Actors in the Formulation of Public Policy : Public policy is formulated by the input of many different groups, all of whom believe a particular issue warrants attention. From the average citizen to famous lobbyists, various actors play a role in policy formulation. Actors who support public policy issues compete for the attention of legislators. These legislators decide which policy issues make it on to the legislative agenda. Actors with the best tactics and strategies are more successful in drawing attention to their causes than those who lack strategy. Actors, both individuals and groups, have the ability to impact the formulation, debate, and implementation of public policies. Policy makers have tried to balance competing interest since the beginning of time and have been successful had it until now. Thanks to social media people all over the country are able to express their views on any and everything that is going right and wrong in this country. Policy makers are now forced to listen to the people and can no longer turn a blind eye to what’s going on in the United States. The Obama administration saw the impact of social media and used this platform to reach people who had never voted for and young people who never paid that much attention to politics. According to Harvey (2014), “Social media has become as much a part of American politics as county fairs, according to Harvey.”

Closed or Inclusive Process: How State Actors View the Contribution of Non-St...
Abstract: This article investigates state actors’ perceptions of the contribution of non-state actors in inclusive public policy process in Kenya. A quantitative survey methodology is employed in the study area of the City of Nairobi in 20 government ministries with one permanent secretary from each ministry answering the questionnaire on behalf of the ministry. A power analysis framework is used to understand the relationships of power between state actors and non-state actors and how they affect public policy process. The findings confirm that there has been significant improvement in inclusive public policy process in Kenya. A process which began as closed in the 60s, 70s and 80s supported by the existing governance framework, had the 90s as a turning point as a result of civic action and pressure from donor community that forced the government to embrace democratic process. Since then, there has been gradual and meaningful inclusion of non-state actors in public policy process supported by new governance framework articulated in the 2010 Constitution. However, there exists coercive power of the state actors as they continue to influence policy decisions and delivery using their authority to determine who they collaborate with and who is invited to participate in specific policy areas and issues.

Interest groups may educate voters and public officials on the issues, support candidates in their campaigns, and litigate in the courts, among other functions. But the relationship of interest groups to democracy is neither simple nor consistently beneficial. Interest groups may also pursue specific objectives harmful to society’s larger interests. ABSTRACT
The call to promote social justice sets the social work profession in
a political context. In an effort to enhance social workers’ preparedness to
engage in political advocacy, this article calls on educators to integrate
a broad theoretical understanding of power into social policy curricula. We
suggest the use of a multidimensional conceptualization of power that
emphasizes mechanisms of decision making, agenda control, and attitude
formation. We then apply these mechanisms to demonstrate how two
prominent features of contemporary politics—party polarization and
racially biased attitudes—affect the ability of social workers to influence
policy. Finally, we suggest content that social work educators can integrate
to prepare future social workers to engage in strategic and effective social
justice advocacy.

As part of their broader mandate, codified in the National Association of Social Workers (2017)
Code of Ethics, social workers are called to advance social and economic justice by participating in
political action with, or on behalf of, disadvantaged groups. The goals of such action are broad
democratic participation, a fair distribution of power and resources, and an equitable distribution of
opportunities (Reisch & Garvin, 2016). To achieve these goals, social workers must go beyond an
analysis of how existing policies reinforce or reduce social problems to recognize and strategically
engage with the power embedded in political processes themselves. This power not only influences
how problems are addressed or ignored but also how they are constructed and understood. Thus, to
be effective practitioners and change agents, it is necessary for social workers to “see power as central
to understanding and addressing social problems and human needs” (Fisher, 1995, p. 196).
At its inception, the social work profession emerged as a leader in shaping policies and programs
that improved the health and well-being of disadvantaged people and families. Social workers played
key roles in policy areas such as aid to families, Social Security, the juvenile court system, minimum
wage, and unemployment insurance (Axinn & Stern, 2012). Over time, external pressures, including
austerity-driven policies that emphasize market-based approaches to social service delivery and the
reduction of the social safety net, have limited the range of microlevel interventions and margin-
alized mezzo- and macrolevel community and policy practice (Abramovitz & Sherraden, 2016;

Policy makers have tried to balance competing interest since the beginning of time and have been successful had it until now. Thanks to social media people all over the country are able to express their views on any and everything that is going right and wrong in this country. Policy makers are now forced to listen to the people and can no longer turn a blind eye to what’s going on in the United States. The Obama administration saw the impact of social media and used this platform to reach people who had never voted for and young people who never paid that much attention to politics. According to Harvey (2014), “Social media has become as much a part of American politics as county fairs, according to Harvey.”

Closed or Inclusive Process: How State Actors View the Contribution of Non-St...
Abstract: This article investigates state actors’ perceptions of the contribution of non-state actors in inclusive public policy process in Kenya. A quantitative survey methodology is employed in the study area of the City of Nairobi in 20 government ministries with one permanent secretary from each ministry answering the questionnaire on behalf of the ministry. A power analysis framework is used to understand the relationships of power between state actors and non-state actors and how they affect public policy process. The findings confirm that there has been significant improvement in inclusive public policy process in Kenya. A process which began as closed in the 60s, 70s and 80s supported by the existing governance framework, had the 90s as a turning point as a result of civic action and pressure from donor community that forced the government to embrace democratic process. Since then, there has been gradual and meaningful inclusion of non-state actors in public policy process supported by new governance framework articulated in the 2010 Constitution. However, there exists coercive power of the state actors as they continue to influence policy decisions and delivery using their authority to determine who they collaborate with and who is invited to participate in specific policy areas and issues.

