PM Modi gave a speech addressing various topics:
1) He warned unscrupulous elements not to exploit the poor by depositing illegal money into their bank accounts in the aftermath of demonetization.
2) He praised the hard work of bank employees and others helping people post-demonetization.
3) He met with heads of towns in Jammu and Kashmir and was happy they focused on development as promised.
4) He reiterated that demonetization will take time (50 days) to fully implement and overcome problems of the past 70 years, and a less-cash society will help reach cashlessness.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

Women have three distinct types of involvement: direct involvement in terrorist acts; enabling of others to commit such acts; and facilitating the disengagement of others from violent or extremist groups.

Delhi: PM Narendra Modi
Warns Unscrupulous
Elements Not To Misuse
The Poor:
* I received overwhelming
requests from across the
nation to explain my deci-
sion behind scrapping Rs
500, 1000 notes. The
moment I had announced
demonetisation, I had
warned that this was not an
easy step and people will
face inconvenience.
* The corrupt are incorrigi-
ble and are still looking for
unfair means to stock black
money. But what is sad-
dening is that they are
doing so by exploiting the
poor.
* The hard work of our
bank employees and oth-
ers who are working to
help the people post
demonetisation is amaz-
ing.
* Last month we all cele-
brated Diwali. Like always,
I celebrated this festival
with our Jawans.
* A soldier once wrote to
me in a letter that for them
Holi Diwali, all festivals are
alike.
* They protect the nation
during festivals
A while back I met the
heads of some Jammu
anhd Kashmir's towns.
* I had urged them to focus
on the development of the
future of the children in
their towns.
*I am happy that the heads
of these towns lived up to
their promises to me and
helped carry out develop-
ment in their towns.
* The children of Jammu
and Kashmir are dedicated
towards achieving new
heights through their per-
formances in education.
* When I had gathered
feedback over the policy, I
can say that the response
was one-sided.
* Everyone has egged me
to speak in detail on the Rs
500 and Rs 1000 notes. I
repeat what I told earlier, it
will take 50 days to com-
pletely imbibe the change.
* When I had taken the
decision (of demonetisa-
tion), I had said that it
would be full of difficulties.
* It would take time to over-
come problems we have
been facing for the last 70
years. It will not be easy.
* Don't play with lives of the
poor by depositing illegal
money into their accounts.
* Governments, post
offices, banks...they are all
working very hard and are
working with dedication.
* I am immensely proud of
the spirit of the common
man.
* I also got aware of a wed-
ding on 'Chai pe charcha'.
Surat's Bharat Madu and
Daksha Parmar just served
tea as a welcome drink and
didn't throw a party for the
event.
* Farmers in our country
are an important axis of our
economy.
* Small businessmen in our
country also not only give
employment but also
increase economic activity.
* Amidst this economic
change, in the middle of dif-
ficulties every citizen is try-
ing to adjust.
* I took this huge economic
decision for the betterment
of labourer, farmers and the
poor of the country.
* An important decision was
taken in the last budget,
now small business can
also carry work for 24
hours. Law will not stop
them.
* Many initiatives were
taken for the same.
I agree small businesses
are facing problems but
using technology, mobile
apps, mobile banks and
credit cards they can bring
out change.
* Workers are not paid min-
imum wages; get less than
written on paper.
* Opening bank accounts
will help solve this problem.
* We want labourers of the
country to open bank
accounts, deposit their
salary in these accounts so
minimum wage act is fol-
lowed.
* Once you have bank
accounts, you can use e-
wallet facility using any
mobile phone.
* You can buy things from
neighbourhood stores
using that.
* I realise young men and
women in the country did
agree with this decision.
You have supported it.
* I would like these young
men and women to help
the elderly people in a fam-
ily who perhaps are not
aware of new technology
Our dream is a cashless
society.
* I understand it is not com-
pletely possible. Let us
begin with less-cash socie-
ty and we would definitely
reach a cash-less society.
* There are many alterna-
tives to cash today. Their
are technological ways that
are safe and secure.
* Every bank has online
facilities, mobile apps,
cards, e-wallets.
* After November 8, we
have seen 300% surge in
the use of Rupay cards.
* One can carry cash trans-
fer using phones with nor-
mal features.
* Young men and women
are agents of change.
* I believe one young indi-
vidual can take the respon-
sibility of making ten fami-
lies aware of this technolo-
gy.
* It's a fight against corrup-
tion and black money.
* Kenya had introduced M-
PESA mobile facility. Today
their entire industry has
shifted to this technology.

