This paper presents selected literature relating to the principles of Economics of Islam according to the Holy Quran. В последние годы сформировались основные направления (приоритеты) развития библиотек, входящих в состав централизованных библиотечных систем. Очень важно, что многие из них отражены в основополагающих директивных документах, введенных в 2014 году. Это прежде всего Указ Президента Российской Федерации об Основах государственной культурной политики и Модельный стандарт деятельности общедоступной библиотеки. Наличие этих документов позволяет разрабатывать реальные планы и программы развития библиотек с учетом региональной специфики.
Безусловно, по-прежнему важнейшим приоритетом остается реализация информационной функции библиотек, включая обеспечение доступа к информации и материалам для чтения.
Вместе с тем после продолжительного доминирования информационной составляющей в деятельности общедоступных библиотек в настоящее время больший акцент делается на позиционирование библиотек как культурно-просветительских центров.
Следующее важнейшее направление развития библиотек связано с их участием в сохранении и преумножении культурного наследия.
Отдельно хотелось бы остановиться на деятельности библиотек в сфере формирования и развития духовно-нравственных, патриотических, этических качеств личности, прежде всего у детей, подростков, молодежи.

Библиотека «Проспект» расположена в нескольких десятках метров от МКАД, на выезде из «старой Москвы» в «новую Москву».
В процессе полной реконструкции помещения по проекту архитектурной компании Svesmi, которая завершилась в сентябре 2013 года, реализована основная идея проекта – открыть библиотеку городу.
Новый внешний вид Библиотеки «Проспект» породнил ее с лучшими образцами современных европейских библиотек.
Весь фонд библиотек размещен в свободном доступе на разновеликих стеллажах, создающих открытое, свободное внутреннее пространство библиотеки.
Библиотека функционирует как площадка для культурных инициатив, организации и инициативные группы могут обращаться с предложениями о проведении мероприятий различного формата.
Библиотека завоевала доверие читателей.
Все возрастные и социальные группы населения составляют читательскую аудиторию библиотеки.

19th European Conference on Literacy took place from 13-16 July 2015 in Klagenfurt, Austria, more specifically at the University of Klagenfurt.
The Research named “What and How we are reading today: challenges of the XXI century” carried out by the Reading Association of Russia headed by Dr. Nataly Smetannikova, resulted from the RAR project” Reading that unites us “. Another inspiration has come from “А United Nations Decade of Literacy”. The latter was aimed at promotion of literacy worldwide.
The United Nations” objective at the beginning of the twenty first century was to teach young people all over the world to read, but the task turned out to be more complex than it has been expected. Moreover research in many countries shows that reading is now becoming less popular: young people read less, they avoid reading complicated formats like drama and verse, there is less need in reading and it is less connected with one’s lifestyle. As a result the level of education and culture is dropping all over the world. Lack of interest in reading is becoming a challenge for education.
The problems are being studied by teachers and librarians, sociologists and researchers - experts in reading.

4 июня 2016 в рамках Книжного фестиваля «Красная площадь» Русская ассоциация чтения провела Открытое родительское собрание по летнему семейному чтению. Проливной дождь с градом не помешал собраться на площадке «Москва – город книг» двадцати одному заинтересованному участнику. Родители с детьми узнали, зачем и как организовывать чтение в семье, что поможет сделать летнее чтение увлекательным и полезным, с каких книжек начать лето, а с какими лучше познакомиться ближе к новому учебному году, почему стоит всем вместе ходить в библиотеку. Педагоги и классные руководители получили ценную информацию для проведения тематических родительских собраний и организации летнего чтения своих учеников.

Islamic Economic System
Islam is a complete code of life. It is not only concerned with the spiritual upliftment of human beings, it is equally concerned about their material and physical well-being. Islam guides its followers in financial and economic matters, in social and political affairs, and also in moral and personal spheres of human life.
"Whatever is in the heavens and the earth belongs to Allah." (2:284)
Allah is the owner of the whole universe. It is in this capacity that He has allowed us to own theblessings of this world by saying,
"He has created for you whatever that is in the earth."(2:29)
However, Islam also wants to prevent the excessive accumulation of wealth in the hands of a few peopleso the society may not fall into two classes: one is overstuffing, while the other is starving.
The Qur'an justifies the concept of tax by saying:
"...so that (the wealth) may not become a monopoly of the rich among you." (59:7)

Overtrading
Sale without possession (Calf in the womb, Fishes in Ponds etc.)

