Public Governance Seminar - What works: Towards Evidence Informed Policy MakingOECD Governance
The objective of this seminar is to examine emerging national models for evidence-informed policy and to explore opportunities for international co-operation in the increasingly global movement to synthesis evidence on What Works in a range of policy interventions.
There is growing international interest in the use of a What Works approach and in building a global evidence-base for policy interventions.
This seminar asks the question: what would be the benefits of international co-operation and what practically could the OECD do to support this international agenda?

Cluster Excellence Denmark supports the internationalization of small and medium enterprises (SMEs) through clusters in three ways: professionalization of clusters, competence development, and internationalization of clusters. Internationalization through clusters provides SMEs access to new markets, suppliers, knowledge, funding, and innovation opportunities. Case studies presented show how clusters collaborate across borders and sectors to support SME internationalization through activities like matchmaking, joint projects, talent attraction, and access to international research programs. Policymakers and clusters are advised to strategically support internationalization through bottom-up funding, capacity building, collaboration, and learning from successes and failures.

This paper claims that the European Neighbourhood Policy (ENP) of the EU, and in particular the elements related to justice and home affairs (JHA), is a complex, multilayered initiative that incorporates different logics and instruments. To unravel the various layers of the policy, the paper proceeds in three steps: firstly, it lays out some facts pertaining to the origins of the ENP, as its ‘origins’ arguably account for a number of the core tensions. It then presents the underlying logic and objectives attributed to JHA cooperation, which can be derived from the viewpoints voiced during policy formulation. The paper goes on to argue that despite the existence of different logics, there is a unifying objective, which is to ‘extra-territorialise’ the management of ‘threats’ to the neighbouring countries. The core of the paper presents the various policy measures that have been put in place to achieve external ‘threat management’. In this context it is argued that the ’conditionality-inspired policy instruments’, namely monitoring and benchmarking of progress, transfer of legal and institutional models to non-member states and inter-governmental negotiations, contain socialisation elements that rely on the common values approach. This mix of conditionality and socialisation instruments is illustrated in two case studies, one on the fight against terrorism and one on irregular migration. Finally, the paper recommends that the EU draft an Action-Oriented Paper (AOP) on JHA cooperation with the ENP countries that indicates how the EU intends to balance the conflicting objectives and instruments that are currently present in the JHA provisions of the ENP.

Assessments and recommendations developed by the expert group disclose available mechanisms and opportunities for further visa liberalisation. The research is aimed for strengthening and further professionalisation of international public impact and lobbying of the freedom of movement in Europe. Famous European think tanks and NGOs such as European Policy Centre (Brussels) and European Stability Initiative (Berlin-Brussels-Istanbul) contributed to this project.

The idea of a Deep and Comprehensive Free Trade Agreement goes beyond the traditional concept of trade liberalization and, apart from the elimination of tariffs in trade of goods, it also includes the reduction/ removal of non-tariff barriers, the liberalization of the investment regime, the liberalization of trade in services, and the far-reaching harmonization/ mutual recognition of various trade and investment-related regulations and institutions. The economic literature, CGE modeling exercises and the practical experience of “deep” trade integration suggest a substantial potential for the future EU-Ukraine DCFTA in promoting trade and investments, creating additional welfare and employment, regulatory and institutional harmonization with EU’s acquis, and modernizing Ukraine’s economy. While beneficial for both sides, the potential gains (but also potential adjustment costs) are greater for Ukraine as it is the smaller partner with higher initial trade barriers. However, the DCFTA does not include an automatic guarantee of success. Very much depends on the political will and administrative capacity to implement all of its provisions in a timely and accurate manner. This is a serious challenge for Ukraine, which has a mixed record in reforming its economy and state and which is still struggling to fulfill all of its commitments undertaken during the WTO accession process.

The Role of Private Investment in Meeting U.S. Transportation Infrastructure ...artba
This document discusses the role of private investment in meeting U.S. transportation infrastructure needs based on over 20 years of experience with public-private partnerships (P3s) in transportation. It finds that while the federal government has supported P3s in various ways, only a small number of projects have utilized them due to financial, political, and process challenges. Going forward, it recommends increasing federal incentives for P3s through programs like TIFIA and establishing P3 expertise centers to help overcome barriers to private investment in transportation.

Site-Selection Process and Agents in FDI PromotionZoran Vaupot
In the last few decades, foreign direct investments
have grown in their importance. We have access to a rich
set of literature about FDI determinants and FDI promotion
activities.
The research about the site-selection process
conducted by foreign investors is much less abundant. We
propose an explanation to this phenomenon and possible
changes in strategic approach by combining conclusions
from existing literature concerning the topics about investment
promotion process, its stakeholders, site-selection
process, and institutional theory.
The main conclusions are that a better customer-centric orientation is needed in the whole process of FDI promotion and that the relatively neglected importance of media should be improved by putting more attention on their role according to the findings of institutional theory; these are also the proposed axes of future research.
The originality of the present research is the combination of theoretical findings with the practical experiences of the author gained while working as an international business consultant.

It outlines the need for a platform to bring together partners from public and private institutions to discuss PPP policies, challenges, and opportunities. The forum would aim to strengthen collaboration between sectors, mobilize resources for PPP initiatives, and create awareness of PPPs. A structure is proposed where the National PPP Coordinating Unit represents the public sector and a private sector organization represents businesses. The forum would be a membership organization run by a small secretariat to achieve objectives and generate revenue through activities.

Current State of Crowdfunding in Europe - review 2016MichalGromek
An Overview of the Crowdfunding Industry in more than 25 Countries: Trends, Volumes & Regulation
The alternative finance industry is a vibrant industry that develops very quickly. Community shares, civic crowdfunding, real estate crowdfunding and marketplace lending are examples of the developments that take place in the industry. We didn’t include these kind of developments in this research, but we are sure that in future reports we can’t ignore these new phenomena. For now, it was a challenge enough to collect information about the four mainstream types of crowdfunding.
For this research we worked together with more than 30 experts in all the European countries and asked them to provide us with reports and data about the crowdfunding industry in their country and give us their insights and views on the industry. We also asked them to share their knowledge about existing and upcoming regulations. We want to emphasize that by no means we intent to give legal advice in this report.

The document discusses factors that influence regional development, including social capital, location, trust between actors, and institutional support. It emphasizes that economic development is embedded within society and requires political mediation between social networks and markets. Regional development benefits from multi-level governance with subsidiarity, bottom-up approaches, and involvement of various stakeholders. Best practices highlight the importance of transparency, public-private partnerships, consultation, and networking to access EU funds and represent regional interests.
The Vision Group reviewed the rationale for FEALAC and concluded its original vision remains relevant today. FEALAC aims to increase understanding and cooperation between East Asia and Latin America. While the world has changed significantly since FEALAC's founding in 2001, private sector links and South-South relations have grown in importance. The nature of global issues has also expanded from security and economics to include development, environment, and governance challenges. However, the international system faces difficulties achieving reforms and agreements on issues like climate change and trade. The Vision Group sees inter-regional forums like FEALAC as important to bridge regionalism and multilateralism in addressing these strategic issues.

2) It emphasizes the importance of high-level political support, establishing a PPP task force or knowledge center, developing a supportive legal framework, and effective communication strategies.
3) Additional lessons include forming a PPP association, selecting expert advisors, providing training, balancing the relationship between the public and private sectors, implementing pilot projects carefully, and ensuring affordability.
