KEY ACCOMPLISHMENTS
− Using Lean Six Sigma processes and practices, significantly improved a nearly defunct Marine Corps Family
Readiness Branch into a strong and viable program embraced by Operational Commanders.
− Researched, planned and wrote the first Manpower Management (Personnel) Administration Doctrinal
Manual for the Marine Corps. The manual contained the guiding principles for the Marine Corps’
Manpower Management System.
− As an IBM employee, was a key team member in the development of the Army Career Tracker system, a
web-based system that leveraged existing Army training and education data systems into one
consolidated, easy to use portal. Application was successfully launched in 2014.
− Enjoyed a successful 25 year career in the U.S. Marine Corps, retiring as a Lieutenant Colonel, supervising
over 5,000 Marines in all capacities and all levels of command. Commanded Personnel Administration
School, Camp Johnson, North Carolina which trained Marines in the Marine Corps’ Manpower and
Personnel Systems and processes.
− Standardized the Commandant of the Marine Corps’ protocol planning, support documents and
streamlined event scenarios for Commandant of the Marine Corps hosted events. Plans and processes
which were enacted remain operationally in place to date.

Headquarters Marine Corps, Manpower and Reserve Affairs, Marine and 10/2010 – 5/2015
Family Programs Division
Branch Head/Program Manager, Family Readiness Branch (NF-5, Non-Appropriated Fund Series 0301)
Program Manager (Federal government Civilian employee) for two Marine Corps Programs – Unit, Personal
and Family Readiness Program and Marine Corps Family Team Building, programs providing direct support to
Marines and their families. Directly supervised 12 Civilian employees at Headquarters Marine Corps and
oversight for funding and staffing for 480 NAF civilian employees at the Installation level. Both programs were

funded at $36M annual budget. Provided direct support to the Commandant of the Marine Corps for Family
readiness and support to Marines and their families.
• Using Lean Six Sigma processes, practices and implementing Lean Six Sigma events, streamlined program
funding to reduce over $15M in overhead costs in one fiscal year by analyzing, implementing,
strengthening and streamlining civilian workforce policies and procedures.
• Annually planned FY POM and FYDP requirements for both programs which included all civilian labor
forecasting.
• Collaborated across the Headquarters Marine Corps Departments and Divisions to develop and implement
new program policies and emergency management programs: all based on evidence based practices and
accredited approaches, resulting in new training curriculum addressing real time, ‘right now’ needs for
Marines and their families.
• Implemented a civilian personnel management system using a metric-based 1:700 hour civilian employee
trainer limit for each installation. The system was designed to reduce civilian labor overhead, regain
balance in the workforce and reduce employee labor funding.
• Conducted three Lean Six Sigma Green Belt level process improvement data reporting and data capture
events, resulting in improved data and real time reporting on training capacity and manpower.
• Developed a robust volunteer program for the Marine Corps to assist in Family Readiness efforts not
available for support by funding. Program was created for Marine Corps spouses and their families.
• Developed a secure web-based communication application (eMarine) used by Commanders and Family
Readiness Officers to communicate in a secure environment to Marines and their families. Oversight and
contractual responsibility for a $2.5 million contract to develop and upgrade existing systems.

Manpower Information Systems Division
Program Analyst, G-1 Advocacy Program (GS-14, Series 0343)
Created an Administration Advocacy Program for the Marine Corps’ manpower occupational field (military and
civilian) that provided oversight and detailed analysis on issues pertaining to pay and benefits, career
development, training, education, systems development and doctrine development.
• Developed and managed governance structure for the Administration Advocacy Board (decision making
body for all major USMC military manpower, personnel administration and civilian manpower
professionals) using Lean Six Sigma tools and theories.
• Created a web-based virtual discussion board capability accessible by OSD, Joint Staff and other groups to
discuss continuous manpower improvement and doctrine development.
• Developed first Doctrinal Publication Order for use by the Marine Corps to develop effective Manpower
and Personnel Administration training and education for the military and civilian manpower workforce.
International Business Machines (IBM), Fairfax, VA 10/2006 – 4/2009
Managing Consultant
Functional Analyst and Military Subject Matter expert for all Manpower (Human Capital) practice work streams
to include: Business Process Design, Organizational Change, Knowledge Management, Performance Evaluation
Management, Personnel Systems Management, Workforce Planning and Functional area portal development
• Researched best practices and developed the Migration Planning Guidance for the Federal Government
(Office of Personnel and Management) for 24 Federal agencies to migrate their administratively intense
human resource functions out of the agencies and into public and private shared-service centers. The
document had a tremendous impact as it was the beginning of the transformation effort for the Federal
government to downsize and consolidate human resource activities.
• Developed a quantitative and qualitative workload analysis for Housing and Urban Development (HUD)
used to evaluate impact of an asset management initiative on employees and housing programs.
• Developed a competency-based management implementation plan for the U.S. Air Force for use in their
personnel management system.

