The SIP Planning Team of Silanga Elementary School wishes to extend their heartfelt
and profound gratitude to all persons who in one way or another have contributed efforts and
support to make this endeavor a reality.
Above all to Almighty God, for the spiritual enlightenment, the wisdom and constant
flow of ideas which help a great deal: for lighting up the lamp of hope, encouragement,
courage and patience to the success of this undertaking to the finish. For all these graces, our

the making of this SIP.
Likewise, due recognition is given to all Silanga Elementary School for giving us the
data and information and in sharing their ideas, practices and intellectual know- how in their

pictures and all materials needed to complete this undertaking.
Special appreciation to the Barangay Chairman Hon. Diego B. Cayas and former
Kapitan Hon. Vergel Ebron Sr. for giving us the data we need in their profile, our PTA
President Mr. Eric D. Basal and Fe B. Daz for all the support to make this SIP possible.
2. INTRODUCTION
The School Improvement Plan is a three year development plan of Silanga
Elementary School. This school is a child-Friendly School aiming for quality learning and
excellence. It is a complete elementary school of the District of Catbalogan IV at the northern
part of Catbalogan City situated along the Maharlika Highway.
This Development Plan was developed in order to truly sustain or increased the
overall school’s performance and involve the stakeholders in providing quality learning and
education to all school children. This school is enabling to take an active part in shaping the
path to national progress, reflecting the values, hopes and aspirations of the community; This
will also serve as an evaluative tool of the school and therefore an instrument or further study
of the priority needs of this learning institution. Assessing these priority needs will definitely
address the learner’s problem of inadequacies in the aspects necessary for learning.
This School Improvement Plan is also anchored in the provision of Republic Act
9155, otherwise known as the Governance of Basic Education Act of 2001 in the assumption
that empowered schools can improve and become more effective vehicles for learning when
there is freedom in making best decisions for the learners they serve.
This School Improvement Plan (SIP) was designed and made possible, after a series
of consultative meetings with the stakeholders of the school, in collaboration with the School
Planning Team (SPT) who were carefully chosen from among the various stakeholders, and
on the basis of swot analysis done after the thorough conduct of environmental scanning
through the streams diagnosis analysis, the school has identified certain key areas which
could be the vital in the achievement of the school’s vision.
This School Improvement Plan (SIP) was designated during the Three (3) – Day
Revisitation/Updating of School Improvement Plan Adjustments for 3013-2014
Implementation of Programs and Projects DepEd Division of Catbalogan City through the
help of our trainers headed by Mrs Clarita M. Menda, SBM Samar Coordinator. This was
made possible through the practical advice, persistent encouragement and guidance of the
Division SIP trainers,
3. Finally, this arduous work was accomplished through the enlightenment of the loving
Father, our constant inspiration in collaboration with the School Planning Team (SPT) who
was carefully
chosen from any various stakeholders composed of the school principal Mrs. Teodita
J. Calades, Principal II, who chaired the team, Two (2) Teacher Representatives Mrs. Llane
Ygbuhay and Mrs. Yolanda A. Reyes, one (1) LGU Representative Hon. Diego B. Cayas, one
(1) Parent Representative Mr. Eric D. Basal, and one (1) Pupil Representative Kate Abegail
P. Tobes whose countless support, dedication and cooperation contributed to improve the
delivery of quality basic education services to our learners. Thus, this is a document which
aim to serve as a blue print of the school’s intended programs and projects and embodies
what our school wants to achieve, and therefore a guide in its implementation.
