Pedophilia case in the world increased by year, the victim was the child. Pedophilia is a
sexual interest to the prepubescent children, reflected in thoughts, fantasies, sexual arousal
and behaviour. Pedophile can interact with community, because they can mingle with the
community. Pedophilia caused by not supported maturity experience in childhood and
traumatic sexual abuse caused by the adult. The traumatic can-not be cured in short term,
and may caused psychological disorder for a long term. The sentenced for pedophile in each
country usually come with jailed depend on the act of pedophile to the victims, chemical
castration, and death sentenced. The prevention of pedophilia case can be solve with;
maternalistic parenting integrated with live skill education in elementary school

1. Introduction
Pedophilia is a world threat, each country have problem with pedophile lately. The number
of pedophile case increasing by years. The threat came because the victim is a child. Child
is become the assets in each nation, but with the minimum protection quality of children in
each nation it become the more threat and criticism by the society.
Pedophilia is a clinical diagnosis usually made by a psychiatrist or psychologist. It is
not a criminal or legal term, such as forcible sexual offense, which is a legal term often used
in criminal statistic. By the lack of law in order to reducing the pedophile, the pedophilia
case in each nation become bigger and bigger. There still so much case that influenced
children with the law, which they not in position as a criminal, but rather as a victims. The
criminal usually have a mental disorder to someone which is targeting children as an object
to release the sexual desire. The sexual harassment caused by pedophile may cause
psychological trauma that can-not be cured in a short time. The impact of sexual violence
are diverse, depending on how the treatment of the perpetrator to the victim. The victims
that have grown also disturbed mental adulthood so it will be difficult to build the
harmonious household. They usually tend to lose sexual desire and hard loving partner. In

2. the most of severe level, victims can become the pedophile in the next day because they
mimics what they experience while still children. Pedophile using children as an object is
motivated by fantasy sexual desire.
Adrianus Meliala as a criminology divide pedophile into two types: first, hormonal
pedophilia, which is a biological disorder and innate from birth, and the secondly, habitual
pedophile, a sexual disorders that are formed from the social condition of the sufferer. And
technically, individuals who engage in sexual activities with pubescent teenagers under the
legal age of consent (ages 13-16 years) are known as hebophiles (attracted to females) and
ephebophiles (attracted of males). Furthermore, pedophile must be watchful because
physically the pedophiles no different from other community members. Pedophile can
associate, interact with ordinary people so that things must be aware. Pedophiles may engage
in a wide range of sexual acts with children. These activities range from exposing themselves
to children (exhibitionism), undressing a child, looking at naked children (voyeurism), or
masturbating in the presence of children to more intrusive physical contact, such as rubbing
their genitalia against a child (frotteurism), fondling a child, engaging in oral sex, or
penetration of the mouth, anus, and/or vagina.
Categories of Pedophile
Pedophiles are subdivided into several classifications. One of the first distinctions made
when classifying pedophiles is to determine whether they are “exclusively” attracted to
children (exclusive pedophile) or attracted to adults as well as children (nonexclusive
pedophile). Pedophiles usually attracted by the range of age of the victims which is the child.
The research categorized male pedophiles by by whether they are attracted to only male
children (homosexual pedophilia), female children (heterosexual pedophilia), or children
from both sexes (bisexual pedophilia).
There are the classes of pedophilia and grouping of female sex offenders.

Based on the category above, there are seven categories about the pedophilia, which are the
percentage of homosexual pedophiles range from 9% until 40% which is approximately 4 to
20 times higher than the rate of adult men attracted to other adult men. There are pedophile
who accompanied the molester in order to give the sexual desire, thus the pedophile who
like to abuse their own children. With seven categories in pedophile, the offender usually
seek the fantasy of having sex with children. The pedophile getting worse because the
pedophile can mingle with community, and giving the normal reaction to the community so
they can-not identify the pedophile until there are a sexual abuse by the pedophile.
Based on NIBRS (National Incident-Based Reporting System) there are sexual assault of
young children as reported to Law Enforcement (NIBRS Data 1991-1996).

