This document summarizes the development of a drought risk management scheme by a partnership between organizations in Poland, Lithuania, and Romania from 2013 to 2015. The project developed frameworks and guidance for monitoring drought indicators, assessing drought hazards and impacts, and developing decision support systems for drought risk management. Final outputs included methods for assessing drought vulnerability and hazard, a framework for drought risk management, and recommendations for an operational drought management system in the Odra River basin. The project provided a common approach to drought management planning that can be applied across the participating countries.
