• there is also a need for the government to address issues like ‘brain drain’ and
deskilling of professionals who accepted low-skilled jobs abroad
• need to face are concerns about OFWs’ welfare and protection while working
outside the country

Achieve universal primary education
• The trend in elementary participation in the Philippines suggests that the
target of universal access to elementary education by 2015 is in great
risk of not being achieved
• From a near universal rate (97%) in 1999/2000,
• as measured by net enrolment rate (NER),
• participation in elementary education dropped to 83.2 percent in 2006
• 2007 at 84.8 percent
Achieve universal primary education
• as measured by cohort survival rate (CSR)
• 63.5 percent in 1999/2000,
• the CSR has reached its highest level at 75.4 percent in 2008/09
• the elementary completion rate (CompR) has generally shown an
improving trend from 1991 to 2008
• this requires greater effort and creativity from the government,
particularly the Department of Education, to produce consistent and
significant improvements in terms of the holding power of schools.

empower women
• the Government recognizes the other dimensions in gender equality
• Male-to-female ratio: The male-to-female population ratio in the
Philippines is 101 to 100. However, Filipino women live longer than
men, with a life expectancy of 72.5 years compared to 67.2 years for
men;
• Literacy: Women also have a slight edge over men in simple literacy
rate (94.3 vs. 92.6 percent) and functional literacy rate (86.3 vs. 81.9
percent)
• Gender Development Index (GDI) and Gender Empowerment Measure
(GEM):
• However, these gains do not necessarily translate into positive
measurable changes in the roles and status of women in the country;

• Gender-based violence (GBV): a recent national survey estimated that
around 2.2 million Filipino women or nine percent of all women ages 18
years and above,
• experienced violence inflicted by their partners
• sexual abuse and exploitation
• Trafficking: The Philippines is recognized as a source, transit, and
destination country for cross-border trafficking of women and children
for sexual exploitation and forced labor
• While women have a large presence in the growing informal economy,
they have limited benefits and protection, such as social security and
health care
Promote gender equality and
empower women
• Moreover, their economic contribution was largely invisible.
• However, the average cash remittances of women were only
60 percent that of men. This is indicative of the status of
women OFWs in lesser skilled and often unprotected lower
paying jobs.
• Civil and political rights: The Philippine Constitution upholds
the right of women to sectoral participation in national and local
legislative bodies. The Philippines is one of the few countries
with a woman President. Four out of 24 senators are women.

Reduce child mortality
• The country has been performing well in terms of reducing child
mortality over the past two decades.
• The programs offer a range of interventions that are appropriate at
various life cycle stages
• Some of these interventions include breastfeeding and
complementary feeding, micronutrient supplementation,
immunization of both children and mothers, integrated
management of sick children, child injury prevention and control,
birth spacing, and proper hygiene.
• Meanwhile, child mortality is relatively high in rural areas where
women have no or little education and/or income poor.

inadequate access to integrated reproductive health services by

• significant number of Filipino women lack access to qualified
reproductive health services.

• In 2006, the country’s total fertility rate was at 3.2 births
• 2003 rate of 3.5 (FPS 2006).
• three million pregnancies that occur each year, half were
unplanned, of which, one-third end in abortions
• Induced abortion is one of the leading causes of maternal
deaths in the country
Improve maternal health
• Filipino women desire fewer children and would like to use modern
contraceptives, only half of them practice family planning (FP).
• Even when FP services are available, it has been observed that the
decision to seek health services is often determined by gender norms
in the family and community, as well as cultural and religious beliefs
and practices.
• Early pregnancy is also a problem.
• This further leads to unwanted pregnancies and induced abortions, and
consequently maternal deaths.

• Data from the National HIV and AIDS Registry of the Department of Health
reveals an exponential increase in new reported HIV cases in the country
with almost half of the cumulative infections reported from 2006 to 2009
• From one new case detected every three days in 2000, the reported HIV
incidence increased to two per day in 2009
• the cumulative death toll from AIDS had already reached 337
• Sexual transmission continues to be the main cause of HIV infection
• the increase in needle sharing among injecting drug users raises
apprehension
• HIV and AIDS awareness across population groups, especially among the
youth, leaves much room for improvement.