3. Column 3New Delhi, 28 November - 4 December, 2016
Vaidehi
The Narendra Modi gov-
ernment at the centre has
come up with a new
announcement, further-
more; a 10 per cent penal-
ty will be levied on the
undisclosed income and
surcharge called Pradhan
Mantri Garib Kalyan
Yojana (PMGK) Cess at
the rate of 33% of tax. A
decision has already been
taken to demonetise high-
er denomination currency
notes on 8th November,
2016 by the ruling NDA
government under the
leadership of Modi. For
any change to happen,
some trouble will continue
which has to be faced by
the common man only.
In the last general elec-
tion, corruption was the
agenda which gave NDA
government a massive
majority. Having coming to
power on this major issue,
Modi government was in
pressure to demonetised
big currency of Rs. 500
and Rs. 1000 notes.
However, it introduced the
much higher denomination
note which is double the
amount of last higher
demonetised note.
Already, fake Rs. 2000
notes have been hit the
market and found in the
circulation. Some notes
were found in possession
of deceased terrorists too.
Nothing seems to have
changed for the people in
corruption industry, what
has changed is the com-
mon man’s life. It has
become worst; they are
struggling every day in
bank queues to manage
one single note.
Strangely, the opposition
parties called for a
“bandh” against demoneti-
sation. Why PM is talking
only about black money,
corruption or demonetisa-
tion. The basic issue is
cash crunch that is the
root cause of all the incon-
veniences at present. The
government should tell
why the new Rs. 500 note
is not available even after
20 days of demonetisa-
tion? Let the people who
are unaware about the
banking system and its
benefit of keeping money
in the circulation for India
know that if demonetisa-
tion was to help poor then
there was no need at all to
issue 4/8 times higher val-
ued bank notes. No gov-
ernment in the universe
really work for the poor. If
the concern was to take
action, against the wrong
doers in the society, the
government is empowered
with all mechanism to take
appropriate action to weed
out the criminals without
making common man suf-
fer. Many died while
standing in queue outside
banks, many committed
suicide and bank staff
landed in stress.
Finally, why the rich who
have swindled the public
money via bank loans to
the tune of Rs.1.14 lakh
crore is still unrevealed to
the public, why? Is it to
protect the poor? CBI
have investigating money
laundering cases against
many politicians and busi-
nessmen for years without
causing any harm to the
accused, whereas poor
stealing just few hundred
are beaten to death in
some cases. Is the gov-
ernment for the poor? Let
all be excused, but India
cannot grow with Plastic
Money/Mobile apps oper-
ated by private sector but
only through sound rupee
– the Indian Legal Tender.
Anyway, now the govern-
ment came up with new
theory aimed at providing
a window to black money
holders by proposing to
levy a total tax, penalty
and surcharge of 50 per
cent on the amount
deposited post demoneti-
sation, while higher taxes
and stiffer penalty of up to
85 per cent await those
who don’t disclose but are
caught. With the ban on
Rs. 500 and Rs. 1,000
notes now more than two
weeks old, the govern-
ment has proposed new
rules to tax black money
that is being unearthed.
The old notes must be
deposited in banks by the
end of the year. Deposits
over Rs. 2.5 lakhs will
come under the scrutiny of
tax officials. Those who
acknowledge that they
have placed black or pre-
viously untaxed money in
their accounts will pay a
60 per cent penalty in
addition to taxes. A disclo-
sure scheme called the
Pradhan Mantri Garib
Kalyan Yojana (PMGKY)
2016 allows people to
deposit money till April by
paying 50 per cent of the
total amount — 30 per
cent as tax, 10 per cent as
penalty and 33 per cent of
the taxed amount– that is
10 per cent — as Garib
Kalyan Cess. So the taxes
and levies will equal near-
ly 50 per cent of the
deposit.

