The public sector is 34% more energy efficient than in 2009. It exceeded its 33% energy efficiency target set out for 2020. The public sector focus now shifts to the next decade and the challenging targets set out for 2030.
The Climate Action Plan 2021 (CAP 21) outlines an energy related Green House Gas (GHG) target of 51% CO2 reduction by 2030. Achieving the GHG target is one of, if not the primary, target that public bodies and sectors must achieve. It also requires large public bodies to develop Climate Action roadmaps. This is to achieve their 2030 targets. It includes 51% of renewable space heating, and to develop wider Climate Mandates.
The first part of the session will cover progress to date on the energy efficiency target. It will look at actions taken and a detailed overview of the 2030 GHG reduction target methodology. It will cover an overview of potential pathways to 2030.
Public bodies will then present on their pathway to 2030 analysis. They will cover actions being undertaken now and planned. And finally, how SEAI's supports are being utilised to mobilise for 2030.

Multiple policy initiatives related to BACS currently exist or are under development. This presentation will give an overview and some examples of European policy tools and/or local implementations. The most relevant policy tools that can help contribute accessing these savings potentials are the Energy Performance in Buildings Directive (EPBD), the Energy Efficiency Directive (EED), Ecodesign Directive (ED) and Energy Labelling Regulation (ELR).
Some examples of existing policy will be given and reference will be made to the recently completed Smart Readiness Indicator study and the ongoing Ecodesign BACS preparatory study.

The Energy Efficiency Directive (EED) was adopted in 2012 and is one of the EU’s four key Directives addressing energy efficiency in stationary (i.e. non transport) end-uses (the others being the Energy Performance in Buildings Directive, The Ecodesign Directive and the Energy Labelling Directive). Given that the other Directives cover the energy performance of buildings and equipment the EED is designed to address energy savings opportunities that are not readily addressed by the other Directives. It has its origin in the preceding Energy Services Directive, which was repealed when the EED was adopted. The Energy Efficiency Directive establishes a set of binding measures intended to help the EU reach its 20% energy efficiency target by 2020. Under the Directive, all EU countries are required to use energy more efficiently at all stages of the energy chain from its production to its final consumption. EU countries were required to transpose the Directive's provisions into their national laws by 5 June 2014.

In this session, the Corporate Director of Resources - John Harrison, supported by Honeywell, will demonstrate how he has transformed this into a new source of funds for the Council (PCC are realising new funds of up to £4.5M) and how the Framework is available to all other Local Authorities, allowing them a fast and simple access to realise the same benefits.

Public bodies must report to SEAI annually on their energy performance. They do this on an online system called Monitoring and Reporting (M&R). Over 95% of public bodies reported last year and 62% of schools. This data forms the basis of targets on government departments and their aegis public bodies. The data is being used to develop the project pipeline, identify the gap to target in organisations and planning the projects to close the gap. Collectively the programme supports the implementation of the National Public Sector Energy Efficiency Strategy.

It contains various customized modules for effectively maintaining automobiles and stock information accurately and safely.
When the automobile is sold to the customer, stock will be reduced automatically. When a new purchase is made, stock will be increased automatically. While selecting automobiles for sale, the proposed software will automatically check for total number of available stock of that particular item, if the total stock of that particular item is less than 5, software will notify the user to purchase the particular item.
Also when the user tries to sale items which are not in stock, the system will prompt the user that the stock is not enough. Customers of this system can search for a automobile; can purchase a automobile easily by selecting fast. On the other hand the stock of automobiles can be maintained perfectly by the automobile shop manager overcoming the drawbacks of existing system.

Other includes non-commercial state agencies, regional authorities, VEC, harbours/ports
LAs know the GWh gap to target and what size of projects to achieve it. 3rd level and others modelling what projects will deliver the target. If a LA PL accounts for 30-60% of energy use, likely only projects of scale in PL will achieve target for them
Improvements suspect largely due to sweating the assets, doing more for same or less energy.
Contact us – normally start by doing an energy assessment which proven to save 10% average, and identifies potential up to 30% on a particular site.

Partners’ energy consumption = 75% of consumption reported by 98 largest public bodies for 2011
Partners saved €32 in 2011 – calculated as per point 3 below (@ €0.05/kWh saved).
2011 Savings Based on Data from 93 Public Bodies:
M&R savings are calculated by subtracting each organisation’s 2011 energy consumption from the business as usual energy consumption that would have been consumed had the organisation maintained its baseline efficiency level (EnPI).
This is calculated on a primary energy basis, giving 796 GWh savings by 2011 or 10.6%
Stripping out the savings associated with electricity grid improvements gives a savings of 714 GWh or 9.6% (primary energy)
Euro value of these 2011 savings and lower savings in 2010 = €45M.
The absolute reduction in known consumption among the 93 organisations was 506 GWh (or 309 GWh when grid savings not included)
