Synopsis
In March 2010, at the end of Mouchel’s contract with Ealing Council for Highway Services, I joined
Westminster Council as Supplier Relationship Manager responsible for supervision of the Highways part of
the TranServ contract (now with Conway). This contract operated on the CONFIRM highways
management system assisting with assets, budgets and operations of day-to-day maintenance and capital
schemes. I assisted with the operation of the Westminster Highways Contract, attending meetings,
preparing agenda and minutes, ensuring payments are processed and undertaking special jobs within the
contract. I progressed to management of customer needs and complaints. A good communications
structure from member to public level and from client to contractor is essential to managing contracts.
Since reorganisation in 2012 my duties included Customer Liaison/Procedures, Contract (lighting
and highways) Monitoring and highways, transportation, street lighting, drainage and nameplate
management.
Monitoring of Contract Service Requirements
I led on all aspects of Operations Management (including Health and Safety), monitoring the effectiveness
of the contract in the following ways: on site inspection -observing sample work on site –via inspectors and
through personal observation during the day or night-time, via schedules supplied by the contractor or
taken from CONFIRM via dashboard compilation of performance figures and UKPN rating. Feedback from
the public and residents’ associations were essential in determining priorities and service compliance.
During my spell in charge there was continuous improvement in all aspects of the service especially
regarding service levels and delivery to the public.
Westminster Environmental Management/Tasking Meeting
I sat on the joint tasking meeting for public realm tasking issues for Environment (refuse, cleansing,
recycling), Trading and Licencing, Events, Highways and Transportation, Noise and pollution. These
meetings were attended by police and TfL. I coordinated and chaired meetings with Clients, Residents

continuous improvement.
Management of Staff
I have approx..30 years, experience working in contract management and administration, project
management and quality management and I have worked for both public and private employers. I have
managed staff during this time ensuring that they have appropriate training, direction and motivation. I
encourage team meetings for two-way exchange of information and continuous improvement.
Performance appraisal is carried out as appropriate. I have attended numerous management courses. I
contributed to achieving Investors in People for Mouchel and in August 2009 I received an award for the
management of apprentices.
Office Management
I led on all aspects of Office and Operations Management including Health and Safety, Risk Management
and Office Accommodation incorporating building inspections and building certificates. I also carried out
Quality Assurance and Environmental Management conducting internal audits to conform to Lloyds
Registry standards. I conducted training (courses include General Health and Safety Awareness,
Negotiation Skills, NEC Contracts), held meetings with clients and contractors and produced management
minutes and reports. I was responsible for local staffing, personnel matters and dealing with
customer/client complaints and compliments. In 2007 I co-ordinated Health and Safety matters for the
London Business Unit comprising of six offices and approximately 250 staff and achieved OHSAS 18001
(Health and Safety) Accreditation. From 1988 - 2009 I set up and managed the full range of administrative,
technical support and HSEQ (Health, Safety, Environment and Quality Mangt.) functions for the Ealing
Division including general administration, administration of briefs, local procedures, communications,
reports, client and customer interface, presentations, assessment, approval and evaluation of suppliers
and contractors, and invoicing procedures for the office. I managed a team of eight providing
administrative, technical, fleet management and HSEQ support for the contract.
Contract Risk Management
Through thorough checks on work carried out I ensured that guidelines and procedures are met, enabling
the council to ensure its statutory obligations within risk management for safety and cost. On routine
lighting work, electrical testing and structural testing are essential to this process. On the highways side
adhering to regular checking of intervention levels to ensure performance is all important.
Key Performance Indicators and Meeting Structure
KPIs for the contract are essential and could incur penalties. These are often self- monitored by the
contractor within the contract and need contant review. I coordinated and chaired meetings with Clients
and Highways Services Works Contractors to monitor their performance against KPIs and to strive for
continuous improvement. I was largely instrumental for initiating a new meeting structure in Westminster
highways.
Finance
Responsible for reactive, routine and capital lighting works I contributed to the Finance meeting (deputising
for the Group Performance and Senior Contract Manager as required). I was involved in continual
monitoring and developing of financial information from contractor supplied spreadsheets to make them
more relevant and fit for purpose. Discussing this process is one of the important links with Commissioners
and the finance department in building good relations and matching aspiration to reality.
Monthly Reports
I am willing and able to write performance reports on aspects of the service. With Mouchel I compiled and
presented the monthly highways report.
Health and Safety
I have ensured that Health and Safety is the first agenda item at all meetings in order to highlight its
importance. I have attended G39 training to familiarise myself with electrical safety on site and ensure that
Council and contractor staff have been given adequate training. I co-ordinated Health and Safety matters
for Mouchel’s London Business Unit which comprised of six offices and approximately 250 staff and
achieved OHSAS 18001 (Health and Safety) Accreditation in 2007.

