The murder of Cindy Jones, a young woman, stunned the community in Centervale. Five years ago, a young woman was found strangled to death in her car outside a grocery store in Centervale. For the past five years, the Centervale Police Department (CPD) has worked tirelessly to develop leads toward the identification of a suspect. Last year, the CPD officials got a break when the State Crime Lab notified the lead detective that the DNA sample recovered from the purse strap found around Jones's neck indicated the involvement of Jason Rivers.
The District Attorney's (DA's) office has never had a case like this before. Jones came from an honorable family in the community and Rivers is a mentally challenged, middle-aged man who lives with his father far from the grocery store. Rivers had been arrested more than twenty-five times before the death of Jones. Centervale detectives have surmised that Rivers happened to be in the area of the grocery store where he supposedly encountered Jones.
Upon arrest, Rivers was found to be incompetent to proceed to trial and a judge remanded him to a state custody. Recently, doctors at the State Mental Health Hospital sent a notice that Rivers was no longer suffering from the effects of substance abuse and is competent to stand trial. A judge ruled in accordance with the doctors and the case was put on the docket for trial.
During jury selection, the voir dire consisted of questions about how potential jurors felt about law enforcement-related TV shows. During the presentation of the case, the State introduced the jury to the DNA evidence and other important physical evidence in the case. Rivers did not take the stand and the defense rested on the claim that Rivers's DNA got on the purse strap when he accidently bumped into Jones at the checkout lane of the grocery store while she was putting groceries into her grocery cart.
The defense also attacked the CPD because a former detective who worked on the Jones crime scene was convicted of domestic violence and assault on a female since the murder.

Police psychology is the application of psychological theory and research
to law enforcement or, more specifi cally, “ the delivery of psychological
services to and on behalf of law enforcement agencies, their executives,
and employees ” (Aumiller et al., 2007, p. 65). As we will see, the fi eld
of law enforcement is broad. It certainly includes the local agencies, typi-
cally city or county police and sheriff departments, with which we are
most familiar. But it is much broader, and includes various public safety,
corrections, and national security agencies at all levels of government. We
begin this chapter with overviews of law enforcement and the history of
police psychology in the United States. Next, we discuss in greater detail
four core domains of police psychology: assessment, intervention, opera-
tional support, and organizational consulting. Specifi c topics in the fi eld
of correctional psychology, including the assessment and management of
offenders, are covered in Chapter 9.
Modern societies give law enforcement agencies the responsibility to
uphold their laws and protect their citizens, and give them special powers
to do so. But how do we make sure that law enforcement agencies hire the
best possible offi cers, give them the best possible education and training,
and support them to do the best job possible? And what can law enforce-
ment agencies do to minimize the chances that a tragedy such as the shoot-

“Pasco is located in Franklin County on the Southern-Eastern side of Washington State. Pasco is part of the “Tri-Cities” region; which also includes the largest nearby city of Kennewick and includes the smaller town of Richland, WA. This is a mid-sized metropolitan area located at the confluence of the Yakima, Snake, and Columbia Rivers. It is a popular tourist attraction for various reasons; to include wine tasting as well as countless aquatic and outdoor activities. The town has minor league teams of ice hockey, baseball, and arena football. Pasco is one of the areas offering increased hydroelectric power, wind power generation, and solar studies towards innovative energy saving technology (Mason, 2015).” “In Pasco, “72% are Hispanic; 10% are African American; 8% are Caucasian; 6% are Asian; 2% are either Native Hawaiian or Pacific Islander; and 2% are American Indian or Alaskan Native, of some other race, or of two or more races. Of the people living in this area, 20% of the population is over the age of 65. 60% are of working age (18–64). 20% are under 18, and 7% of that population are under 5 years old (Santelli, 2015).”
Pasco Police Department is trying their best to adapt to the continued population growth within its community. Crime has increased significantly over the last 10 years and its current policing model is showing need of updating and/or reform. Members of the community are expressing their concerns about the increased solicitation and prostitution activity in the area for it is hurting local businesses as well. During a recent town hall meeting, citizens of the community are asking the Pasco Police Department to find a more effective method of policing to control this escalating issue. The following Community Policing Proposal was created and is available for your review.
Current statistics shows that Pasco (Franklin County) has the largest geographic distribution of population change in Washington State with an annual growth of 2.1%; followed by King County with annual growth of 1.8%. The population change from April 1, 2000 to April 1, 2010 shows a dramatic increased population change of 58.39%, making it the leading county of population growth in a decade’s time. The population change from year 2010 to 2014 increased by 10.79%, making it the leading county in Washington in population growth. (OFM, 2014)
Under the current Pasco Police Department structure and the influx of new residents, crime has significantly increased across the criminal platform. Residents plead their concerns at local town hall meetings to local officials, including Pasco’s Treasurer and the Chief of Police, demanding these issues be addressed. There is no question we are in an era of increasing accountability for the police and the justice system as a whole. We covered accountability in this course extensively.
Additionally, we spent a week covering the need for increased police legitimacy and there continues to be significant growth in this area. In fact, the President’s 21st Century Policing Task Force report spoke directly to the need for increased legitimacy and provided clear recommendations. Re-building trust in policing is vital for real progress of criminal justice in the United States, and there are continuous innovations being developed to lower crime and build trust with the community. Hopefully, the innovations of restorative justice and substance abuse treatment continue to improve to meet the increased need to handle these low level criminal offenses without courtroom based interventions. Finally, National Coherence is occurring throughout the country through increased establishment of best practices/standards for law enforcement and the increased use of regional law enforcement task force groups.
One of our chapters this week directly discussed issues related to police reform around the world. Indeed, all law enforcement has ethical obligations to serve the community in fair and equitable ways. As I read this week’s chapter, the recommendations for policing in Bosnia-Herzegovina (1996) really stood out to me:
· Police must function in accordance with the law.
· Police conduct must be regulated by a professional code of conduct.
· The highest priority of policing is the protection of human life.
· Police must serve the public and are accountable to the public and must communicate their action to the public to establish the legitimacy of police action.
· A central focus of policing is the prevention of crime.
· Police must act in such a way as to respect human rights.

