In this talk Olaf Janssen explains how and why joining forces with Wikipedia fits in the bigger open data strategies of the Koninklijke Bibliotheek. Museums assume a central role in our social orders. In addition to the fact that they preserve our legacy, yet they likewise give spaces in which to encourage instruction, motivation, and exchange. Based on the values of respect and cultural diversity, museums fortify social cohesion, foster creativity, pass on collective memory and act as agents of sustainability. Besides, their role in supporting other industries, for example the tourism sector, is a vital factor to favor local and national economies. During unexpected occurrences, various cultural and professional organizations have already kept on loaning themselves as sources of resilience and backing for networks, growing new frameworks to guarantee access to culture and training. However, it is fundamental to identify how museums and cultural institutions affirm their social role by modifying the channels available when an unpredictable event affects their everyday business.

As more and more chapters develop and implement their GLAM outreach programs, it is time to talk about evaluation again. An earlier workshop on this topic was held at Wikimania 2013 in order to reach a shared vision of what may be achieved by different types of GLAM outreach activities. The results have been documented on the Outreach Wiki. In parallel, the WMF Programme Evaluation team has produced several evaluation reports about programs including one on GLAM content release partnerships, and the GLAM-wiki Toolset Project coordinated by the Europeana Foundation and supported by Wikimedia Netherlands, Wikimedia France, Wikimedia UK, and Wikimedia CH has produced a Report on requirements for usage and reuse statistics for GLAM content. As we work as a community to further develop evaluation strategies and systematic measures we invite community members engaged in GLAM outreach activities to take part in this strategy workshop.

CultureLabs is an international project focusing on the role of culture and heritage in facilitating social inclusion. Wider and deeper community engagement in the heritage sector has been aided by digital technologies to engage communities who may feel disconnected from heritage institutions, such as migrants and refugees.
CultureLabs’ universities, heritage institutions, SMEs, and NGOs are developing a digital platform for facilitating participatory cultural projects with communities of migrants or refugees, and for sharing best practices.
Through pilots in three countries, the CultureLabs approach and technology will be developed and evaluated. The UK pilot is led by the People’s History Museum. As the UK approaches Brexit, PHM will engage communities in Greater Manchester to reflect on the theme of migration: they will meet, discuss, and explore what they have ‘More in Common’ and what it means to live in multicultural Britain. These events will lead to the co-production of an exhibition that reflects on the museum collection and the recently acquired Jo Cox memorial wall.
In the presentation, we will discuss how CultureLabs’ technology and pilots will create bridges between cultural institutions, migrants’ communities, and support communities to facilitate the design, execution and sharing of participatory projects for social inclusion.

Rony Vissers introduceerde kort het begrip open data, en maakte aan de hand van Tim Berners-Lee’s vijfsterrenschema voor open data duidelijk hoe open data en linked open data zich tot elkaar verhouden. Ook benadrukte hij dat het realiseren van open data meer is dan een loutere juridische en technische kwestie. Open data is niet enkel het openstellen van data, maar vooral ook het ontwikkelen van een visie en beleid m.b.t. het bruikbaar, vindbaar, bereikbaar en zichtbaar maken van data. Instrumenten om zo’n beleid in de praktijk te realiseren zijn o.a. Creative Commons-licenties, persistente identifiers, opendataplatformen en hackathons.
Tijdens deze workshop legde Rony Vissers uit wat technische metadata inhouden en welke andere types (ingebedde) metadata er bestaan. Hij introduceerde de belangrijkste standaarden op vlak van ingebedde metadata en toonde hoe je die metadata kan uitlezen met behulp van een gratis online tool, fotobewerkingssoftware en een standaard fotoviewer.
Bert Lemmens geeft op de collegagroep digitale participatie van 6 december 2019 een introductie in het opstellen van een dataprofiel met behulp van het Invulboek Objecten op CEST (www.projectcest.be).

Nastasia Vanderperren schetst de verschillen tussen open data en linked open data, introduceert enkele belangrijke termen m.b.t.het semantische web (zoals bv. graph en triple) en gaat in op de voordelen van linked open data. Daarnaast komen aan bod: rechtenverklaringen, metadata, linkrot en persistente identificatie, de PACKED-tool voor online persistente identificatie CultURIze, hergebruik, en de data pitch.
Nastasia Vanderperren geeft aan de collegegroep digitale collectieregistratie van 6 december 2019 een introductie tot automatische beelherkenningsservices en hun mogelijke toepassing in het beschrijven en classificeren van erfgoedcollecties.
Nathalie Monteyne en Eline Wellens van KMSKA vertelden hoe zij het ‘rechtenverhaal’ pragmatisch hebben aangepakt en binnen de organisatie een regelwerk opstelden om rechten te documenteren in hun collectiedatabank (TMS) en in hun beeldbeheersysteem (Resource Space).
Olivier Van Dhuynslager kwam vertellen over datacleaning bij het Gentse Design Museum. Nadat hij vaststelde dat hij een opstapje zou moeten maken van Open Refine naar Python om te kunnen doen wat hij wilde, heeft een steile leercurve van twee weken er voor gezorgd dat hij zijn projectdoelstellingen binnen enkele weken voltooid had.
Matthias Priem, manager digitalisering bij VIAA, schetst hoe VIAA verschillende ontsluitingsplatformen heeft uitgebouwd, en gaat dieper in op enkele belangrijke aspecten van ontsluiting:
1) Afspraken en licenties 2) Metadata 3) Content: uniforme formaten 4) Architectuur 5) Rapportering
Bert Lemmens geeft een introductie op het IIIF-framework, en legt vervolgens samen met Pascal Ennaert (Vlaamse Kunstcollectie) uit hoe VKC en PACKED een proefopstelling maakten van een IIIF-beeldinfrastructuur, gelinkt aan de VKC-datahub en de Blauwdruk gedistribueerd beeldbeheer.

