As you complete this course and the program, it is time to look ahead at the critical issues facing the criminal justice system. Many of today's critical issues have either arisen or worsened as a result of the 9/11 attacks. This assignment will require you to build on your assignment by applying the concepts of the course to the following four areas: Using the South University Online Library or the Internet, research and analyze a major national-level street gang, such as MS-13 or the Bloods. Describe the challenges such gangs present to law enforcement. Also, analyze how theories such as social disorganization and strain theory describe factors that lead juveniles to join such gangs. Another key issue is the use of deoxyribonucleic acid (DNA) evidence to exonerate wrongfully-convicted offenders. Advances in technology in recent years have allowed investigators to use old crime scene evidence to prove the evidence of some death-row inmates. For this portion of the assignment, describe the efforts being made by citizens outside the criminal justice system to ensure that innocent people are not wrongfully executed. Be sure to include the "Innocence Project." The above issue raises the question of how innocent men and women might have been convicted in the first place. For the third portion of this assignment, analyze and discuss the most common causes of wrongful convictions. For the final part of this paper, examine a post-9/11 critical issue that corresponds to your area of interest. Once you have selected an issue: How the community influences this issue? Are the lawmakers and politicians addressing the issue appropriately? Have any improvements been made in recent years? Given what you have learned throughout his program, what are your thoughts on the issue? From the earliest days of nation-states, measures of power have been displayed by emphasizing the size and superiority of military force. The 16th through the early 20th century saw the increasing size of armed forces as the rest of the world began to appreciate the might and strength of the Spanish Armada, the British Royal Navy, the Imperial Japanese Navy, and the American Carrier Battle Group. Ever since the inception of our nation’s first police agency, law enforcement has been charged with the responsibility of instituting public policy and initiative that exhibits a clear perspective on how to detect, deter, and prevent crime. These perspectives set the foundation for the way our criminal justice system addresses the contemporary issues facing modern law enforcement in the 21st century. The evidentiary shift from traditional criminal justice practices to a more innovative, contemporary law enforcement strategy arose from research-based theory and practice. Three contemporary tools deserving a deeper level of explanation and analysis include the following elements:  evidence-based practices (EBP),  crime mapping, and  community and problem-oriented policing. These tools are key to what is referred to as predictive policing. The premise behind predictive policing rests on the idea that society will be much safer if we do not wait to make an arrest after a crime has been committed, but rather, we prevent the crime in the first place (Maguire & Okada, 2015). Evidence-based policing, simply stated, is the marriage between scientific research and taking that evidence and those results and putting them into practice with the use of guidelines and policy. This notion has been used in medicine when doctors use advanced training as it pertains to the scientific method and follow the most recent evidence available derived from research (Sherman, 1998). We see this firsthand with Berkeley Police Chief August Vollmer in the early 1970s when he began implementing a radical approach to practical policing with innovations such as the patrol car, profiling, and forensics to name a few. Assignment 1: LASA 2: Your State v. Mark Mark Davis has been charged with Driving While Intoxicated (DWI) for reckless driving, speeding, four counts of felony assault, and one count of involuntary manslaughter as the result of a crash that occurred on a night out with his friends. Mark has been out on bail and pleaded not guilty when he was arraigned. The Judge set a date for Mark's trial and his defense team has been working to collect information about the technology used by the Highway Patrol to reconstruct the crash. District Attorney O'Malley offered Mark a plea bargain, but Mark chose to take his chances at trial. Mark's attorney, Mr. Chen Long, advised Mark that accepting the plea offer was completely up to Mark, although Mr. Long advised against accepting it because the defense planned to highlight mistakes made by law enforcement during the investigation that could create reasonable doubt in the minds of the jurors. The trial begins and during the voir dire of potential jurors, several individuals are excused because they have previous knowledge of Mark's case from the media. Two individuals stated that they could not be impartial because they had loved ones killed in alcohol related crashes as well. Eventually, two men and ten women were seated in Mark's trial. District Attorney O'Malley presented the State's case clearly and concisely depicting a night on the town full of heavy drinking, which ultimately resulted in Mark's actions causing the death of one individual and injuring four others. Highway Patrolman Green explained to the jury that he immediately suspected alcohol when he arrived on scene because Mark appeared to be intoxicated when they spoke. Following the Judge ruling that it was admissible and not prejudicial, Sergeant Rodney Monroe, from the Highway Patrol Reconstruction Team presented their reconstruction complete with a high-tech computer animated reenactment of the crash. During the cross examination, Defense Attorney Long challenged the reconstruction because the Defense Crash Reconstruction Expert had discovered errors in the mathematical calculations for vehicle speed. The jury appeared to have liked the reconstruction very much regardless of the errors highlighted by the defense. Mark was convicted of DWI, four counts of felony assault, and one count of involuntary manslaughter; however, he was acquitted of reckless driving and speeding. The Jury said they could not convict Mark of those offenses because of the mistakes made by law enforcement officers during the investigation. Because Mark pleads not guilty, but was convicted during trial and had two prior DWI offenses, he was sentenced to ten years in the State Prison. Defense Attorney Long immediately notified the court of an impending appeal that would be filed by the defendant. You will glean valuable insight and learn how to begin developing clear, concise, and substantive communication necessary for criminal justice and law enforcement officers. In this LASA, you will create a 18–20 slide PowerPoint presentation and write your script from the perspective of one of the following roles in Centervale: an internal affairs investigator, compliance officer, or similar official seeking to mitigate and improve the department by reducing the number of legal actions filed against the department. You have been asked to do this presentation in response to the following scenario: It is common to see groups of youths hanging around various locations in Centervale.
