Extreme rainfall and the anticipated effects of climate change pose a significant urban flood risk. Recently, the City of Surrey engaged Associated Engineering to develop numerical models for evaluating flooding from rainfall events and for estimating economic losses due to flooding. This study also examined the anticipated changes to rainfall patterns as a result of climate change and evaluated several potential methods for mitigating flood damage to private property. This presentation covered the following information:

Andrew Wiens, Senior Water Resources Engineer, provides technical leadership and specialist hydro-technical expertise for Associated Engineering projects across Western Canada. Andrew specializes in hydraulic analysis and economic flood risk assessment of urban drainage infrastructure during extreme rainfall events and climate change. Andrew has been analyzing large-scale urban stormwater systems using dual drainage models for over 10 years. As part of this work, he has developed credible methods for estimating surface flooding extents and flood routing during extreme rainfall events. In addition, Andrew has developed methods for quantification of economic damage to private property as a result of flood damage due to rainfall, river-based flooding and dam breach analysis.

Obtaining accurate rainfall measurements is essential for any infiltration and inflow (I/I)
modeling study as these measurements are primary inputs into the development of the hydrologic model used to evaluate the wet weather flows in the system. In the course of performing flow monitoring for an I/I modeling study, it is not uncommon to experience intermittent rain gauge failures during a flow monitoring period without significant consequence, as these failures rarely
occur during large storm events. However, such a rain gauge failure occurred during the flow
monitoring period for the 2008 Scio Township I/I Modeling Study, and this failure was of
significant consequence as it occurred during the largest storm event of the flow monitoring
period. In most cases, even if the rain gauge failure had been identified, the storm event would
have to be removed from the analysis due to the errant rainfall measurement; however, the
comprehensive approach used for the 2008 Scio Township I/I Modeling Study included using a highly accurate hydrologic model to identify the rainfall measurement error and radar
reflectivity data to correct the error. This allowed the use of the largest storm event to guide in the
development of the hydrologic model despite the rain gauge failure.

Utilization of renewable energy sources (RESs) to generate electricity is increasing significantly in recent years due to global warming situation all over the world. Among RESs type, wind energy is becoming more favorable due to its sustainability and environmentally friendly characteristics. Although wind power system provides a promising solution to prevent global warming, they also contribute to the instability of the power system, especially in frequency stability due to uncertainty characteristic of the sources (wind speed). Hence, coordinated controller between blade pitch controller and battery energy storage (BES) system to enhance the frequency performance of wind power system is proposed in this work. Firefly algorithm (FA) is used as optimization method for achieving better coordination. From the investigated test systems, the frequency performance of wind power system can be increased by applying the proposed method. It is noticeable that by applying coordinated controller between blade pitch angle controller and battery energy storage using firefly algorithm the overshoot of the frequency can be reduced up to -0.2141 pu and accelerate the settling time up to 40.14 second.

This lecture created by Brandon Taylorian (aka Cometan) specially for the CESNUR Conference held Bordeaux in June 2024 provides a brief introduction to the legacy of religious and philosophical thought that Astronism emerges from, namely the discourse on transcension started assuredly by the Cosmists in Russia in the mid-to-late nineteenth century and then carried on and developed by Mordecai Nessyahu in Cosmodeism in the twentieth century. Cometan also then provides some detail on his story in founding Astronism in the early twenty-first century from 2013 along with details on the central Astronist doctrine of transcension. Finally, the lecture concludes with some contributions made by space religions and space philosophy and their influences on various cultural facets in art, literature and film.
