3. The Question
3
How do community-based organizations
get the help they need to be effective in
advancing social change?
5. LA Information Exchange: A Model?
Followed an effort to assess TA needs of LA County NPOs
Key Concern: accessing quality organizational
development services.
Multiple funders explored the feasibility of a technology
based information exchange
The Funders declined to
move forward at this time

6. Lessons from Similar Efforts
6
Connecting grantees with the
right technical assistance
providers is complicated work.
We can learn from analogous
situations in other sectors:
How government
approaches TA
How large social sector
organizations approach TA
Foundation-supported or
other philanthropic ventures
7. What We Learned
Needed common metaphors for describing the “it”
Uncertainly about “effectiveness” – how does is get measured?
When? By Whom?
Who uses the information?
Culture, context, comfort
with transparency matter.

Editor's Notes
Hanh – Introduce Team
CA Endowment is funder
14 Communities in CA
1.5B total investment over ten years
All multistakeholder projects seeking to solve wicked problems.
Capacity vastly different from place to place.
Commitment to a set of principles relating to equity, human connection, space for difficult conversations and the like
CA Endowment is also funding technical assistance - offered by a select group of providers with whom the endowment has experience.
The problem they brought to us was: How do we do a better job of connecting community projects in need of TA with providers who could best help them?
To answer this question, you need to know something about:
1. The Areas of Need
2. The Effectiveness of Providers
3. The Context - how are these connections happening now?
They also asked about the possibility of using technology to do this matchmaking - which is where it got very interesting…
Here’s where we realized we had opened a can of worms.
One thing you learn when you talk to technologists is the importance of framing the problem.
Build capacity vs. build tool – not mutually exclusive

They referred us to websites that do similar things in different fields:
Angie’s List
Yelp
RateMyProfessor.com
RateMyTeachers.com
GreatSchools.org
OurParents.com
MyEdu.com
Things we learned from those sites…
We did a series of interviews, together with some background research – we found only one example of a similar effort in a similar field in Los Angeles.

We also did some looking to see how other organizations interested in getting these matches right work:
NYC - sort
NC – No vetting, yellow pages, but some do vet (BEST, in MI)
SocialBrite- transparency (operates as platform)
Not universality of perspective on these issues.
Providers tended to feel that the filed was unique, technologists, not.
TA providers preferred a “fix” (even if they did not like the options we were discussing), but technologists and one of our foundations representatives encouraged trust in the people and the process to raise the right issues and work toward the right solutions.
Already mentioned but worth noting again – at least two ways to help selection, build capacity to chose, or build a tool that leads to choice.
Technologists were the ones to argue forcefully that with either solution, we are talking about a change management process – that’s where to devote time and attention whether you use tech or not.
Transparency – this needs incubation and modeling.
Sum:
Hard to describe the "WHAT" - a platform? a tool? A marketplace?
Uncertainly about what constitutes information about "effectiveness" and when/how it gets measured/and by whom.
Culture, context, comfort with transparency matter
