The aim of the research was to rise the role and the importance of open governement data vizualisations - its promise, potential, ecosystems, political intermediaries, as well as barriers. Actions suggested to increase the use of data and visualisation include the offering and support not only for data but also it’s processing, statistical analysis and visualisation. It was pointed out that there is furhter research in standardisation for visualisation processes with the aim to provide intermediaries with professional visualization at lower prices is an important aspect.

The successful adoption of open access (OA) requires clarity and simplicity in policies and processes. But could there be greater clarity of these to start with? Jisc has been working with experts to help funders and institutions express and develop their policies in a clear and comprehensive format and has developed a schema for this purpose.
This session will explore the schema and how institutions and funders can adopt it and clarify their OA policies.
Introduction to data and text mining - Jisc Digifest 2016Jisc
Text and data mining (TDM) techniques can be applied to a wide range of materials, from published research papers, books and theses, to cultural heritage materials, digitised collections, administrative and management reports and documentation, etc. Use cases include academic research, resource discovery and business intelligence.
This workshop will show the value and benefits of TDM techniques and demonstrate how ContentMine aims to liberate 100,000,000 facts from the scientific literature, and ContentMine will provide a hands on demo on a topical and accessible scientific/medical subject.
Building trust in a national monograph knowledgebase - Jisc Digifest 2016Jisc
The Jisc-led national monograph strategy (NMS) roadmap set out a number of recommendations, including the design and implementation of a national monograph knowledge base (a ‘monobase’) as core infrastructure for finding and managing print and digital monographs.
This session will report on progress towards establishing the knowledgebase, set out forward plans and invite a panel to discuss ideal outcomes. Delegates will have the chance to ask questions and give their own perspectives on this work.

The aim of the workshop was to discuss the state-of-art of the Smart City concept and how to translate existing approaches to the reality of the local governments, as well as the institutional capacity for making smarter decisions.
Robert Scholz presented the importance to investigate concepts, which enable the unification and the common understanding and the replication of ICT architectures. He pointed out how to achieve an unified approach which aims to fulfill complex and integrative ICT solutions for Smart Cities. The presented approach aims to base on the idea of openness with 1) respect to interfaces 2)software components and 3) data. It was shown that those are seen as the main ingredient of an ICT eco-system for Smart Cities.

This presentation, created by Syed Faiz ul Hassan, explores the profound influence of media on public perception and behavior. It delves into the evolution of media from oral traditions to modern digital and social media platforms. Key topics include the role of media in information propagation, socialization, crisis awareness, globalization, and education. The presentation also examines media influence through agenda setting, propaganda, and manipulative techniques used by advertisers and marketers. Furthermore, it highlights the impact of surveillance enabled by media technologies on personal behavior and preferences. Through this comprehensive overview, the presentation aims to shed light on how media shapes collective consciousness and public opinion.

Aim and context of the research
3. Berner Fachhochschule | Haute école spécialisée bernoise | Bern University of Applied Sciences
The promise of OGD
open data + fancy portal = use
data + easy to use visualization
tools = visualizations everywhere
What we see
▶ No massive use of data can be
observed, therefore cost of data
and access to it is not the only
barrier
▶ The number of visualization as
preferred way to communicate
key messages drawn from
datasets is slowly increasing, but
a massive visual turn cannot be
observed
4. Berner Fachhochschule | Haute école spécialisée bernoise | Bern University of Applied Sciences
Potential barriers to OGD
In literature we have found several
categories of potential barriers:
▶ Governance issues
▶ Cost issues
▶ Legal issues
▶ Data/Metadata issues
▶ Access issues
▶ Skills issues
Actions suggested to increase use
and visualisation include the
offering and support not only for
data but also it’s processing,
statistical analysis and visualisation.
5. Berner Fachhochschule | Haute école spécialisée bernoise | Bern University of Applied Sciences
▶ Strategic ecosystem thinking includes:
▶ Identifying the different actors in the ecosystem
▶ Understanding the transactions and their specific value to the
participants
▶ Looking at the ressources needed by the different actors
▶ Finding indicators for the health of the ecosystem
Ecosystem approach to the issue
6. Berner Fachhochschule | Haute école spécialisée bernoise | Bern University of Applied Sciences
We have loooked at political parties, associations and NGOs, media in
Switzerland
▶ literature based
▶ All actors who are bridging the gap between data producers and
data consumers
▶ Actors with knowledge, skills and ressources to make sense out
of OGD
▶ context based
▶ Strong role of associations and NGOs due to a formalised
consultation process
▶ Need for clear communication in the context of direct democratic
rights
Focus on political intermediaries
7. Berner Fachhochschule | Haute école spécialisée bernoise | Bern University of Applied Sciences
▶ How do the political intermediaries perceive the role and importance
of OGD visualization?
▶ What are the barriers to wider use of OGD by political intermediaries?
▶ How can the production data visualization by political intermediaries
improved in terms of frequency and quality?