End of Year Accounts
I readily assisted the Group Performance and Senior Contract Manager with end of year accounts. I
transferred capital schemes information to a new share point format to ensure end of year clarity. I also
checked accruals to find extra expenditure prior to end of year.
Delivery of Capital Improvements/Technical
I have co-ordinated and carried out meetings for the delivery of capital schemes working closely with
Commissioners and contract service delivery staff advising among other things on consultation processes
and technical information. Where a technical issue is beyond my expertise I will learn from relevant expert
personnel or research the topic as appropriate so it will become part of my realm of knowledge. During my
career I have gained experience of all stages of the design of major Department of Transport (DoT)
schemes from feasibility to contract documents preparation and construction. I have used a number of
I.C.T. systems, many associated with the finance and implementation of highways and transportation
systems.
Customer Service and Press Enquiries
I prepared and supervised responses to customers as a result of VIP enquiries which are often sent
directly to the Members office. I ensured that both myself and my team reacted to enquiries via e-mail,
phone or in person promptly and politely. I continued to liaise on behalf of the team with Serco on the
customer interface, website and logging of information. I was involved in re-letting this contract to Agilisys
approx. 2 years ago and was instrumental in preparing and guiding them on transportation and highways
procedures. I have prepared answers to press enquires for senior officers.
Best Practice in Management of Contracts and Performance
I continually looked for quality improvements within work processes. Functions for running the contracts
and managing the works contractors are continually subject to review, including management of
contractors, ordering and invoicing procedures and systems for contractors’ work, administration of briefs,
local procedures, communications, reports, client and customer interface, presentations, assessment, and
the approval and evaluation of contractors’ work and that of its suppliers. I led the Mouchel Ealing Office in
achieving its first EMS ISO 14001 (Environmental Management) Certification and later helped Mouchel
upgrade from BS EN ISO 9001:1994 to BS EN ISO 9001:2000. (Quality Standards) I also produced
Business Systems Reviews and EFQM submissions and conducted Quality Assurance and
Environmental Management internal audits to conform to Lloyds Registry standards.
Re-let of Contracts/ Contract Specifications
There was a re-let of the highways contract in Westminster in April 2014 and I was involved in setting up
new processes and improvements. When the Ealing works contracts were due for tender, I was on the
contractor side and carried out the tender process for Mouchel with changes to the Lighting contract (and
other contracts) such as the introduction of KPIs and new schedules of rates. In helping Mouchel re-win
the Commission in 2007 targets included setting up new offices, assisting in restructuring, combining
the technical support and admin staff under my management, bringing in a new highways
management system for the management of the works contractors, reforming the failing
insurance service to the Council, creating a new crossovers database, setting up procedures for
the new Commission and helping to lead Mouchel London to 18001 Health and Safety
accreditation - all of which I achieved within the deadlines set.

From April 2004 - March 2006 I additionally took over the role of Mouchel’s Street Lighting Manager for
Ealing responsible for the budgets and operations of day-to-day maintenance and capital lighting schemes
within the Borough. When the works contracts were due for tender, I carried out the tender process with
changes to the Lighting contract (and other contracts) that I felt were needed such as the introduction of
KPIs and new schedules of rates. During the following two years, maintenance spending was kept on
target and prestigious schemes such as the Ealing Green scheme were implemented.
In April 2006 the Ealing Street Lighting PFI was awarded to EDF.In preparation for this I headed a
team which did a complete inventory of Ealing Lighting stock. I had the chance to TUPE to a
senior position within EDF but I was persuaded that my future was with Mouchel, the first targets
being to accept the challenges of helping Mouchel re-win the Commission in 2007, set up new
offices, assist in restructuring, combine the technical support and admin staff under my
management, bring in a new highways management system for the management of the works
contractors, reform the failing insurance service to the Council, create a new crossovers
database, set up procedures for the new Commission and help lead London to 18001 Health and
Safety accreditation - all of which I achieved.
Accordingly, I was part of the management team that encouraged the London Borough of Ealing to award
a second Commission to Mouchel from 2007 for a four-year term with possible extensions. I led
mobilisation of offices and procedures to set up the first Commission in 1999 and new offices and
procedures to accommodate the new Commission in the Spring of 2007.

I have approx. 30 years’ experience working in contract management, customer processes, administration,
project management and quality management and have worked for both public and private companies. I
have attended numerous management courses as well as G39 Street lighting safety, HSEQ (Health,
