PPDC is a citizens organization that seeks to increase citizen participation in governance and reduce corruption. It has two flagship programs: procurement monitoring and Homevida film awards. The procurement monitoring program trains citizens to monitor government procurement processes and submit reports through an online portal. This provides transparency and accountability. It also led to legal reforms requiring independent procurement monitoring. The portal collects reports from across Nigeria on mobile devices. PPDC aims to make the portal a hub for procurement information to further engage citizens and stakeholders in governance.

Abstract:
As citizens, we should have the right to monitor public contracts, but linking budget and procurement data to services using an open system is a significant challenge. Thus far, the difficulties inherent in tracking this complex area have made it impossible for even the keenest members of society to participate fully at every stage in the procurement cycle.
PPDC, through years of experience around procurement governance, successfully advocated for the adoption of the Open Contracting Data Standards by the Nigerian Government in 2016. Using a dedicated platform known as Budeshi it was possible to demonstrate to public institutions the benefits of using unique identifiers to link budget and procurement data to public services.
The adoption resulted in an influx of requests and commitment from public institutions. One immediate result may be a reduction in the administrative burden of responding to Freedom of Information requests, as procurement information would be proactively published in a coherent way.
The process of piloting these standards holds several lessons, challenges and opportunities that showcase how Civic Technology can transform interactions between government and citizens; and how that can impact public service delivery.
This study is on Rethinking Public Procurement System in Nigeria: The E-Procurement Option using Selected Local Government Areas in Southern Nigeria as the case study. Its objective is to ascertain if e-procurement can effectively bring about change in three critical areas of public procurement concerns, which includes; transparency, efficiency and compliance to public procurement policies. In this paper, survey approach was used and data was collected through a five point likert scale questionnaire. The statistical tool used for data analysis is the non-parametric chi-square test (χ2), at 0.05 level of significance, using the 20.0 version of SPSS.
Online Technology and Marketing of Financial Services in Nigeria: An Impact A...IOSR Journals
This study extracts and analyse basic information from Service providers and customers reporting the performance and challenges of online marketing of financial services in Nigeria. Staff and customers of twelve (12) out of the leading financial institutions in Nigeria, with track records of online activities were purposively sampled with the aid of structured questionnaires, to elicit ex post facto facts for use in this study. The resultant data were analysed with the use of descriptive statistics and Pearson Correlation Coefficient using statistical package for social sciences (SPSS), version 16. The study reveals low impact; meaning the country has not realises her full potentials in harnessing online technology for marketing of financial services. It also reveals incidence of challenges associated with implementation and performance of online marketing of financial services in Nigeria which include fluctuation in online services due to poor infrastructure, high rate of online fraudsters, slim awareness on the part of the customers, e-payment bottleneck, among others. Finally, this study expounds a number of management options to stimulate the impacts of online technology in marketing financial services in Nigeria.

3. The thrust of our Procurement programming 1
Procurement is important because of the role it plays in development, the
amount of resources it consumes and its susceptibility to undue influence.
The state of National infrastructure depend on procurement effectiveness .
The history of public expenditure under a cloak of secrecy in Nigerian and
without significant public access and scrutiny has a direct relationship with
governance failures.
Effective procurement monitoring therefor e contributes to reducing failures in
the procurement process that lead to project failures.
That is why before the Nigeria n Procurement law was enacted, we sought for
the inclusion within law of a provision for independent monitoring by citizens
and professional bodies.

4. The thrust of our Procurement programming 2
Nigeria’s Federal procurement law currently requires all procurement
processes to be independently monitored (subject to a few exceptions where the
procurement is for National Security)
The purpose of the monitoring provision is to ensure that procuring entities can
be held accountable for their actions and that procurement processes offer best
value for money
However, monitoring is of little/no use if such reports are not channelled
towards improvements in the system
That is why it was necessary to develop and deploy a central ICT mechanism,
accessible to monitors across Nigeria where reports can be submitted and
channelled to the regulators, to the media , members of parliament and other
stakeholders that can use the feedback constructively.

Access to Procurement Information is central to the monitoring process and
we have built strategies based on the reports whereby we e take up issues
around access to information administratively and in the courts.
The reports on the portal give us the evidence to push for increased access
both administratively, judicially, through advocacy and citizens engagement
The portal therefore serves as a mechanism through which constructive
engagement can be developed.
Every stakeholder has a role to play. It is about what you do with the
monitoring reports that are generated.

13. The way forward:
Presently, we generate information and make it available
mainly to regulators and on request.
Going forward, we would like the accessible parts of the
website to contain the various descriptions of transparency
and effectiveness in Public Procurement; using graphics and
other creative means so that people start to identify much
more with the information and the portal truly becomes a hub
for sector specific information on Public procurement
practice in Nigeria. We invite the World Bank Institute to be a
part of this development.