The common pedophilic specifier is whether the abused children are limited to family
member (ie, incest). Federal data show that 27% of all sexual offenders assaulted the family
members. Fifty percent of offences commited against children younger than 6 years were
commited by a family member, as were 42% of acts commited against children 6 to 11 years
old and 24% against children 12 to 17 years old. Based on this data, the lack of maternalistic
parenting in the family caused the act of an adult to their own children.
NIBRS data indicate that an arrest was made in only 29% of reported juvenile sexual assault.
Factors most likely to lead to an arrest, listed in order of greatest likelihood of arrest, were
(1) presence of more than 1 child, (2) 1 offender involved, (3) juvenile child involved, and
(4) female child involved. Additional factors that significantly determined whether an arrest
was made included whether the offender was known to the child, if the offense took place
in a residence, and, almost paradoxically, if the child was not physically injured during the
assault.
Pedophilic abuse is often not reported for a variety of reasons ranging from fear (eg, worried
about not being believed, will be physically harmed if child reports abuse), emotional
reasons (needy child identifies with the pedophile), or guilt (feels responsible for what
happened).
The caused of Pedophilia
Pedophilia caused by not supported maturity experience in childhood which is the main
problem in maternalistic parenting, so the family is the key in order to reduce the growing
up an adult become the pedophile. Then, traumatic sexual abuse caused by the adult. The
traumatic can-not be cured in short term, and may caused psychological disorder for a long
term. By the psychological disorder, adult can become the new pedophile in their new
community because the effects on long term on abused children as they grow into adulthood
are difficult to predict.
Pedophile sentenced in several Country

5. England
Nearly 5,000 requests for information were made in England, Scotland and Wales; one in
seven resulted in a paedophile being revealed. The disclosure scheme was named after eight-
year-old victim Sarah Payne. It means a parent or guardian can ask police if a person who
has contact with children is a child sex offender. Some 4,754 applications have been made
since the system was introduced two-and-a-half years ago but the number is falling. There
were 1,944 in 2011-12 and 1,106 so far in 2013-14, while disclosures were 281 in the first
year and 122 in current year to April.
In England and Wales, Avon and Somerset Police revealed the highest number of
paedophiles at 42. This was followed by followed by 39 in Devon and Cornwall, 36 in
Thames Valley and 33 in Norfolk. The identities of 49 child sex offenders were released by
police forces in Scotland. Donald Findlater, director of research and development at child
protection charity the Lucy Faithfull Foundation, said: "Given the apparent drop in
applications since the start of the scheme, albeit small, we have some concern that people
may not know the scheme is available to them.
"We would like to see continued public awareness and publicity, whether by local forces or
nationally by the Home Office, so that people know that this means of checking someone
out exists."
The scheme was introduced following the campaigning of Sara Payne, the mother of Sarah.
Her daughter was was found in a field near Pulborough, West Sussex, after she was killed
by Roy Whiting in July 2000.
Christopher Stacey, director of services at offender reform charity Unlock, said: "It is
important to strike the right balance between the need to protect the public and enabling
people who have served their sentence and rehabilitated themselves to move on positively
with their lives.
For convicted abusers, Circles UK aims to prevent reoffending by forming volunteer "circles
of support and accountability" around recently released offenders, reducing isolation and
emotional loneliness and providing practical help. In Canada, where it originated, it has cut
reoffending by 70%, and is yielding excellent results here too. The goal of all treatment,
Findlater says, is "people achieving a daily motivation not to cause harm again. Our goal is

6. self-management in the future." We can help keep children safe, Goode argues, "by allowing
paedophiles to be ordinary members of society, with moral standards like everyone else",
and by "respecting and valuing those paedophiles who choose self-restraint". Only then will
men tempted to abuse children "be able to be honest about their feelings, and perhaps find
people around them who could support them and challenge their behaviour before children
get harmed".
In England the offender had to be jailed based on what they are done with the victims, so
basically there are no further law, but recently the offenders is punished by chemical
castration.
China
China’s top judicial authorities are moving to stamp out child rape. The Supreme People’s
Court said Saturday it would urge legislators to strengthen laws against having sex with
underage prostitutes, according to China’s official Xinhua News Agency. Court officials told
local media over the weekend that if legislators don’t change the laws, they will issue
guidelines encouraging them to do so. Under current law, the charge of soliciting a prostitute
under the age of 14 can result in five to 15 years in jail. Rape charges, however, can
command from three years in prison to the death penalty. Advocates have argued that this
distinction creates a loophole in the law that fails to protect children from sex offenders. U.S.
law, for example, regards sex with minors as statutory rape, with offenders subject to
punishment by jurisdiction.
The law gained attention last year after a group of government officials from central Shaanxi
province who paid to have sex with a 12-year-old girl were given sentences that many
children’s-rights advocates said were too lenient. The court classified their crimes as “sex
with an underage prostitute,” which carries a maximum sentence of 10 years in prison, rather
than rape. But child-protection advocates argued that a 12-year-old girl—regardless of
whether she received payment—isn’t old enough to consent to having sex with bureaucrats.
In 2009, public security authorities arrested 175 alleged offenders on charges related child-
sex cases, compared with 176 in the four-year period from 2000 to 2004, the Guangzhou
Daily cited Zhen Yan, vice chairman of the All-China Women’s Federation, as saying.

