This document proposes a new time-bound hierarchical key management scheme for secure broadcasting that is both efficient and secure against collusion attacks. It uses elliptic curve cryptography to assign keys to different classes of nodes in a data hierarchy. The keys are updated periodically based on a secret master key and the current time, ensuring access follows the specified access control policies and time periods. The scheme initializes system parameters, generates encryption keys for each time period, and describes the user subscription process where a tamper-resistant device is issued to derive necessary decryption keys within the subscribed period.
