SLIDESMANIA.
The Barangay Development Council
(BDC) plays a pivotal role in the over-all
development and progress of the barangay and
is considered the mother of all special bodies in
the barangay being the umbrella organization of
all barangay-based institutions (BBIs).
The BDC, primarily mandated to
prepare the Barangay Development Plan (BDP),
should be informed and capacitated on the
formulation and/or updating process.

Composition of BDC:
• Punong Barangay as Chairperson;
• Members of Sangguniang Barangay;
• Representatives of accredited non-
governmental organizations operating in the
barangay who shall constitute not less than
one fourth (1/4) of the members of the fully
organized council;
• A representative of the congressman as
member.
The barangays shall prioritize PPAs to
provide basic services and facilities
mandated under Section 17 (a) of the
Local Government Code of 1991.
The barangay profile shall serve as one
of the bases in identification of
programs, projects and activities
(PPAs). PPAs shall be responsive to the
development gaps determined through
the situational analysis.
The vision of the barangay shall capture
the desired state of majority, if not all, of
the stakeholders in the barangay, and
shall be aligned with the vision and
strategic directions of the
city/municipality.

MANDATED LOCAL PLANS
A. THE COMPREHENSIVE LAND USE PLAN
It is the plan for the long-term management
of the local territory. As the skeletal-circulatory
framework of the territory’s physical development it
identifies areas where development can and cannot
be located and directs public and private
investments accordingly.

It is an action plan utilized by every
local administration to develop and
implement the proper sectoral and cross-
sectoral programs and projects in the proper
location.
B. LOCAL DEVELOPMENT PLAN
SLIDESMANIA.
2 Consultation Process
The interpretation of the data and the explanations
and implications of information derived from the data
should be undertaken through a broad consultative and
participatory process involving both political and technical
components of the planning structure and the general
public. The participation of the political component is
critical at certain junctures of the planning process when
certain decisions have to be made before proceeding to the
next stage of the process.

A. Comprehensive Land
Use Program
Includes the zoning
ordinance, the use of
selected taxes on real
property, eminent domain
proceedings, public capital
investments, and co-
management arrangements.
B. Local Development Plan
Consist mainly of the use of financial
resources and fiscal authority of the LGU.
Local governments are given the powers and
authority to raise the funds needed to undertake
the above activities including the levy of taxes,
fees and charges, the use of their productive
assets and operation of municipal enterprises.
LGUs are also entitled to a share in national
taxes as well as in the proceeds from the
utilization of national wealth and resources.

Evaluation

The critical importance of monitoring and
evaluation (M&E) in linking one planning cycle to the next
lies in the production of new information derived from the
assessment of impacts of plans, programs and projects as
implemented, the effects of regulatory measures as
enforced, as well as the outcomes of developments in the
area that had not come under the control or influence of
the local planning system.

NEDA, as the central planning body
of the government, is tasked with
formulating national economic and social
development plans and updating these plans
to suit changing times and needs. These
plans, which may be national or regional in
scope, and short, medium, or long-term,
identify development objectives and
priorities of the country as a whole.

Preparation of Development Plan
• Under this law, the heads of the government entities involved in
development planning are directed to prepare their respective
development plans.
• These plans are to be submitted to the NEDA for evaluation,
coordination, and integration within 60 days from the date of the
directive.
Objective:
 This helps to avoid duplication of efforts and ensures
that the plan align with the overall national
development agenda.