• Malaria
• Malaria morbidity and mortality rates dropped from 1990 to 2009
• The continuous decline in morbidity and mortality due to malaria may be
attributed to the continued implementation of the Malaria Control Program
by the Department of Health

• Meanwhile, there had also been improvements in the indicators for
tuberculosis in recent years..
• Cure rate, on the other hand, is still slightly below the 85 percent national
target but it would be feasible.
• the adoption of the DOTS strategy since 1996 has contributed to the
achievement of the program targets.

• Integrate the principles of sustainable development
into country policies and programmes and reverse the
loss of environmental resources
• Reduce biodiversity loss, achieving, by 2010, a
significant reduction in the rate of loss
• Halve, by 2015, the proportion of the population
without sustainable access to safe drinking water and
basic sanitation
• By 2020, to have achieved a significant improvement
in the lives of at least 100 million slum dwellers
Ensure environmental sustainability
• The Philippine Agenda 21 continues to be the guiding
document for the country’s strategy for sustainable
development.
• Its action agenda for protecting the ecosystem is
comprehensive, with targets for the following:
• forest and upland, coastal and marine, urban ecosystem,
freshwater, lowland and agricultural, minerals and biodiversity
• The number of proclaimed Protected Areas (PAs) under the
National Integrated Protected Areas System (NIPAS) has been
continuously expanding
Ensure environmental sustainability
• Pollution remains a problem particularly in the country’s
major urban centers. It is projected that the volume of air
pollutants will continue to increase due to greater industrial
activity, heavy traffic and the large number of vehicles plying
the streets, many of which are smoke-belching public utility
vehicles.
• An average Filipino generates 0.3 and 0.5 kilograms of
garbage daily in rural and urban areas respectively.
• With an estimated population of 10.5 million, the total waste
generated in Metro Manila alone could run up to 5,250 metric
tons per day.

• Develop further an open, rule-based, predictable, non-
discriminatory trading and financial system
• Address the special needs of the least developed countries,
landlocked developing countries and small island developing
States
• Deal comprehensively with the debt of developing countries
• In cooperation with pharmaceutical companies, provide
access to affordable essential drugs in developing countries
• In cooperation with the private sector, make available the
benefits of new technologies, especially information and
communications
Develop a global partnership for
development
• liberalizing its trade system and making the investment climate favorable
to foreign investors.
• In 1994, the Philippines acceded to the World Trade Organization
(WTO), a multilateral body dedicated to rules and non-discriminatory
trade.
• an active participant in the ASEAN Free Trade Area (AFTA) anchored
on the Common Effective Preferential Tariff (CEPT) scheme.
• At this point, 60 percent of products in the inclusion list are subject to
zero duty.
• APEC seeks open and free trade and investment in the region by 2010
for industrialized economies, and by 2020 for the developing economies

• Access to essential drugs
• The initiative of making low-cost yet quality essential medicines
accessible to Filipino people, most especially the indigents, had
been making progress for about a decade already.
• The government has been proactive in developing strategies
toward implementation of laws and programs that would support
this initiative.
• Interestingly, supports from private institutions, local
communities and other sectors contribute a lot in achieving this
progress.
Develop a global partnership for
development
• In 2000, the Department of Health (DOH) initiated
the Parallel Drug Importation Program (PDIP) as an
innovative strategy to reduce the costs of essential
medicines
• This was expanded to the Gamot na Mabisa at
Abot-Kaya (GMA 50) Program to ensure that
affordable, high quality, safe and effective drugs
and medicines are always available, especially to
the poor.
Develop a global partnership for
development
• Access to benefits of new technologies, especially information and
communications
• In terms of information and communications technology (ICT),
significant progress had already been achieved in this sector.
• Fixed telephone line, cellular mobile telephone and internet
subscriptions have all been growing rapidly over the past two decades.
• One of the challenges, though, has been the disparity in terms of
geographical reach of ICT services.
• In response to this, efforts have already been exerted to bring ICT
services to the unserved and underserved areas.