• Facilitated large workshops for development of Department of Defense Logistics Competencies
• Developed the Army Career Tracker (a web-based system leveraging all existing Army training and education
data systems into one consolidated easy to use portal for soldiers, officers and Army Civilians). Included in
this effort was functional development of the portal macro and micro-designs ensuring the system was
compliant with the Clinger-Cohen Act and the design was consistent with Army culture and policies.

The manual contained the guiding principles for the Marine Corps’ Manpower Management System. − As an IBM employee, was a key team member in the development of the Army Career Tracker system, a web-based system that leveraged existing Army training and education data systems into one consolidated, easy to use portal. Application was successfully launched in 2014. − Enjoyed a successful 25 year career in the U.S. Marine Corps, retiring as a Lieutenant Colonel, supervising over 5,000 Marines in all capacities and all levels of command. Commanded Personnel Administration School, Camp Johnson, North Carolina which trained Marines in the Marine Corps’ Manpower and Personnel Systems and processes. − Standardized the Commandant of the Marine Corps’ protocol planning, support documents and streamlined event scenarios for Commandant of the Marine Corps hosted events. Plans and processes which were enacted remain operationally in place to date. CAREER HISTORY Headquarters Marine Corps, Manpower and Reserve Affairs, Marine and 10/2010 – 5/2015 Family Programs Division Branch Head/Program Manager, Family Readiness Branch (NF-5, Non-Appropriated Fund Series 0301) Program Manager (Federal government Civilian employee) for two Marine Corps Programs – Unit, Personal and Family Readiness Program and Marine Corps Family Team Building, programs providing direct support to Marines and their families. Directly supervised 12 Civilian employees at Headquarters Marine Corps and oversight for funding and staffing for 480 NAF civilian employees at the Installation level. Both programs were

Provided direct support to the Commandant of the Marine Corps for Family readiness and support to Marines and their families. • Using Lean Six Sigma processes, practices and implementing Lean Six Sigma events, streamlined program funding to reduce over $15M in overhead costs in one fiscal year by analyzing, implementing, strengthening and streamlining civilian workforce policies and procedures. • Annually planned FY POM and FYDP requirements for both programs which included all civilian labor forecasting. • Collaborated across the Headquarters Marine Corps Departments and Divisions to develop and implement new program policies and emergency management programs: all based on evidence based practices and accredited approaches, resulting in new training curriculum addressing real time, ‘right now’ needs for Marines and their families. • Implemented a civilian personnel management system using a metric-based 1:700 hour civilian employee trainer limit for each installation. The system was designed to reduce civilian labor overhead, regain balance in the workforce and reduce employee labor funding. • Conducted three Lean Six Sigma Green Belt level process improvement data reporting and data capture events, resulting in improved data and real time reporting on training capacity and manpower. • Developed a robust volunteer program for the Marine Corps to assist in Family Readiness efforts not available for support by funding. Program was created for Marine Corps spouses and their families. • Developed a secure web-based communication application (eMarine) used by Commanders and Family Readiness Officers to communicate in a secure environment to Marines and their families. Oversight and contractual responsibility for a $2.5 million contract to develop and upgrade existing systems. Headquarters Marine Corps, Manpower and Reserve Affairs 4/2009 – 10/2010 Manpower Information Systems Division Program Analyst, G-1 Advocacy Program (GS-14, Series 0343) Created an Administration Advocacy Program for the Marine Corps’ manpower occupational field (military and civilian) that provided oversight and detailed analysis on issues pertaining to pay and benefits, career development, training, education, systems development and doctrine development. • Developed and managed governance structure for the Administration Advocacy Board (decision making body for all major USMC military manpower, personnel administration and civilian manpower professionals) using Lean Six Sigma tools and theories. • Created a web-based virtual discussion board capability accessible by OSD, Joint Staff and other groups to discuss continuous manpower improvement and doctrine development. • Developed first Doctrinal Publication Order for use by the Marine Corps to develop effective Manpower and Personnel Administration training and education for the military and civilian manpower workforce. International Business Machines (IBM), Fairfax, VA 10/2006 – 4/2009 Managing Consultant Functional Analyst and Military Subject Matter expert for all Manpower (Human Capital) practice work streams to include: Business Process Design, Organizational Change, Knowledge Management, Performance Evaluation Management, Personnel Systems Management, Workforce Planning and Functional area portal development • Researched best practices and developed the Migration Planning Guidance for the Federal Government (Office of Personnel and Management) for 24 Federal agencies to migrate their administratively intense human resource functions out of the agencies and into public and private shared-service centers. The document had a tremendous impact as it was the beginning of the transformation effort for the Federal government to downsize and consolidate human resource activities. • Developed a quantitative and qualitative workload analysis for Housing and Urban Development (HUD) used to evaluate impact of an asset management initiative on employees and housing programs. • Developed a competency-based management implementation plan for the U.S. Air Force for use in their personnel management system.

Included in this effort was functional development of the portal macro and micro-designs ensuring the system was compliant with the Clinger-Cohen Act and the design was consistent with Army culture and policies.
