- The Small Business Administration’s 2006 Report to the President devotes an entire chapter to the benefits of economic gardening, an entrepreneurial approach to economic development first pioneered in Littleton, Colorado Now let’s talk a little about economic gardening, one community approach to supporting local entrepreneurs. If we could sum up the EG approach in one phrase, it would be, “It’s about entrepreneurs.” It’s entrepreneurs who create the new jobs. What is an entrepreneur? [ask audience] Our definition of an entrepreneur is someone who “perceives an opportunity and creates and grows an organization to pursue it.” EG seeks to grow local entrepreneurs rather than luring companies into the region. The focus is on providing local companies that have external markets (i.e., those outside the region) with strategic information so they can grow and become more competitive, thus bringing more wealth and jobs into the region. It requires community collaboration across agencies—leveraging and coordinating all the assets within a community to support its entrepreneurs. It is a long-term commitment about how a community spends its resources; it doesn’t necessarily provide returns within the parameters of election or political cycles. It takes time to grow an economy, just as it does for a garden! Nevertheless, economic gardening as an approach has a proven return on investment, as we will see with the impact data from the City of Littleton
