• Tunisia has 24 state owned business
incubators
• Despite this huge infrastructure investment
Tunisia is lagging behind 70 countries in the
global innovation index (2014)
• Th reason why: most of the public business
incubators are offering real estate
opportunities to investors and very little
business services to start-ups.

4. The opportunity
Bridging the gap by a PPP project between Wiki Start Up and the CBC
on the basis of sharing costs / sharing revenues
Wiki Start Up is the first private business incubator in Tunisia.
Launched in 2011, it generated hundreds of start-ups projects that
could be transformed into businesses, through;

• Business acceleration program www.startact.tn
Center of Biotechnologies of Sfax (CBS) is a research lab, with
hundreds of researchers, producing the biggest part of scientist
publications in Tunisia.CBS has built its own business incubator, and
it’s hosting only 1 Start Up since its inception in 2010.

• Social impact: generating projects from the CBS
(public Lab) and hiring people to manage and
implement the business incubation program
under the supervision of Wiki Start Up (private
operator)
• Economic impact: generating a deals flows and
driving investments to promising start ups.

• Time to reach the critical number of incubents

the PPP business incubator and depending of

7. Contracting
• The key elements that the PPP contract should cover are:
– The contract duration is 25 years with a full access to the
infrastructure by the private counterpart
– The cost of maintenance of the existing infrastructure should
remain at the charge of the public counterpart
– The operating cost are at the charge of the private counterpart
– The wages of the incubator’s staff are at the charge of the
private counterpart
– The tarif of business incubation services are free, and are due in
the favor of the private operator
– Hosting fees are transfered to the public counterpart and are
agreed on the basis that suits the public counterpart
