Energy Buildings & Major Renovation
‘nearly zero-energy building’ means a building that has a very high energy
performance, as determined in accordance with Annex I (i.e. DEAP). The
nearly zero or very low amount of energy required should be covered
to a very significant extent by energy from renewable sources,
including energy from renewable sources produced on-site or nearby;

25 % of the surface of the building envelope undergoes renovation.

Draft Transitional Arrangements
• NZEB and Major Renovation planned to be signed into
legislation by 19th April 2019 with a 6 month lead in.
• NZEB and TGD L 2019 Dwellings to apply to new Dwellings
commencing construction from 1st November 2019 subject to
transition.
• Transitional arrangements to allow TGD L 2011 - Dwellings to
be used where planning approval or permission has been
applied for on or before 31st October 2019 and substantial
completion is completed within 1 year i.e. by 31st October
2020
• DEAP planned to be published by SEAI by 19th April 2019.

• Introduction of NZEB, MPEPC=0.30, MPCPC=0.35

20% as per ISO EN 52000 (to replace 10kWh/m2/yr).

TGD L 2019 - Dwellings Major Renovations
• Where more than 25 % of the surface of the building envelope undergoes
renovation the energy performance of the building or the renovated part thereof
is upgraded in order to meet minimum energy performance requirements with
a view to achieving a cost optimal level in so far as this is technically,
functionally and economically feasible.
• The cost optimal performance level to be achieved is 125 kWh/m2.yr when
calculated in DEAP (B2).
• Qualifying elemental works for surface area calculation defined in Table 6.

Regulatory Impact Assessment
• Uplift costed across 5 dwelling types (semi-detached, detached,
bungalow, apartment-mid and top floor) using different
combinations of fabric, services, ventilation and renewables.
• The average uplift in cost across all dwelling types modelled was
1.9% over current construction costs depending on the dwelling
archetype and design specification applied.
• Overheating assessment on all types with some mitigation
measures (reduced solar transmittance, appropriate use of
blinds).
• High rise apartments assessed for renewables.

site restrictions and building requirements impacted on the
selection of heating system
• district heating was discounted because of scale &
restrictions
• All types of heat pumps and were considered and evaluated
• Ventilation and heating strategies for the apartments
considered
• Focus on comfort to occupants and user friendliness
• The ventilation system comprises of acoustically
attenuated passive wall vents in the bedrooms and living
rooms to outside air and extract from kitchen, wet rooms
and stores
• Heat Pump type selected was Exhaust Air Heat Pump with
integrated hot water storage and whole house extract
ventilation unit
• Many benefits for a space constricted development in
particular the integration of space heating, domestic hot
water and ventilation system in one item
• Considerations to be taken in siting the unit include: noise to
adjacent rooms, route for exhaust ductwork to external,
service access and door undercuts
• System components to be considered include insulated
exhaust ductwork, passive wall vents and external grilles
• Growing market sector with new products being introduced
continually

CIBSE TM59 compliance criteria
• Criterion A - For living rooms, kitchens and bedrooms: Internal
temperature should not exceed a defined comfort temperature by 1 °C or
more for >3% of occupied hours over the summer period (May – Sept)
• Criterion B - For bedrooms: Internal temperature should not exceed 26°C
for more than 1% of annual hours between 10pm and 7am
Analysis based on standard occupancy.
Criterion A threshold comfort temperature reduced by 1C for buildings with
vulnerable occupants.

  • 7. 7 Rialtas na hÉireann | Government of Ireland EPBD and RED Definitions - Nearly Zero Energy Buildings & Major Renovation ‘nearly zero-energy building’ means a building that has a very high energy performance, as determined in accordance with Annex I (i.e. DEAP). The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby; RTE PV Array ‘major renovation’ means the renovation of a building where more than 25 % of the surface of the building envelope undergoes renovation.