California
The measure -- introduced by Assemblywoman Nora Campos, D-San Jose, and backed by
former child stars Todd Bridges and Corey Feldman -- also requires background checks and
fingerprinting for any entertainment professional who works unsupervised with children,
including photographers, talent managers, career counselors, and even publicists. Earlier
provisions had only required background checks for certified acting teachers and registered
talent agents.
In creating the law, California became the first state in the country to require talent
professionals to obtain a “Minor’s Representation Permit” before they can represent
children.
The move follows two high-profile news stories within the last year -- both of which
involved California talent professionals and child abuse. Last November, the director J.J.
Abrams discovered that one of his casting associates, Jason James Murphy, was a registered
sex offender who had molested an 8-year-old boy in Seattle 15 years earlier. The following
month, Martin Weiss, a Hollywood talent agent who represented child actors, was arrested
for sexually assaulting one of his male clients over a three-year period. Weiss later pleaded
no contest and was sentenced to a year in prison.
For years, advocates for child actors -- and even many former child stars -- have said that
sexual abuse at the hands of talent professionals is common in the industry. Feldman, who
began acting at age 3, has called it Hollywood’s “big secret.”
But the problem of predatory talent reps is not unique to California, particularly in an age
when more and more states are offering aggressive tax incentives to lure producers.
In California, state legislators routinely target those needs. In 1939, it became the first state
to enact a so-called Coogan Law, which requires parents of child performers to deposit a
percentage of their child’s wages into a trust account. And, in 2009, then-Gov. Arnold
Schwarzenegger signed into law the Kerkorian Talent Scam Prevention Act, which restricts
talent reps from charging advance fees. The law makes it tougher for bogus representation

8. agencies to prey upon children -- and their parents -- who are desperate to break into the
industry.
But in the years since, few states have followed California’s lead, even as their entertainment
industries have continued to grow. According to SAG-AFTRA, only New York, Louisiana,
and New Mexico have adopted their own equivalents to the Coogan Law, and California
remains the only state to have tackled talent-scam prevention.
Following its new law to protect child actors from pedophiles, California once again set the
stage for a national conversation about the needs of kids in entertainment. Will the rest of
the country listen?
Indonesia
Based on Article 292 of the Criminal Code and Article 64 paragraph (1) of the Criminal
Code, 2). Legal Basis For Actors Lariat own element - the element in accordance with the

the government.
How to prevent Pedophile
In a parenting system, the parent should giving advice to the children physically and
spiritually to reduce the emerged of disorder sexual in adulthood. By giving the maternalistic
parenting, the children will carry the parenting system to the school. Based on Finkelhor
school-based educational programs can teach children such skill as how to identify
dangerous situation, refuse an abuser’s approach, break off an interaction and summon help.
The programs also aim to promote disclosure, reduce self-blame, and mobilize bystanders.
Conclusion
Based on the jurisdiction law in each country and state, the punishment for the pedophile is
to jailed, chemical castration, and giving the rehab to the pedophile.

9. No treatment for pedophilia is effective unless the pedophile is willing to engage in the
treatment. Individuals can offend again while in active psychotherapy, while receiving
pharmacologic treatment, and even after castration. Currently, much of the focus of
pedophilic treatment is on stopping further offenses against children rather than altering the
pedophile’s sexual orientation toward children.
The prevention of pedophile is with maternalistic parenting also school-based education can
prevent abuser with planting the physical and spiritual knowledge to the children to prevent
the pedophilia.
Recommendation
Based on the case above, the penal sanction are same for pedophile both foreigner and local.
The sentenced to the act crime must be divide based on what crime (Sexual harassment and
sexual intercourse) that had be done and the caused of the act crime by the pedophile.
Pedophile with disorder sexual orientation need to be more attention, so the crime act should
be treated by the psychiatrist. Treatment to the pedophile victims need to be giving more
attention, physically and spiritually.
