This document summarizes key points from a WHO meeting on adapting revenue policies for health needs. It finds that while health spending increased in many high-income countries pre-crisis, it did not in less developed WHO European countries. During economic crises, health spending should increase as public funding replaces private spending. The document examines options like deficit financing, tax increases and efficiency gains. It also discusses the importance of counter-cyclical revenue mechanisms to maintain funding levels during downturns and contain growth during prosperity. Broadening revenue sources beyond payroll taxes and increasing public rather than private spending were seen as important for fiscal sustainability and reducing out-of-pocket costs.

The current exercise (fiscal year 2012/13) is Namibia’s fourth round of Health Accounts and is the first round conducted using the SHA 2011 methodology; the prior three rounds covered 11 years of spending between 1998/99 and 2008/09. These prior rounds have been critical to informing the design and review of the country’s Health Sector Strategic Plan. Health Accounts estimates of spending in priority areas such as reproductive health have informed resource allocation discussions. Further, combined with information from other sources regarding the geographic distribution of health resources, Health Accounts estimates have helped the Ministry of Health and Social Services develop a resource allocation formula that is currently under review for implementation.
This brochure presents health expenditure data by households, public and private institutions for the 2012/13 fiscal year.

This 2016 edition contains two main new features: two thematic chapters analyse the links between population health and labour market outcomes, and the important challenge of strengthening primary care systems in European countries; and a new chapter on the resilience, efficiency and sustainability of health systems in Europe, in order to align the content of this publication more closely with the 2014 European Commission Communication on effective, accessible and resilient health systems. This publication is the result of a renewed collaboration between the OECD and the European Commission under the broader "State of Health in the EU" initiative, designed to support EU member states in their evidence-based policy making.

It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

The report Building Financial Resilience to Climate Impacts: A Framework for Governments to Manage the Risks of Losses and Damages provides a strategic framework to help governments, particularly those in emerging market and developing economies, strengthen their capacity to manage the financial implications of climate-related risks. 23. Lowering public spending on
health is a poor solution to fiscal
sustainability
When OOPs are more than 15% of TEH,
we begin to see catastrophic spending by
poorer households

than cutting back on services or imposing fees