CHAPTER OBJECTIVES
Police psychology is the application of psychological theory and research
to law enforcement or, more specifi cally, “ the delivery of psychological
services to and on behalf of law enforcement agencies, their executives,
and employees ” (Aumiller et al., 2007, p. 65). As we will see, the fi eld
of law enforcement is broad. It certainly includes the local agencies, typi-
cally city or county police and sheriff departments, with which we are
most familiar. But it is much broader, and includes various public safety,
corrections, and national security agencies at all levels of government. We
begin this chapter with overviews of law enforcement and the history of
police psychology in the United States. Next, we discuss in greater detail
four core domains of police psychology: assessment, intervention, opera-
tional support, and organizational consulting. Specifi c topics in the fi eld
of correctional psychology, including the assessment and management of
offenders, are covered in Chapter 9.
Modern societies give law enforcement agencies the responsibility to
uphold their laws and protect their citizens, and give them special powers
to do so. But how do we make sure that law enforcement agencies hire the
best possible offi cers, give them the best possible education and training,
and support them to do the best job possible? And what can law enforce-
ment agencies do to minimize the chances that a tragedy such as the shoot-
ing of Jean - Charles de Menezes does not happen again? These are the
kinds of questions that interest police psychologists.

ABSTRACT
“Pasco is located in Franklin County on the Southern-Eastern side of Washington State. Pasco is part of the “Tri-Cities” region; which also includes the largest nearby city of Kennewick and includes the smaller town of Richland, WA. This is a mid-sized metropolitan area located at the confluence of the Yakima, Snake, and Columbia Rivers. It is a popular tourist attraction for various reasons; to include wine tasting as well as countless aquatic and outdoor activities. The town has minor league teams of ice hockey, baseball, and arena football. Pasco is one of the areas offering increased hydroelectric power, wind power generation, and solar studies towards innovative energy saving technology (Mason, 2015).” “In Pasco, “72% are Hispanic; 10% are African American; 8% are Caucasian; 6% are Asian; 2% are either Native Hawaiian or Pacific Islander; and 2% are American Indian or Alaskan Native, of some other race, or of two or more races. Of the people living in this area, 20% of the population is over the age of 65. 60% are of working age (18–64). 20% are under 18, and 7% of that population are under 5 years old (Santelli, 2015).”
Pasco Police Department is trying their best to adapt to the continued population growth within its community. Crime has increased significantly over the last 10 years and its current policing model is showing need of updating and/or reform. Members of the community are expressing their concerns about the increased solicitation and prostitution activity in the area for it is hurting local businesses as well. During a recent town hall meeting, citizens of the community are asking the Pasco Police Department to find a more effective method of policing to control this escalating issue. The following Community Policing Proposal was created and is available for your review.
Current statistics shows that Pasco (Franklin County) has the largest geographic distribution of population change in Washington State with an annual growth of 2.1%; followed by King County with annual growth of 1.8%. The population change from April 1, 2000 to April 1, 2010 shows a dramatic increased population change of 58.39%, making it the leading county of population growth in a decade’s time. The population change from year 2010 to 2014 increased by 10.79%, making it the leading county in Washington in population growth. (OFM, 2014)
Under the current Pasco Police Department structure and the influx of new residents, crime has significantly increased across the criminal platform. Residents plead their concerns at local town hall meetings to local officials, including Pasco’s Treasurer and the Chief of Police, demanding these issues be addressed. The greatest issue that is of concern is the rising presence of pros.

