‘Onze recruitmentafdeling is ver-
antwoordelijk voor alle werving van
Tata Steel in IJmuiden: de interne en
externe vacatures, de flexschil en alle
individuele interne mobiliteit. Voor
grote projecten als reorganisaties
hebben we ook een apart mobiliteits-
centrum.
Het is voor ons cruciaal dat we op
elk moment verzekerd zijn van de
juiste krachten. Het zwaartepunt
ligt bij de strategische werving van
jong talent: leerlingen, campus
recruitment en de continue, gerichte
werving van hogeropgeleide profes-
sionals. Onze eigen bedrijfsschool,
waar we vmbo-leerlingen opleiden
tot technisch specialisten op mbo3-
en mbo4-niveau, is uniek in Neder-
land. Ook werken wij strategisch
samen met technische universiteiten
en hogescholen om altijd voldoende
instroom te hebben, ondanks het
gebrek aan belangstelling voor tech-
niek. Bovendien hebben wij sinds 2
jaar traineeships, waarmee we jaar-
lijks 10 tot 20 studenten opleiden
tot hoogwaardige professionals.
Turbulente markt
Onze organisatie opereert in een
turbulente markt. Interne mobiliteit
is dan ook een prioriteit: gemiddeld
vervullen wij ongeveer 300 interne
vacatures per jaar. Toch blijft er ook
sprake van een structurele mismatch
op onze interne arbeidsmarkt. Aan
de ene kant worden we geconfron-
teerd met reductie van arbeidsplaat-
sen, aan de andere kant hebben we
ook tussen de 100 en 150 externe
vacatures. Dat is een behoorlijke
uitdaging.
Daarnaast huren wij jaarlijks ruim
650 tijdelijke arbeidskrachten in via
onze flexschil. Sinds 2012 hebben
wij alle externe inhuur centraal
ondergebracht in het Flex Centre.
Voorheen had iedereen als het ware
zijn eigen inhuurprocessen, leveran-
ciers en criteria. Met het Flex Centre
wilden we het aantal externe partijen
terugbrengen en voor elk van onze
5 functieprofielclusters een beperkt
aantal preferred suppliers kiezen. Zo
wilden we meer grip krijgen op de
externe inhuur, de compliance en de
kosten. Bij de introductie besteed-
den we niet alleen veel aandacht aan
intern draagvlak, maar kozen we ook
bewust ervoor op 4 sporen tegelijk
te werken: de inrichting van het
systeem, het contractmanagement,
de processen en de bemensing.
Geen statisch gegeven
Nu het Flex Centre een feit is, moet
het zichzelf verkopen; duidelijk
tonen welke toegevoegde waarde het
heeft, de managers zoveel mogelijk
ontzorgen en samen successen
vieren. We hebben er een officiële
businesscase van gemaakt; een
nulmeting gehouden en meetbare
kwali- en kwantitatieve doelen
geformuleerd.
De meeste managers zien de voorde-
len: wij nemen hen veel uit handen,
bijvoorbeeld op het gebied van
onboarding en administratieve han-
delingen. Verder is goed zichtbaar
welke kostenbesparing het oplevert.
Toch gebeurt het soms nog dat een
manager probeert het Flex Centre
te omzeilen. Dan is het een kwestie
van samen praten en proberen te
overtuigen.
Overigens is het Flex Centre geen
statisch gegeven, wij blijven in ont-
wikkeling. Zo werpt het systeem van
preferred suppliers zijn vruchten af,
maar verwacht ik dat we hierin –
gezien de arbeidsmarkt – ook
flexibeler moeten zijn.
Speeltuin
Ik voorzie ook een groeiende rol
van ons poolmanagement. Ik wil een
community in het leven roepen die
potentieel talent, dat op enigerlei
wijze aan Tata Steel is verbonden, in
kaart brengt en met ons verbindt. Zo
kunnen we sneller en beter schakelen
als we hen willen overtuigen bij ons
te komen werken.
Dat moet lukken, want werken bij
Tata Steel is letterlijk en figuurlijk
groots. We zijn een geweldige speel-
tuin voor techneuten. Veel van onze
medewerkers werken hier al lang,
staal stroomt als het ware door hun
aderen. Dit biedt goede kansen voor
referral recruitment. De liefde voor
techniek, de trots bij zo’n groots con-
cern te werken, de kick die je krijgt
om bezig te zijn met onnoemelijk
grote getallen en toch oog te houden
voor de kleinste finesses; je proeft het
in de hele organisatie. Zo zorgen we
dat zowel onze nieuwe medewerkers
als onze flexkrachten bijdragen aan
onze corporate identity.
Vroeger had Hoogovens een enorme
naamsbekendheid, niet alleen als
merk, maar ook als werkgever. De
relatief nieuwe naam Tata Steel
spreekt minder tot de verbeelding.
Daarom zorgen we met onze arbeids-
marktcommunicatie voor een goede
positionering van ons employer
brand. Dat werpt zijn vruchten af
en ik verwacht dat we zo’n slag ook
gaan maken voor onze flexibele
arbeidsmarkt.
We gaan steeds meer toe naar een
total resource management-aanpak,
waarbij de grens tussen vast, flex en
bemiddeling diffuser wordt en vast
en flex zullen integreren. Ook onze
arbeidsmarktcommunicatie zal zich
hieraan aanpassen.’ n

Ooit de Hoogovens
Tata Steel Europe is eigenaar van het bedrijf wat ooit Hoogovens heette, het
latere Corus. Het is de op een na grootste staalproducent van Europa, met
een omzet van 22,8 miljard euro en een productie van 18 miljoen ton ruw-
staal in het Verenigd Koninkrijk, Nederland, Duitsland, België en Frankrijk.
In de vestiging in IJmuiden werken ongeveer 9.000 mensen (exclusief flexi-
bel personeel). Jaarlijks biedt het bedrijf plaats aan ruim 100 leerlingen op
(v)mbo-niveau en 150 stage-/afstudeerplaatsen op hbo-/wo-niveau. Verder
zijn er elk jaar ongeveer 300 interne vacatures, 125 vacatures voor externe
professionals en werken er op elk moment gemiddeld 650 mensen via de
flexschil bij het staalconcern, ongeveer 1 op elke 14 vaste krachten.
Met hun Flex Centre professionaliseerde Tata Steel het eigen
inhuurproces. De volgende stap? Een integratie van de werving
en bemiddeling van vast, flexibel én eigen personeel. ‘We gaan
van het invullen van vacatures naar een total resource-aanpak.’
