The document proposes updates to Massachusetts' stretch energy code to help achieve the state's climate goals. It recommends (1) tightening the residential stretch code to require Home Energy Rating System scores of 42 for gas heating or 45 for electric heating, (2) introducing a specialized opt-in stretch code defining "net-zero" buildings and requiring solar panels and electric readiness for gas buildings, and (3) updating the commercial stretch code with more stringent efficiency standards tailored to different building types to lower emissions cost-effectively. Improved management of technical building systems (TBS) can offer a cost-effective potential to reduce building energy consumption, improve the quality of life of occupants and facilitate the integration of renewable energy systems by providing flexibility to the connected energy grids.
Multiple policy initiatives related to BACS currently exist or are under development. This presentation will give an overview and some examples of European policy tools and/or local implementations. The most relevant policy tools that can help contribute accessing these savings potentials are the Energy Performance in Buildings Directive (EPBD), the Energy Efficiency Directive (EED), Ecodesign Directive (ED) and Energy Labelling Regulation (ELR).

DOER is seeking comments on its Straw Proposal updating the Stretch
Energy Code and Proposing the new, Specialized Stretch Energy Code.
DOER highly encourages written comments be
submitted electronically to stretchcode@mass.gov with the subject

be accepted until 5 pm on March 9, 2022. Written comments may

Why HERS 42?
