groups, to objectively define ethnic identity. This paper examines the self-identity and ethnic affiliations of these offsprings, which do not fit into the existing antiquated ethnic definitions.
This study utilized the qualitative research method to allow for extensive face-to-face assessment using open-ended inquiry. It also applied the social constructivist/interpretivist theory in narrative analysis to elicit from respondents the stories of their lives as they perceived them. Identifying as both Garifuna and Creole, I applied the Feminist Standpoint theory and the theory of Indigenous Anthropology. Both theories support the need to research your own, as the “situated knower” or the insider. This emic perspective as embraced by the study, may be a novel undertaking in the literature on ethnicity in Belize.

It is damning of the Election activities of the governing party--reference the sections in Bold. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

We are within a few days of World Aids Day and it is still timely that the Office of
Governance should signal that in keeping with the National HIV/Aids Policy and the
Work Place Policy, the Belize Public Service some three months ago finalized its
HIV/AIDS Policy. In commencing the implementation processes a call for the
nomination of Point of Contacts has been circulated to all Ministries/Departments, and
together we will meet to plan a strategy framework based on the Policy. This policy
establishes a set of guidelines to protect the health and welfare of Public Officers in the
face of the challenge presented by the HIV/AIDS epidemic. It is also based on the
recognition that recruitment, preservation and motivation of high quality employees are
an essential component of an effective Public Service, and one specific objective is to
develop concrete responses within the Public Service to deal with issues of HIV/AIDS
prevention, stigma and discrimination, the productivity of public officers, and the support
of Officers infected or affected by HIV/AIDS.
A year and a half ago, I invited you to embark on a journey of change, of
modernization, to improve performance standards and service delivery through
transforming people and systems.
Since then, the Office of Governance has:
with the assistance of partners, both local and international sponsored a capacity
building project targeting middle and senior level Public Service; 28 Public
Officers attend short term management and ICT training abroad
launched a website portal to ensure the availability of information to the public
implemented the Merit Award Policy & awarded excellence in performance and
initiative

So, the Journey continues. . . . . .
Today’s activities mark another first in the many endeavours at modernizing the public
service—changing the way we work. Some 26 senior Public Officers will be awarded
certificates in three areas of Organizational Change Management. The knowledge of
change management enables one to implement the change process, handle obstacles to
change and manage change through encouraging creativity and responsiveness. We are
also recognizing the efforts of three public officers who will be awarded certificates of
appreciation for their leadership roles in planning public service activities. Several public
officers have been responsive to the call for organizing events. These three persons stand
out as persons who have responded to the call every time, no matter the event, no matter
the adversities. We are also witnessing the efforts of four departments in the launch and
implementation of Customer Charters. They have taken the bold step not only to set and
maintain standards, but also to be more customer focused. Last but not least we as Public
Officers are celebrating another effort at bringing government information to the
citizens—the first Public Service Information Day. The Government of Belize comprises
many agencies and as we focus on our customers, the many agencies must be seen as one
government. Over thirty government & statutory boards representing one government,
the Union representing the workers are here today, all under one roof—very much a one-
stop government event.
In furthering its goal to improve the efficiency and effectiveness of public service
management, public sector modernization and good governance initiatives, the
Government of Belize established the Office of Governance in October 2005. The Office
of Governance is an amalgam of two government agencies, namely, the Governance Unit

3. from the Ministry of National Development, and the Public Sector Reform and Human
Resource Management and Development from the now defunct Ministry of the Public
Service. In addition a new business of government, that of Information Communication
Technology (ICT) and Electronic Government (E-government), was later included under
the purview of the Office of Governance. Since December 2006, oversight to the
Elections and Boundaries Department for administrative and financial management was
added to the responsibilities of the Office of Governance.
The Office itself is a reform/modernization endeavour. Whereby, once the functions for
governance initiatives, modernization and public sector management were under separate
managements and institutions of government; this new structure, the Office of
Governance embraces all three abovementioned businesses of government under one
management. According to Charles Polidano, Institute of Development Policy and
Management, University of Manchester, in his publication “Why Civil Service Reform
Fail”, that failure is not so much due to the content (what initiatives) of reform, as with
the approach (how). One advantage in this new governance framework is the ease of
offering more direction to drive governance and modernization initiatives forward.
Good governance provides the enabling, efficient, orderly and transparent environment
for development. In public management it is viewed as an “aspect of the new paradigm
on public administration, which emphasizes the role of public managers in providing high
quality services that citizen’s value and demand. The Public Service plays a vital role, in
providing quality public services to all Belizeans--service delivery that is relevant,
affordable and effective. As such, the services must be delivered by Public Officers who
are responsive, efficient and professional.
Hence the importance of investing in the human capital, as one of the most critical paths
to maintaining good governance practices. Human capital development is an on-going
process of employing various strategies in people development. The Office of
Governance as the leading catalyst for change and as the agency responsible for capacity
building continues to focus on activities aimed at upgrading soft skills and addressing
competency gaps. Along with continuously investing in people, is the promotion of

4. governance awareness and information dissemination. The past two weeks saw
facilitators from CARICAD engaging senior Officers in the areas of Effective
Management and Managing Performance. Tomorrow through to Friday, Deryck Brown
and Neville Linton from the Governance and Institutional Development Division,
Commonwealth Secretariat will be leading the discussion on the topic “Accountability &
Transparency: Preventing Corruption”.
People---Human Capital, is the next competitive advantage, we---people, are crucial to
organizational success. To survive and thrive we must maximize talent and capability—
and skills training must be continuous. While the OOG will ensure the expertise to
facilitate such, the learners and their managers, such as CEOs, HODs, must exhibit,
show, express accountability through the demonstration of the newly acquired
competencies and aptitudes in their various organizations. Whew!! Change . . .
I recognize partners, UNICEF/UNDP, CARICAD, the Amb. of the Republic of China
(Taiwan) for their assistance to the cause. I applaud all Public Officers for their
commitment and effort in effecting change. I acknowledge and thank my staff, the Office
of Governance a small but dynamic group, for their commitment to excellence and in
understanding the need for change. Lastly, mucho appreciation to the Minister for the
Public Service, the Rt. Hon. Said Musa, Prime Minister of Belize for continuing to
provide the enabling environment to improve service delivery.