De digitale omslag vereist dat culturele organisaties hun werking omvormen en digitale technologie aanwenden om hun missie te vervullen. Nood aan advies of ondersteuning bij die digitale transformatie? De fusie-organisatie LUKAS / PACKED / VIAA bundelt de krachten en kan misschien ook jou van dienst zijn. Deze sessie introduceert enkele recente projecten die inspiratie bieden om zelf op een doordachte manier met digitale transformatie aan de slag te gaan:
Het semantische web vereist dat culturele organisaties zich nieuwe digitale technologieën eigen maken. Rony Vissers en Bert Lemmens tonen hoe je van start kunt gaan met een digitale strategie voor je organisatie.
Hoe ver staat jouw organisatie op vlak van digitale ontwikkeling? Evalueer het zelf met de Zelfevaluatietool Digitale Maturiteit. Leer uit jouw score en vergelijk met andere culturele organisaties. Bart Magnus stelt de nieuwe tool voor en geeft een eerste inkijk in het gebruik ervan.
Een belangrijk aandachtspunt bij de opmaak van een digitale strategie is de gebruiker. Karen Vander Plaetse vertelt je hoe je bij ontsluitingsprojecten rekening kan houden met de gebruiker en geeft enkele concrete voorbeelden mee van VIAA's eigen platformen.

PACKED presenteerde op 09/04/2019 een inleiding tot Linked Open Data voor medewerkers van de Arteveldehogeschool vertrekkende van de geschiedenis van het idee achter het semantische web, tot key-concepts zoals triples, graphs, persistente URI's, API's en SPARQL-queries. Daarna lichtte PACKED toe hoe ze Wikimedia-platformen gebruiken om erfgoed⁻ en cultuurcollecties een betere zichtbaarheid te geven en hergebruik en participatie aan te moedigen. Daarna organiseerden we een hands-on Wikidata workshop waarbij de deelnemers manueel records aanmaakten aan de hand van een dataset van het Felixarchief en demonstreerden we hoe een SPARQL-query werkt.

● Musea Bruges is the umbrella organization of 15 municipal museums. Visual and applied
art from the 15th to the 21st century, housed in protected monuments in the historic city
center of Bruges.

Digitization has a major impact on all social sectors. This also applies to the culture sector. However,
digitization often proceeds in phases. In the beginning, digital products and services are primarily a
replacement and expansion of analogue products and services, but digital technologies will continue
to transform the production, distribution and perception of culture. This vision paper contributes to its
realization.
6. DIGITAL TRANSFORMATION?
Digitization optimizes internal business processes, including administration, ticketing and collection
management. In addition, digitization also brings about fundamental changes in the relationship between
cultural organizations and their audiences and between cultural organizations themselves. That is why in
this vision paper we focus not only on how individual cultural organizations and cultural participants can benefit
from digitization, but especially on changes in the digital cultural ecosystem, the operational whole to which
multiple organizations and / or IT components contribute and make use of. Cultural organizations and their
users are becoming increasingly connected through collaboration and knowledge sharing.
7. DIGITAL TRANSFORMATION?
Cultural organizations must adapt to the digital reality because it has a major impact on the way users (i.e.
cultural participants, but also cultural organizations or organizations from other domains) consume
culture and / or work with the content themselves. More and more new actors are responding to the new
behavior of culture lovers.

Consider, for example, music and video platforms that put pressure on the lending of music
and video in the public library. These new platforms have no public mission and mainly follow a
commercial logic.

You can't ignore it: musical streaming services such as Spotify and Apple Music are
conquering the world. And this is not surprising. As a user you can listen to the music
that you choose at that moment, without the need for a CD or downloading songs on
your device.

An upcoming amendment Directive on the Re-use of Public Sector Information was the
reason triggered discussions about making available the images in an open way and how to do
this in the best way possible.
As the museums are publicly funded it was argued by them that it had to make the data that
was created by the museum (both metadata and the digital content) freely available to
anyone without restrictions where possible, or ‘open by default’. Since the images have
been produced within the organization, they have already been paid for through taxes and
thus belong to the public. This means that open is the standard, unless this is not possible
due to still existing copyright protection on a work or if living people are depicted.
It was also argued that proceeding in this way would best serve the core mission of the
museums: “Our mission is to preserve our collections and contribute to a living and accessible
cultural heritage that improves our understanding of both the present day and our origins.”

Another reason the museums chose to no longer charge for the digital images was the fact that
this service had not been making a substantial profit up until that point. The money gained
from the image sales did not cover the costs of the staff handling the requests. The requests for
images were taken care of by a curator as there were no resources for a dedicated person to do
this. The museums realised that their curators had more important things to do and decided
to abandon the sale of images all together. Now, someone is only charged if they request an
image of an object that has not yet been digitised. The charge is marginal and covers the cost of
digitising the work in question.

cultural product is brought to the culture lover via a stage /
intermediary (the cultural organization).
▪ current situation: the transfer is direct and in two directions, the
distinction between producer and consumer is blurred.

Based on the observation that KOERS should be more available online,
efforts are being made to expand the presence on Wikipedia. Certain
facets of cycling (women's cycling) are totally underexposed. We take the
lead in its expansion. Wikipedia is pre-eminently participative (it is the
father of internet crowd sourcing) and allows KOERS to access a part of
its photo collection online.
