This interview focuses on Ms. Riazi's work at the MTA leading the implementation of MetroCard, a fare collection system that serves 8.5 million daily commuters. MetroCard collects fares on bus and rail transit systems operated by the MTA and other government agencies serving New York City and surrounding counties in New York, New Jersey and Connecticut.

Small, Medium and Micro Enterprises and the Informal Sector Dr Lendy Spires
PER&O 2006 identified an important issue related to employment growth namely that, while the formal sector appeared to be growing, the informal sector was lacklustre and did not appear to be generating new employment. In fact, informal sector employment appeared to be stagnant at best, preventing the sector from making a greater contribution to the provincial economy. This year, we take a closer look at the informal sector and Small, Medium and Micro Enterprises (SMMEs) in the Province.
This section presents some descriptive statistics of informal sector and SMME employment. The section continues by looking at some of the factors that may hinder growth, employment expansion and rising incomes in these sectors. It is hoped that this section raises some important issues for further debate and investigation. 2. SMMEs and the informal sector In PER&O 2006, it was noted that the informal sector was not performing well, that it was in fact flagging and therefore not making the contribution it could to employment growth and the alleviation of poverty. Informal sector employment was, at best, stagnant and, at worst, falling between 2000 and 2004.
While greater formal sector employment should, arguably, be the primary focus of policy in this area, the informal sector should not be neglected. In this section, we look at some of the characteristics of the informal and SMME sectors and some of the issues and challenges facing them. 2.1 Descriptive overview of informal and small business sectors The dividing line between the informal sector and the formal sector is not always a clear one, with varying definitions being used in different countries attempting to categorise economic activity that essentially falls on a (multi-dimensional) continuum.
Further, classifying businesses according to size can be done in more than one way, thus leading to situations where firms identified as small using one criterion are not necessarily small according to another. Although there is no universally accepted definition of what constitutes an informal enterprise, there is consensus that they are small scale, and operate outside registration, tax and social security frameworks, and health and safety rules for workers, with informal economic activity being defined by its ‘precarious’ nature. A Safer Financial Sector to Serve South Africa BetterDr Lendy Spires
Although South Africa‘s financial institutions were resilient in the face of the crisis, the indirect impact through job losses was devastating. In short, we cannot be complacent. National Treasury launched a formal review of the financial regulatory system in 2007. The scope of this review was expanded in 2008 after the financial crisis. This work has now been completed, culminating in this document, which sets out a number of proposals. This document provides a comprehensive review of the key challenges facing the financial sector, and proposes a roadmap to deal with the challenges. It presents government‘s vision of how to reshape the sector in order to address these challenges, and sets out the policy priorities of government over the next few years. The approach to financial sector reform takes into account not only the direct lessons of the crisis, but also the broader policy objectives of maintaining financial sector stability, protecting consumers and ensuring that efficient, effective and inexpensive financial services are more accessible. Box 1.1 A safer financial sector to serve South Africa better To promote sustained economic growth and development, South Africa needs a stable financial services sector that is accessible to all. This policy document sets out government‟s proposals, emphasising financial stability, consumer protection and financial inclusion. Access PCDC services on any mobile device
We are proud to announce the PCDC mobile app! The PCDC platform and web applications are now available to access on any mobile device, including PCDC’s knowledge repository and procurement capacity development guide. This provides the public procurement community instant access to the key information that helps analyze, improve and maintain public procurement systems, at the local, regional or national level.
The procurement capacity development guide is a first-of-its-kind web application that takes the user through the UNDP Capacity Development Group’s five step capacity development process. It enables quick access to practical guidance on how to understand and enhance procurement systems and enables the user to share relevant files with colleagues and other stakeholders.
The intended use of the web application is to provide support to capacity development and procurement practitioners, but also to support the process of engaging stakeholders in a meaningful change process that is relevant, sustainable and adds real value.
Access to relevant, up-to-date and user-friendly knowledge and guidance is only one benefit among many to be derived from utilizing mobile devices in a development context. In a recent report by UNDP’s Democratic Governance Group, Mobile Technologies and Empowerment: Enhancing human development through participation and innovation, the benefits of mobile technology for development are highlighted. These include:
Real-time access to information in remote areas;
The possibility to reach populations that were previously out of reach;
Increasingly affordable technology;
Developmental leapfrogging through mobile infrastructure (as opposed to traditional, hard-wired ICT infrastructure);
Governance benefits, including increased transparency, accountability, citizen engagement and reduction of information gaps.

Participate in the Procurement Innovation Challenge
You are invited to submit a case study for the Procurement Innovation Challenge. The case must describe your experiences with innovation in public procurement reform. The challenge seeks to uncover and highlight experiences with innovative approaches, processes, initiatives, policies or tools that have led to effective procurement reforms and/or better performing systems.
The challenge is a led by the World Bank Institute (WBI), and supported by the Procurement Capacity Development Centre (PCDC), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the financial support of

New Policy Advisor in PCDC
Peter Van de Pol has joined the PCDC team as Policy Advisor for National Implementation Capacities. Prior to joining UNDP HQ, Peter worked as change management expert and project manager in the Civil Service Change Management Programme of UNDP Bangladesh (2008 -2011). Before joining UNDP, Peter gained extensive experience in the field of capacity development, organizational development and change management.