Emotional intelligence is ability to
manage and control one’s own
emotions and emotions of people
surrounding us to arrive at mature
decisions. In sphere of public
administration and polity, it is a
must sought after quality because
EI play an important role in man-
agement and leadership position
where technical skills are of negli-
gible importance. Thus a politician
who uses EI to communicate
people is more likely to be suc-
cessful than who doesn’t.
Emotional intelligence makes a
public servant more effective,
efficient and sensitive leader.
Politicians with high EI serve
public interest than personal
interest. They are more adapt
in understanding the public
grievances and would try to
address them in suitable man-
ner. Its not that all people are
here for serving person inter-
est. There are many good spir-
its fellow mans in politics who
do hard work and are interest-
ed in solving the real problems.
In India, most of us feel that
politicians are big time bozos.
But in reality they are the super
smart individuals who success-
fully manage their emotions
and eventually control emo-
tions of millions. Simply put,
they have very high EI.Contrary
to the popular beliefs, the politi-
cians have a high EQ which
allows them to garner votes
from people and influence their
decisions.
The level of IQ in politics does-
n't determine success to an
extent that EQ does.
Similarly, public service often
relates to mitigating and offering
solutions to an unwieldy situation
arising out of social conflicts, such
as use of public space, carrying
possession during festivals etc., in
such cases yielding EI qualities
like social awareness, relationship
management is of paramount
importance. In Indian public ser-
vants the attributes of EI is mixed.
Most often system acts as hin-
drance in such efforts. Unbridled
EI will lead to manipulating the
thinking of masses. As public serv-
ice is becoming more people cen-
tric, inculcating an EI is essential
to job performance and social
service.Politicians like Mahatama
Gandhi used their gifts for the pur-
pose of general upliftment. Nation
was galvanised by emotional
appeals of Bose and Azad.Indian
politicians are elected based on
democracy and not based on per-
sonal traits or through interview.
So all politicians do not have emo-
tional intelligence to run the coun-
try. Many politicians are seen
under pressure when a situation of
law and order or conflicts occur. All
cannot be put under same grove
as we have many persons of great
emotional balance. Indira Gandhi
is one of such persons during
emergence despite facing many
troubles in politics. Nehru has
shown great temperament in diffi-
cult times post-independence. Lal
Bahadur Shastri, people thought
cannot handle situation during war
with Pakistan. But his stability of
mind was proved with its result. On
surface, Indian politicians seem to
have adequate emotional intelli-
gence as is exhibited by generous
compensations after accidents in
their constituency or widespread
tours they undertake before elec-
tions. But this display is merely
symbolic as is evident from any
real concern for problems facing
masses - poverty, pollution, etc.
and the grassroots visits that
become sparse after the election
has been won. Politicians are the
people who run the Indian nation
and possessing emotional intelli-
gence to face situations like war,
conflicts, extremism, communal-
ism, personal losses, national
losses etc. It is their ability to think
rationally and calmly even during
period of disturbance that is need-
ed for country like India. While pre-
senting the railway budget, many
parliamentarians have urged Lalu
Prasad Yadav (who was the rail-
way minister then) to speak in
English, who comes from a non-
English speaking background.
Assessing and understanding the
situation well, Lalu didn’t get intim-
idated at all. He converted the situ-
ation into a humorous one by talk-
ing in broken English. It was Lalu’s
smartness and high EQ, which
came in handy.

A Japanese skating rink that froze 5,000 dead fish into
the ice as an attraction for visitors has been forced to
close after receiving a barrage of criticism.
Amusement park Space World is now melting the rink —
which could take about a week — and will hold a memo-
rial service for the fish, the company said.
The rink in southwestern Japan opened on November
12, after 5,000 fish were frozen under the surface of the
ice as a decorative effect while customers skated above.
But the concept was slammed as unethical and the rink
in the city of Kitakyushu was forced to close on Sunday,
Space World spokesman Koji Shibata said.
“We received critical voices saying it is not good to use
creatures as a toy, and that it is bad to let food go to
waste,” he said on Monday.
Social media erupted, with one visitor to the park’s
Facebook page writing: “An event on an ice rink with
frozen fish… How sinful.”

Sri Lanka’s President Maithripala Sirisena
has asked Donald Trump to pressure the
UN Human Rights Council to drop war
crimes allegations against the country’s
troops.
Sirisena’s office said Sunday he had sent
a “special message” to president-elect
Trump seeking US intervention at the
council, where Sri Lanka faces censure
for wartime atrocities.
“I sent a special message to Donald
Trump asking him to support us at the
(council),” the President said. “I am asking
him to help completely clear my country
(of war crimes allegations) and allow us to
start afresh.”
Sirisena said he was making a similar
appeal to the incoming UN Secretary-
General Antonio Guterres.
However, during a visit by outgoing
Secretary-General Ban Ki-moon to Sri
Lanka last month, Sirisena had asked for
more time to investigate war crimes, a
sensitive political issue in the majority-
Sinhalese country.
Sri Lanka has said it will set up special
courts to address issues of accountability,
but the promised judicial mechanisms
have yet to be established.
There have been allegations that troops
killed up to 40,000 minority Tamils during
the final battle against separatist Tamil
Tiger rebels in 2009, a period when
Sirisena’s predecessor and strongman
leader Mahinda Rajapakse was in power.
Sirisena said he had been able to “tone
down” a US-initiated censure resolution
soon after defeating Rajapakse and com-
ing to power in January 2015. But he was
keen to secure Trump’s help to have the
allegations against Sri Lanka dropped.
The rights council has asked Sri Lanka to
ensure credible investigations into war
crimes, pay reparations to victims and
their families and ensure reconciliation
after 37 years of ethnic war which claimed
at least 100,000 lives.
Troops still have a large presence in the
former conflict zones in the north and east
and keep a close watch on the local Tamil
population, seven years after the end of
the war.

