effective results-oriented MIS/M&E systems to easily track & verify required information assessing the progress &
effectiveness of activities of mega/integrated public health, environmental health, food security (health/nutrition, livelihood
through agricultural activities & disaster management) & poverty reduction projects up to US$150 million budget funded by
USAID, UNDP, ADB, DFID & GoB and implemented by international & UN organization(s). Considering my huge
experiences in leading M&E/MIS of mega/integrated projects, USAID & BRAC University offered me leading (as Project
Director) a very special project “Developing the Next Generation of Public Health Experts in Bangladesh”. ADB & GoB also
offered me leading huge Program Support Consultancy Team (as Team Leader) of 150 million US$ program “Urban Public &
Environmental Health Sector Development Project”. My total professional experiences are around 23 years.
Now, working as Team Leader (TL) of Program Support Consultancy (PSC) team of Urban Public & Environmental Health
Sector Development Program (UPEHSDP), 150 million US$ program. PSC team has one International Program Reform
Expert, two highly experienced professors (Food Safety & Legal Specialists) & one BCC Expert. Local Government
Division (LGD), MOLGRD&C, is implementing the project with financial & technical support from the Asian Development
Bank (ADB), ensuring adequate attention to public & environmental health issues, setting standards, rules, guidelines & bye-
laws, & providing technical & financial support to the City Corporations (CCs). UPEHSDP is improving the public &
environmental health conditions in our urban areas, by strengthening institutions; improving financial sustainability;
improving urban public & environmental health services like solid waste & medical waste management, food & water safety
& primary health care; & by enabling public-private partnerships, citizens’ participation & effective pro-poor targeting. I
have attended important meetings/review missions with high officials of GoB (Additional/Joint/Deputy Secretaries) & ADB
& wrote mi3wnutes, preparing reports & ensuring quality deliverables to the stakeholders. Some of my remarkable works
are- baseline report, three Annual Reports, Quarterly Reports, Guideline/TOR/RFA/CSRN for Consulting Firm/NGO/CBO
to implement package for Awareness, Capacity Building & Service Delivery for Urban Primary Collection, Proposal along
with required forms to develop PMIS, Report on Medium & Long Term Recommendations for Strengthening Health &
Conservancy Department of CCs, Proposal for 3R Focused Environmental Education Program for School Students,
Proposal for Best Practice Study Visit of senior officials of Ministry, CCs & Project Office, Man-month utilization plan,
Report on Required Manpower for Secondary Transfer Stations, Controlled Landfills & Medical Waste Treatment Facilities,
& Integrated Waste Treatment Facility, Comprehensive Training proposal & details individual training proposals along
with budget. Printed calendars as BCC material, Finalized many reports to ensure quality deliverables of the consultants
(like- Organogram for Food Laboratories, Situation Analysis on Food Safety of 7 CCs, Water Safety Monitoring Plan for 7
CCs, etc.). Organized trainings on- i) Food Safety & Quality, ii) BCC for the officials of 7 CCs & prepared reports.
Worked as Project Director of a USAID’s very special project “Developing the Next Generation of Public Health Experts in
Bangladesh” implemented by BRAC University collaboratively with local partners: MOHFW, BRAC, ICDDR,B, RTM, &
international partners: Columbia, George Washington, Harvard, John Hopkins Universities & Public Health Foundation of
India. This group brought together an enormous diversity of strengths & resources in improving access to, & the quality of
public health education in Bangladesh. Provision of MPH scholarships, short-courses training, distance learning &
improving teaching capacity were some of the key activities of the project. I have nicely worked with donor & stakeholders
& ensured smooth operation of the project activities & deliverables on time. Ensured MPH, Short Courses, Internship,
Fellowships & Capacity Development Programs & built rapport with national & international public health institutions,
universities, professionals & partners. I have produced 16 quality reports & ensured reimbursement of BDT 55 million in a
year.
Completed MBA from Dhaka University, M.Sc. in Statistics from Jahangirnagar University & obtained first class in all
degrees-from S.S.C to M.Sc. During MBA, M.Sc., B.Sc. & in 23-year professional life acquired quantitative & qualitative
skills. Significantly contributed in the “Consultation on Mainstreaming Monitoring and Evaluation teachings in MPH
programs across four South Asian Countries” in India & got prestigious scholarship from University of North Carolina, USA

UNICEF, Pop Council, BRAC University, Save the Children (USA), GoB, ADB, Friendship, & Muslim Aid-UK. Become
an effective/dynamic manager as successfully worked as TL of PSC team of UPEHSDP, PD of NGPHEP & played key role
in M&E of comprehensive public and environmental health, food security (health/nutrition, livelihood & disaster
management) & poverty reduction projects. I have worked as Director M&E of PROSHAR/USAID (US$ 45 million
budget), M&E Coordinator of UPPRP/UNDP (US$ 120 million), Team Leader (MIS/M&E) of SSFP/USAID (US$ 46
million), Director MIS/M&E of NSDP/USAID (US$ 60 million) & Sr. Technical Officer (MIS) of RSDP/USAID (US$ 30
million). Maintained effective liaison with GoB, USAID, DFID, UN agencies, ADB, national & international PH
institutions/universities & important stakeholders. Supervised a good number of M&E/MIS/GIS/Gender Experts.
Developed/implemented Performance Monitoring/M&E plan for UPPRP/UNDP ($120 million budget), NSDP/USAID ($60

USA & computerized the integrated QES (Quality, Expansion & Sustainability) tool for reporting & ensuring quality
deliverables to the stakeholders. I have successfully chaired USAID’s NGOCC MIS sub-committee for 1 year.
Worked as Director M&E for PROSHAR (Program for Strengthening Household Access to Resources), USAID funded 45
million US$ project. PROSHAR reduced food insecurity among vulnerable rural populations through three strategic
objectives-increasing incomes of poor & ultra-poor households, improving the health status of women & children & enabling
institutions & households to respond effectively to shocks.
Worked as M&E Coordinator for UPPRP (Urban Partnership for Poverty Reduction Program), UNDP’s largest poverty
reduction program in the world ($120 million budget) & partnership of LGED, UNDP, DFID & UN-HABITATS. UPPRP
improved living conditions & livelihoods of 3 million urban poor/extreme poor, especially women & girls, in thirty cities
& towns. Under my leadership, each year processed 3,000 community contracts equivalent to 10 million US$.
Worked as Team Leader (MIS/M&E) for SSFP (Smiling Sun Franchise Program), USAID’s largest health franchise program
in the world ($46 million budget). SSFP improved the quality of 20 million Bangladeshis’ life providing health services with
the help of 26 NGOs using 319 health clinics, 13, 000 satellite sessions & 7,000 community workers in a sustainable manner.
Worked as Director (MIS/M&E) for NSDP (NGO Service Delivery Program), USAID’s largest health program in the world
($60 million budget) and a partnership of 8 international organizations (Pathfinder, CARE, Save the Children-USA,
IntraHealth, URC, RTI, EMG & BCCP) with 43 NGOs provided health services to 20 million population through 319 health
clinics, 13,000 satellite sessions & 7,000 community workers.
My strong educational background, 23-year diversified experiences in management positions of mega public health,
