Context/General Ground Condition
• No ordinary calamity with a community left with no houses
and massive destruction of properties and source of
livelihood, death of loved ones, local officials as victims
• Destruction is widespread unprecedented in the history of
calamities in the country
• Relief operations are generally touch and go (Distribute –
Leave)
• Social breakdown and lawlessness is manifesting in some
areas
• Hijacking of relief goods is happening
• Massive internal and external assistance available but
absorption capacity of the mainstream institutions is wanting
(i.e, failure to coordinate groups doing relief ops, lack of
facilities to transport resources for relief, etc)
• Reactive concept of relief operations wanting of a systematic
approach to extend the benefits to the vulnerable victims