First step is to define the reference buildings and packages of measures applied to these buildings (consisting of current requirements and beyond, including new zero standards) Energy calculations carried out using national calculation methodology (in this case DEAP4)…..to calculate the primary energy demand and also inform energy costs. The financial performance is assessed in terms of the NPV of the capital, operating and maintenance costs over a 30 years time period (which is defined in the EPBD cost optimal methodology for domestic buildings). A cost curve shows the assessed combinations of energy and financial performance, with primary energy on the x-axis and NPV on the y-axis. From this an economic optimum can be derived. The relationship between current requirements and the position of the cost-optimal points then helps to inform any new targets or minimum requirements. So for instance if the analysis suggests that cost optimal point is further along………
  20. Cost optimal curves are generated from both a macroeconomic and (what is refered to as) financial perspective. financial (looking on at the investment itself at building level) and macro economical (looking at the costs and benefits of energy efficiency for the society as a whole) The macroeconomic costs are calculated using social discount rates and includes the cost of carbon. Discount rates used took account of public sector rates used by Department of Public Expenditure and Reform and financial rates used by the financial sector. Future energy prices were based on SEAI forecasts. Sensitivity analysis is carried out using variants on energy prices, discount rates, primary energy factors and cost of carbon emissions.

As the reduction of carbon emissions is a societal challenge, the societal perspective which includes the price of carbon has been used to perform the gap analysis to inform the cost optimal level. We have also included a range to cover the sensitivity cases investigated. Furthermore, to provide some allowance for sensitivity in the price of the fabric/services/LZC measures, we have included those primary energy values which are within 5% of the lowest macro-economic cost in the main analysis. New build: Part L 2018 requirements for the majority of dwelling types meet the cost optimal level performance, with the exception of bungalows. Average performance of all dwellings better than cost optimal level.

  25. CAVITY WALLS - The standard for renovated cavity walls is 0.55 W/m2K, which is equivalent to a fully insulated 50mm cavity. The dwellings were modelled with a 100mm cavity and the cost optimal U-value is 0.31 W/m2K which represents a fully filled 100mm cavity. It appears reasonable that for a 50mm cavity, the current standard of 0.55 W/m2K is also cost optimal. ROOFS - In practice, the cost optimal would need to take account of the impact on the usable space between the joists and the rafters and this may restrict the depth of insulation that may be practically installed. FLOORS - The standard for renovated floors is 0.45 W/m2K. The cost optimal U-value is 0.15 W/m2K which is equivalent to 120mm of insulation. For a room with a height of 2.4m, this is equivalent to reducing the room volume by 5% which is on the borderline of acceptability. Such a level of insulation may be dependent on available foundation depth to avoid such impact on room volume. The Part L 2018 requirements are at the cost optimal level insofar as they are technically and functionally feasible. In the case of roofs with insulation between joists, cavity walls and floors there are functional reasons why it may not be possible to install additional insulation to achieve the cost optimal level such as available space in existing rooms or roof spaces, or cavity widths in walls.
  26. Major renovation Conclusion on gap similar for solid walls the current requirement of 125kWh/m2/yr is within 15% of the cost optimal primary energy as required by the cost optimal guidance for the majority of dwellings. Where the cost optimal level is lower than the current requirements, this is normally achieved through the installation of photovoltaics as part of the major renovation package on specific dwelling types. On many existing dwellings sufficient roof space may not be available to install photovoltaics due to room in the roof, roof lights and other existing roof modifications. From an economic perspective, the installation of photovoltaics may present an unintended barrier to the retrofit of dwellings. It is not considered functionally or economically feasible to set a performance requirement based on the installation of photovoltaics for major renovations.

  28. Note TM52 was the accepted methodology to assess overheating risk in both domestic and non-domestic buildings before TM59 was published in 2017. It has been developed based on input from industry stakeholders. Though it is acknowledged that the TM59 definition has it is limitations. Criterion (b) depends on limited evidence in relation to sleep disturbance. The threshold comfort temperature under Criterion A is based on an adaptive model that takes into account the variations in external temperature.
