The introduction gives a brief outline of research in the field of CSCM and its current status. This is followed by a review of literature focused on supply chain performance for process-based industry, project-based industry and project-based construction industry to highlight critical questions that elude managers of CSCM for representing, analysing and configuring supply chains.
The research methodology adopted in this study is applying qualitative approach of triangulation involving foundational research and Soft Systems Methodology for validating a system of complex CSC. The study explores important phases of CSC, major problems, complexities and linkages.
The concurrent viewpoints about various dimensions of CSCM have been put forth in this study in terms of several characteristics in order to provide a constitutional definition. The basic argument is to evolve a balanced normative theory that can deal explicitly both with the contents and contexts of the system and can reorient professionals towards dealing with the system more effectively to attain the socio-economic goals of the emerging era of competition and collaboration.
Studies show that many projects either fail outright or fail to meet most of their objectives. There are a myriad of possible reasons why this might be the case. Very often, organizations go looking for a culprit and sometimes blame the project manager or even the very concept of project management itself. Sometimes they decide to โfixโ the problem by getting all the project managers certified. Or they decide to standardize on a certain tool. And while certification and standardization are laudable things, they do not necessarily address the central problem or problems. This presentation will discuss the top ten reasons why projects fail and briefly discuss solutions to each problem. We will see how such areas as estimates, scope and โthe accidental project managerโ contribute to the problem.

Mobilizing armies of skilled labor from diverse locations and cultures, moving large equipment into remote locations in harsh climatic conditions and managing to budgets while costs are escalating make oil sands projects among the most challenging ever undertaken. Perhaps the most critical success factor in managing such complex projects is establishing and developing productive relationships. This key factor is very difficult to measure yet is cited repeatedly as the
number one reason for project failure. Consistently, project managersโ expectations of, colleagues, teams, subcontractors, workers and project partners are substantially different from what they actually think is expected of them. Such misalignments result in expected tasks not being completed in the way required for project success, tasks being completed in a sub-optimal sequence or excessive time invested on โlow returnโ tasks.
These misalignments cascade into scheduling conflicts, delays, cost overruns, personnel turnover, increased stress, safety and legal issues.
The take-away: New methods have been developed for the gathering and analysing of expectations from both the expectation originatorโs and expectation receiverโs point of view. This enables the diagnosis of misalignments critical to project success, and facilitates the timely conversations required to align expectations and to keep projects on track before they become critical variables. Resource and competency gaps are exposed and addressed. High achieving managers can be identified. A culture of communication, alignment and accountability can be measured and developed.

The Federal Government faces a situation similar to that of the private sector in the early 2000s. Many corporations experienced rapid growth in the late 1990s. Companies spent tens of millions of dollars on ERP, CRM, and other enterprise IT systems. As the below graphic illustrates, large enterprise systems grew corporate expense budgets at an unprecedented rate in the form of support, maintenance, enhancement, operations, and amortization. The late 1990โs technology and dot com busts, multiple downturns, and a recession caused industry to change their spending habits and drive cost out of their baseline. Some succeeded, many failed, and a few went bankrupt.
The question is whether Federal COOs, CFOs, and CIOs will wait for OMB to levy cuts on them or whether Federal executives will act to address the systemic drivers of IT expense so they are ready to respond to the inevitable round of forthcoming budget cuts. In the words of George Bernard Shaw, โThe possibilities are numerous once we decide to act and not react.โ Acting now could protect agency missions and even redirect additional funds to critical needs. If CFOs and CIOs wait for the inevitable budget mandate, it will be too late to identify waste - and the only thing left to cut will be investment dollars.

Participative Budgetary Process serves several benefits for managers in an organization. This process involves the participation of managers from all levels within the organization in the final decision regarding the allocation of budget with mutual consent. In participative budgetary process it utilizes the proficiency of managers in specific areas, with these the realistic and attainable goals are achieved. As it tends to produce budgets that are more achievable since lower-level employees are better positioned to inform their supervisors where funds need to be allocated. It also provides a good channel for communication between departments and managers and thus, it allows for better understanding between the internal goals of departments and helps in building cooperation within the organization. Participative budgeting shows managementโs confidence in its staff. It acts as a motivation to employees since they can focus to meet the budget objectives. Employees feels recognized if they participative in the process thus giving them the impression that they are valued. Employee involvement in the process improves their morale, providing them with a greater urge to work harder towards the attainment of the goals that they helped set.
Four deficiencies in Patricia Eklundโs participative policy for planning and performance evaluation purposes and recommendations of how the deficiencies can be corrected:
The participatory process is defeated by the arbitrary revision of the budgets that are approved. The contingency budget should be separate, over and above each departmentโs original submission.
The fixed costs such as salaries and contracts are to be included in the budget. Since these costs are fixed, organizations should try to eliminate the dependence on cost-cutting requirements.
The fiscal responsibility is treated here as a tool of control as well as performance evaluation. This alone canโt be used as performance evaluation. Increase in the costs might have produced additional excess returns. So along with costs exceeding in the budget, the reasons should also be evaluated.
Contingency funds created by holding a specific proportion of funds of each department may not be correct. As some departments have good prospects coming up but they may fail due to lack of funds. Managers of all departments should be included in decision making while allocating funds to the respective departments.