1. Economic problems of mankind have always been a
key issue in the history. Every nation on the face of the
earth irrespective of its belief and ideology strives to
achieve at least a reasonable level of economic and
social well being as per its ambitions.
2. This quest to resolve the economic problems have
resulted in many economic systems; but they have
either completely failed or partially succeeded in finding
an equitable and balanced solution. Islam has also
provided an economic system to keep the economic
life of the individual and nation as a whole on the lines
of equity and prosperity.
5. Why Do We Need an Economic
System?
• To engage in economic activities peacefully is vital to
our survival
• To earn the reward of ones labor, expertise, and
efforts
• A market place that determines our demand and
supply phenomenon in a free and fair environment
• A system that ensures labor rewards and eradicate
the curses like slavery and victimization

• A system that accommodates the innovative
ways of doing things (trading over the internet
without having sophisticated infrastructure)

• A system based on private ownership of factors
of production
• A system based on economic freedom
• A free market economy that will determine the
demand and supply of the system and rewards
based on individual’s skills, ability, and effort.

psychology of ownership and liberty.

Laisser-faire is an economic environment in which
transactions between private parties are free from
government restrictions, tariffs, and subsidies, with
only enough regulations to protect property rights.

Welfare capitalism refers to capitalist economies
that include comprehensive social welfare policies.
Alternatively, welfare capitalism refers to the
practice of businesses providing welfare services
to their employees.
12. 3. State Capitalism
• State capitalism is characterized by the
dominance of state-owned business enterprises
in the economy.
• An economic system in which commercial
economic activity is undertaken by the state,
with management and organization of the
means of production in a capitalist manner -
maintaining the conditions of wage labor arising
from centralized ownership.
13. Advantages of Capitalism
Proponents of capitalism argue that it creates
more prosperity than any other economic system,
and they claim that its benefits are mainly to the
ordinary person.

Unrestricted and uncontrolled economic freedom and
uncontrolled right of private ownership has resulted in
exploitation.
•Labor is exploited by the capitalist
•Farm worker is exploited by the landlord
•Poor is exploited by the rich
•Servant is exploited by the master
•People are exploited by the rulers
Wealth is the objective of everyone through fair or foul
means.
23. Disadvantages of Capitalism
Cut throat competition in the market leads towards
the mergers of smaller businesses into big
organizations and thus monopolize the market.
Monopoly results in inflation and create obstacles
for the new businesses thus leads to
unemployment.
24. Islamic Economic System Versus Capitalism
Right to own property
•Capitalism believes in the private ownership of the means
of production, distribution and exchange which are
managed and controlled by individuals or groups of
individuals for private profit. And it leads to the
concentration of wealth in few hands.
•Islamic concept of ownership is unique, i.e. Allah is the
real owner of everything.
•Islam allows legal ownership subject to moral obligations.
•Laws of inheritance also distribute the wealth among the
heirs to avoid concentration of wealth.
25. Islamic Economic System Versus Capitalism
Economic Freedom
•In Capitalism Every individual has an unbridled liberty to engage
in any kind of profitable businesses moral or immoral such as
gambling, prostitution, smuggling, black marketing, profiteering,
hoarding, speculation, fraud, adulteration, etc. Wealth becomes
the religion and faith which lead to selfishness, hatred, mistrust,
etc.
•Islam allows freedom but within the bounds of Shariah. Halal
and Haram are made clear in all economic activities. Interest,
bribery, embezzlement, prostitution, sale of wine, narcotics, short
weighing and measuring, gambling, speculation, monopoly,
extravagant spending, etc. are not allowed in Islam.
26. Islamic Economic System Versus Capitalism
Monopoly
•Under capitalism greed of wealth leads the businesses to
monopolize the markets and charge higher prices and
leads to the destruction of small businesses which result in
unemployment.
•Islam strictly forbids unhealthy competition and
monopolies. Prophet (pbuh) said, “whoever monopolies is a
sinner.” Commodities and services of common interest are
strictly not allowed to be monopolized.

Institution of Banking and Interest
•Interest based financial institutions are the back bone of
the capitalism. Financial institutions or banks are the
sources of capital for all the business activities.
•Islam categorically condemns the interest based
businesses and institutions rather it encourages trade.

Exploitation
•In a capitalist society every dominant part of the society
(with few exceptions) exploit the poor or weak in the
society.
•Islam strictly prohibits every tool of exploitation such as
usury, bribery, gambling, etc. The weaker classes of the
society like women, orphans, slaves, laborers, tenants,
consumers, etc. have been protected against their
exploiters through legislation by Islam.

Distribution of wealth
In capitalism polarization into rich and poor takes place in
the society. People are divided into different classes based
on the wealth they possess. It can result into chaos and
riots among the people in the society.
Islam ensures fair and equitable distribution of wealth and
economic resources. System of Zakat and Sadqat is in
place, hoarding of wealth is prohibited