Britain’s shock vote in

Beata Szydlo pledged

Delhi: Mixed Metal is the
theme of embellishment
this season. Gold, silver,
copper, bronze, platinum
and pewter come together
in melded harmony.
Dyed and antique gota,
zari , taar and dabka are
embroidered in metallic
ombres; the subtle sheen
and tarnished effects are
reminiscent of oxidised
patinas. Floral trellises and
geometric jaals adorn the
surfaces of opulent tussar
silk, flat chiffon, Benarasi
Brocade, velvet and chan-
deri. The Collection is
crafted in two parts: a
lighter gota and sequin
section, and a heavier
zardozi segment. The col-
ored and stained gota -
work almost looks like mar-
ble inlay, while the tonal
gradations of the zardozi
metal- work are exquisitely
elaborate.

as hilarious as

Kapil quizzed the duo on their off screen chemistry, the
duo’s unexpected revelation had the audience in splits.
Vaani revealed that Ranveer used to rag her which
eventually led to fight. It used to happen on a daily
basis. Although, these revelations only generated a lot
of laughter, Kapil too enjoyed the company of the lively

Mumbai: It seems like this mother-son relationship is
going through a bitter phase as Madonna’s son Rocco
Ritchie publicly announced that he was extremely happy
after parting ways with his mother.
The 16-year-old has recently commented on an
Instagram post of her mother where pop diva can be
seen completing the mannequin challenge around a din-
ner table with friends.
‘So glad I don’t live there anymore,’ commented Rocco
Ritchie.
However, Rocco Ritchie deleted the comment after fac-
ing huge backlash from Madonna’s fans, who rebuked
the teen for his unkind remark.
The video that also featured Rocco’s siblings David and
Mercy has also been removed soon after the fuss.
The statement came a week after Rocco got nabbed on
suspicion of cannabis possession.
However, the ‘Into The Groove’ singer extended support
for her son following the arrest and released a statement
to The Associated Press, calling Rocco’s legal troubles ‘a
family matter.’ ‘I love my son very much. I will do whatev-
er I can to give him the support that he needs, and I ask
that you respect our privacy at this time,’ she said.

New Delhi: The water stor-
age available in 91 major
reservoirs of the country
for the week ending on
November 24, 2016 was
105.209 BCM, which is
67% of total storage
capacity of these reser-
voirs. This was 125% of
the storage of correspon-
ding period of last year and
97% of storage of average
of last ten years.
The total storage capacity
of these 91 reservoirs is
157.799 BCM which is
about 62% of the total stor-
age capacity of 253.388
BCM which is estimated to
have been created in the
country. 37 Reservoirs out
of these 91 have
hydropower benefit with
installed capacity of more
than 60 MW.
Northern Region
The northern region
includes States of
Himachal Pradesh, Punjab
and Rajasthan. There are
six reservoirs under
Central Water Commission
(CWC) monitoring having
total live storage capacity
of 18.01 BCM. The total
live storage available in
these reservoirs is 10.84
BCM which is 60% of total
live storage capacity of
these reservoirs. The stor-
age during corresponding
period of last year was
69% and average storage
of last ten years during cor-
responding period was
70% of live storage capac-
ity of these reservoirs.
Thus, storage during cur-
rent year is less than the
corresponding period of
last year and is also less
than the average storage
of last ten years during the
corresponding period.
The Eastern region
includes States of
Jharkhand, Odisha, West
Bengal and Tripura. There
are 15 reservoirs under
CWC monitoring having
total live storage capacity
of 18.83 BCM. The total
live storage available in
these reservoirs is 15.45
BCM which is 82% of total
live storage capacity of
these reservoirs. The stor-
age during corresponding
period of last year was
61% and average storage
of last ten years during cor-
responding period was
73% of live storage capac-
ity of these reservoirs.
Thus, storage during cur-