I included the article Toward a New Professionalism in Policing, because it outlines Travis’s view of where policing is going: (1) Increased Accountability, (2) Legitimacy, (3) Continuous Innovation, and (4) National Coherence. (https://www.ncjrs.gov/pdffiles1/nij/232359.pdf) I remember reading this article in March 2011, and wondering how these themes would play out throughout the country. There is no question we are in an era of increasing accountability for the police and the justice system as a whole. We covered accountability in this course extensively.
Additionally, we spent a week covering the need for increased police legitimacy and there continues to be significant growth in this area. In fact, the President’s 21st Century Policing Task Force report spoke directly to the need for increased legitimacy and provided clear recommendations. Re-building trust in policing is vital for real progress of criminal justice in the United States, and there are continuous innovations being developed to lower crime and build trust with the community. The law enforcement practices that rely on high rates of arrest and stiff punishments are being abandoned across this country. This is especially true for drug use and low level crimes. Hopefully, the innovations of restorative justice and substance abuse treatment continue to improve to meet the increased need to handle these low level criminal offenses without courtroom based interventions. Finally, National Coherence is occurring throughout the country through increased establishment of best practices/standards for law enforcement and the increased use of regional law enforcement task force groups.
One of our chapters this week directly discussed issues related to police reform around the world. Indeed, all law enforcement has ethical obligations to serve the community in fair and equitable ways. As I read this week’s chapter, the recommendations for policing in Bosnia-Herzegovina (1996) really stood out to me:
· Police must function in accordance with the law.
· Police conduct must be regulated by a professional code of conduct.
· The highest priority of policing is the protection of human life.
· Police must serve the public and are accountable to the public and must communicate their action to the public to establish the legitimacy of police action.
· A central focus of policing is the prevention of crime.
· Police must act in such a way as to respect human rights.
· Police must act in a nondiscriminatory manner. (Text book, page 353)

- 1. Assignment 1: LASA 2: Centervale’s Citizens Fear of Crime Here's What Happened . . . The murder of Jones sent shock waves through the city of Centervale. Jason Rivers was convicted of second-degree murder and was sentenced to six years in prison. In a strange twist of fate, the state legislature created a new law that addressed multiyear prison sentences, as the state legislature struggled to meet budgetary constraints, by releasing offenders who serve half their sentence if the offenders had no infractions within ninety days of the time they come up for release. Rivers was released after serving three and half years in prison. Unfortunately, within weeks, Rivers brutally assaulted an elderly female in an attempted robbery and his parole was revoked. The case of Rivers has become the "poster child" for opponents of the new legislation who argue that criminal justice research shows offender recidivism rates are very high for violent offenders. On the other hand, proponents of the new legislation stand on the claim that Rivers is a victim because he did not have adequate programming available to him during his youth that would have steered him clear of criminal behavior; he should be given alternative sanctions to address his issues. Citizens of Centervale approach the mayor and other city officials with concerns about how the police department operates in Centervale. Some of the citizens want a transparent police department and more stringent background checks before officers are hired. This move comes on the heels of the former detective whose off-duty behavior was brought to the forefront during the murder trial of Rivers.
- 2. Citizens are concerned that crime is out of control in Centervale. Citizens are also disappointed by the new legislation that created the situation for Rivers's release because the elderly female who was victimized in the robbery was a beloved, retired, first-grade teacher in the Centervale Elementary School. Overall, citizens are showing little support for local and state law enforcement and are demonstrating little faith in the criminal justice system after the assault on the elderly woman. As an intern for the DA's office, it is part of your duty to help the DA reach out to citizens in the community. The DA, the Chief of Police, and the Mayor have met on the issues raised by the citizens of Centervale. The DA's office is planning a Citizen's Academy in partnership with the Centervale Police Department. The goal is not only to address the issues that citizens have with law enforcement and the criminal justice system, but also to educate citizens about the obstacles and challenges that criminal justice professionals face in trying to do the right thing for the community, while balancing numerous variables that are out of their control. Here Is What You Need to Do . . . Using in-text citations to cite all sources that are linked to a corresponding reference on a separate page of the report, compose a 8- to 10-page report using APA format, addressing the following: Evaluate and discuss the totality of the situation presented here in LASA 1 and LASA 2. What patterns and cycles can you identify that relate to patterns and cycles in the trends of the US Criminal Justice System? Discuss a minimum of two patterns
- 3. from the historical perspective to create a foundation for the remainder of your report on the overarching issues. Analyze and discuss the damaging effects of corruption on law enforcement by relating this issue to the arrest of a law enforcement officer for a high-profile crime—property, violent, or white collar. Explain how an officer's choices and behavior might affect an entire law enforcement agency, its reputation in the community, agency funding, and other community or criminal justice-related issues. Discuss how the legislature defines criminal behavior and how money influences every decision they make for the criminal justice system's daily functions. (Often, citizens have no idea of the events going on in their state capitals until new legislation is signed into law. This was the case in Centervale when citizens learned of Rivers's release.) Suggest a plan on how Centervale's criminal justice professionals can help to bridge the gap between the legislature and the citizens by bringing more awareness about legislation that might affect them before it is signed into law (that is, public safety legislation, sentencing trends in legislation, and crime control legislation). Support your position on the early release of violent offenders from prison with criminal justice research on recidivism and other pertinent topics, such as budgetary constraints. Analyze and discuss the citizens "fear of crime" concern that they have brought to the Mayor and other city officials from the violent crime standpoint. In addition, create recommendations as supported by research and examples for how Centervale officials, including the DA's office and CPD employees, can work together to restore the confidence of the citizens. This move comes on the heels of the former detective whose off-duty behavior was brought to the forefront during the murder trial of Rivers. The detective used personal information he collected