Promote gender equality and empower women • Gender-based violence (GBV): a recent national survey estimated that around 2.2 million Filipino women or nine percent of all women ages 18 years and above, • experienced violence inflicted by their partners • sexual abuse and exploitation • Trafficking: The Philippines is recognized as a source, transit, and destination country for cross-border trafficking of women and children for sexual exploitation and forced labor • While women have a large presence in the growing informal economy, they have limited benefits and protection, such as social security and health care
  • 22. Promote gender equality and empower women • Moreover, their economic contribution was largely invisible. • However, the average cash remittances of women were only 60 percent that of men. This is indicative of the status of women OFWs in lesser skilled and often unprotected lower paying jobs. • Civil and political rights: The Philippine Constitution upholds the right of women to sectoral participation in national and local legislative bodies. The Philippines is one of the few countries with a woman President. Four out of 24 senators are women.

Reduce child mortality • The country has been performing well in terms of reducing child mortality over the past two decades. • The programs offer a range of interventions that are appropriate at various life cycle stages • Some of these interventions include breastfeeding and complementary feeding, micronutrient supplementation, immunization of both children and mothers, integrated management of sick children, child injury prevention and control, birth spacing, and proper hygiene. • Meanwhile, child mortality is relatively high in rural areas where women have no or little education and/or income poor.

Improve maternal health • Filipino women desire fewer children and would like to use modern contraceptives, only half of them practice family planning (FP). • Even when FP services are available, it has been observed that the decision to seek health services is often determined by gender norms in the family and community, as well as cultural and religious beliefs and practices. • Early pregnancy is also a problem. • This further leads to unwanted pregnancies and induced abortions, and consequently maternal deaths. • to actively promote family planning and responsible parenthood most especially for low-income households and young people

Combat HIV/AIDS, malaria and other diseases • HIV and AIDS • Data from the National HIV and AIDS Registry of the Department of Health reveals an exponential increase in new reported HIV cases in the country with almost half of the cumulative infections reported from 2006 to 2009 • From one new case detected every three days in 2000, the reported HIV incidence increased to two per day in 2009 • the cumulative death toll from AIDS had already reached 337 • Sexual transmission continues to be the main cause of HIV infection • the increase in needle sharing among injecting drug users raises apprehension • HIV and AIDS awareness across population groups, especially among the youth, leaves much room for improvement.

Combat HIV/AIDS, malaria and other diseases • Malaria • Malaria morbidity and mortality rates dropped from 1990 to 2009 • The continuous decline in morbidity and mortality due to malaria may be attributed to the continued implementation of the Malaria Control Program by the Department of Health • Tuberculosis • Meanwhile, there had also been improvements in the indicators for tuberculosis in recent years.. • Cure rate, on the other hand, is still slightly below the 85 percent national target but it would be feasible. • the adoption of the DOTS strategy since 1996 has contributed to the achievement of the program targets.

It is projected that the volume of air pollutants will continue to increase due to greater industrial activity, heavy traffic and the large number of vehicles plying the streets, many of which are smoke-belching public utility vehicles. • An average Filipino generates 0.3 and 0.5 kilograms of garbage daily in rural and urban areas respectively. • With an estimated population of 10.5 million, the total waste generated in Metro Manila alone could run up to 5,250 metric tons per day.

Develop a global partnership for development • Access to essential drugs • The initiative of making low-cost yet quality essential medicines accessible to Filipino people, most especially the indigents, had been making progress for about a decade already. • The government has been proactive in developing strategies toward implementation of laws and programs that would support this initiative. • Interestingly, supports from private institutions, local communities and other sectors contribute a lot in achieving this progress.

Develop a global partnership for development • In 2000, the Department of Health (DOH) initiated the Parallel Drug Importation Program (PDIP) as an innovative strategy to reduce the costs of essential medicines • This was expanded to the Gamot na Mabisa at Abot-Kaya (GMA 50) Program to ensure that affordable, high quality, safe and effective drugs and medicines are always available, especially to the poor.

Develop a global partnership for development • Access to benefits of new technologies, especially information and communications • In terms of information and communications technology (ICT), significant progress had already been achieved in this sector. • Fixed telephone line, cellular mobile telephone and internet subscriptions have all been growing rapidly over the past two decades. • One of the challenges, though, has been the disparity in terms of geographical reach of ICT services. • In response to this, efforts have already been exerted to bring ICT services to the unserved and underserved areas.