corresponding period.
The Western region
includes States of Gujarat

are 27 reservoirs under
CWC monitoring having
total live storage capacity
of 27.07 BCM. The total
live storage available in
these reservoirs is 21.66
BCM which is 80% of total
live storage capacity of
these reservoirs. The stor-

period of last year was
51% and average storage
of last ten years during cor-

Prime Minister Narendra Modi in his first
‘Mann Ki Baat’ after the demonetisation drive
cited Kenya’s M-Pesa as an example of how
an economy can move towards being a cash-
less society. M-Pesa is a mobile-phone based
money transfer and banking service that was
first introduced by Vodafone in Kenya.
The M in M-Pesa stands for mobile, while
PESA is the Swahili word for money. M-Pesa
is often called the most successful mobile
phone-based banking service in the develop-
ing world. It was first introduced in Kenya by
Vodafone for Safaricom in 2007. According to
Safaricom, M-Pesa has “revolutionised the
way Kenya does business”. M-Pesa was envi-
sioned as a service that would help small busi-
nesses use their mobile phones to get loans
and allow for microfinance-loan repayments.
Giving a push for the country to go digital,
Prime Minister Narendra Modi on Sunday
appealed the people, particularly the youths,
to embrace e-banking and mobile banking for
cashless transactions.
"Time has come for everyone, particularly my
young friends, to embrace e-banking, mobile
banking and more such technology," PM Modi
said in a tweet before his 'Mann Ki Baat' radio
address to the nation.
The Prime Minister suggested that mobile
should be used for the banking purposes.
"My mobile... My bank... My wallet," PM Modi
said.
The central government on November 8
demonetised old Rs 500 and 1,000 notes to
crack down on black money holders. The
move led to a cash chaos in the country. PM
Narendra Modi Warns Unscrupulous
Elements Not To Misuse The Poor;
Prime Minister Narendra Modi warned
unscrupulous elements not to play with the
lives of the poor by depositing illegal money
into their accounts as stringent law against
'benami' transactions were in place to deal
with them, as he asked the youth and other
sections to move towards a "cashless socie-
ty".
"Even now, some people think they can bring
their black money, the money earned through
corruption or the one which is unaccounted
for, back into the system through illegal
means. Unfortunately, they are misusing the
poor for this purpose by misleading, luring or
tempting them by putting money into their
accounts," PM Modi said in his first 'Mann ki
Baat' radio programme after he announced
the demonetisation move on November 8.
"A very stringent law to deal with 'benami'
transactions is being implemented, that will
make such things (transactions) very difficult.
Government does not want the people to face
such difficulties," the Prime Minister said in a
veiled warning. "I would tell such (unscrupu-
lous) people that to reform or not reform is
your wish. Following the law or not is your
wish - that the law will take care of.

Ahmedabad: “India is
fast transitioning to a
cashless economy and
the Prime Minister’s latest
initiative to demonetize
high value currencies will
give an impetus to the
process. We have already
digitized a considerable
segment of our operations
in tune with the govern-
ment’s flagship ‘Digital
India’ programme. We are
determined to push for-
ward our passenger-
friendly measures in a
more aggressive manner
by leveraging technology,”
said IRCTC Chairman
and Managing Director Dr
A K Manocha.
IRCTC, a ‘mini Ratna’
PSU of Indian Railways,
has been vigorously
involved in digitizing
financial transactions on
various fronts like booking
of train and flight tickets
and monthly season tick-
ets. Further, its recently
launched e-catering serv-
ice, ‘Food on Track’, has
been a huge success with
the facility providing rail
passengers flexible option
of choosing their meals
from the list of popular
food service vendors
empanelled with IRCTC.
Meals can be ordered
online on its website,
www.ecatering.irctc.co.in.
A major benefit of this
service is that passengers
can make payment for
their meal orders online
and they don’t have to
carry loads of hard cash.
They can make payment
through their credit/debit
cards as well as e-wallets
like Mobikwik and Paytm.
The online meal booking
is also available through
Android and iOS-based
applications that can be
downloaded on any smart
phone.
IRCTC has partnered with
popular food aggregators
like Dominos, Haldiram,
KFC and Sarvana Bhavan
to expand the culinary
choices of travelling pas-
sengers.

Govt.’s cashless economy initiative
