The document discusses the evolution of internet peering relationships over time. It describes how in the past, tier 1 internet service providers freely peered with each other without payment. However, more recently as internet access has become dominated by a few large providers, some are leveraging their position of power over "captive" customers to demand payment from content providers for direct interconnection, even when traffic is heavily asymmetric. This could allow them to extract revenue from all sides and exploit their market dominance, raising questions about whether this is a sustainable long-term model for internet interconnection relationships.