Introduction
Whereas political parties mainly exist to support campaigns and win elections, interest groups seek to directly influence government policy. Interest groups play an important role in extending the practice of democracy by linking citizens and citizen groups to their government in a more permanent fashion than do periodic elections. Interest groups may educate voters and public officials on the issues, support candidates in their campaigns, and litigate in the courts, among other functions. But the relationship of interest groups to democracy is neither simple nor consistently beneficial. Interest groups may also pursue specific objectives harmful to society’s larger interests. This lesson explores the range of interest group activity in the American political system and evaluates the impact of interest groups on policy and, more generally, the democratic process.

a Multidimensional Framework of Power

ABSTRACT
The call to promote social justice sets the social work profession in
a political context. In an effort to enhance social workers’ preparedness to
engage in political advocacy, this article calls on educators to integrate
a broad theoretical understanding of power into social policy curricula. We
suggest the use of a multidimensional conceptualization of power that
emphasizes mechanisms of decision making, agenda control, and attitude
formation. We then apply these mechanisms to demonstrate how two
prominent features of contemporary politics—party polarization and
racially biased attitudes—affect the ability of social workers to influence
policy. Finally, we suggest content that social work educators can integrate
to prepare future social workers to engage in strategic and effective social
justice advocacy.

As part of their broader mandate, codified in the National Association of Social Workers (2017)
Code of Ethics, social workers are called to advance social and economic justice by participating in
political action with, or on behalf of, disadvantaged groups. The goals of such action are broad
democratic participation, a fair distribution of power and resources, and an equitable distribution of
opportunities (Reisch & Garvin, 2016). To achieve these goals, social workers must go beyond an
analysis of how existing policies reinforce or reduce social problems to recognize and strategically
engage with the power embedded in political processes themselves. This power not only influences
how problems are addressed or ignored but also how they are constructed and understood. Thus, to
be effective practitioners and change agents, it is necessary for social workers to “see power as central
to understanding and addressing social problems and human needs” (Fisher, 1995, p. 196).
At its inception, the social work profession emerged as a leader in shaping policies and programs
that improved the health and well-being of disadvantaged people and families. Social workers played
key roles in policy areas such as aid to families, Social Security, the juvenile court system, minimum
wage, and unemployment insurance (Axinn & Stern, 2012). Over time, external pressures, including
austerity-driven policies that emphasize market-based approaches to social service delivery and the
reduction of the social safety net, have limited the range of microlevel interventions and margin-
alized mezzo- and macrolevel community and policy practice (Abramovitz & Sherraden, 2016;
Reisch, 2000). Consequently, many social work educators have expressed concern that the profession
has become increasingly depoliticized and decontextualized by focusing disproportionately on

Profiling: Leslie Hurtado
Leslie Hurtado’s passion for working in the media industry as a news anchor was sparked when she realized she wanted to follow her dream and (needs parallel structure here -: “to …”) a call for empathy and a voice for others less fortunate in the community. Her ambitions as a TV news anchor evolved due to her cultural heritage. Explain.
When asked what her zeal was, she replied, “I hate following the crowd because it makes one lose his sense of belonging and start imitating others,.” Leslie remarksshe said. “I am a unique person when surrounded by people who embrace me for who I am and for an unapologetic character.” Nice quote.
Leslie devoted much of her adolescence in learning English. Is she a native Spanish speaker? Wasn’t she born here? This makes it sounds like she may have come as a young child. “I feel great enthusiasm when working with it, whether in a casual or formal setting,.” she said. Studying in the USA particularly helped her gain key language and social skills. She gained ground for attaining a prospective career and a vigorous lifestyle as well.
Leslie's interest in journalism and media was not always present but was initiated by the school, where he was asked to write blogs and short articles on all-rounded relevant topics. “The thrill from writing did not make me feel self-assured or confident at that time,” she said.. Nonetheless, she was well-received, and that was the snowballing of her confidence in the language and creative writing. Ever since her confidence sprang out, Leslie has been regularly writing and posing articles in the school articles as well as a local newspaper, which altogether increased his her valuable experience.
Leslie is of Latino descent. Her grandparents migrated from Portugal to Chicago during the colonial era and war between Spanish and America to avoid violence. Interesting. Leslie's parents were born and raised in Chicago, but they still navigate their ethnic culture. How? Moreover, they regularly visit their ancestral home in Europe and Portugal, where they have roots. Does she go as well? Does she have any stories of this?
Leslie is a 23-year-old, ambitious, and courageous (no adjectives – show this to us) girl. She is majoring in English and literature with a core subject in communication and ethics and is expecting to graduate in fall 2020. When asked what her biggest investment would be, she says, “I am investing for a brighter future,” she said. Not the strongest quote’. About the families she says, Sshe does plan to have a baby with her husband someday. She possesses solid experience since because she has worked with many cChildcare centers, and interned at four media companies. “I have five or more years of experience,.” She asserts,”she said. “ This unclear calls for the reason to be empathetic?y and high ethics in the line of profession.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.
