Support (level one) A new type of intermediary is likely to appear based on satisfying citizens’ demand for helpful information. Protest/consultation (level two) The role and motives of intermediaries is unlikely to change although it may significantly change their methods and effectiveness. Deliberation (level 3) and Collaboration (level four) A new type of intermediary is needed for success and it is an open question as to whether there are intermediaries with the right resources and motivation.

Although this is the one that is actually happening in the local authorities.
