This document proposes establishing a government-driven open data incubator to accelerate growth in less digital sectors of the economy through open government data and APIs. The incubator would support startups and companies building digital solutions and services using public sector data across key industries like infrastructure, agriculture, energy, and citizen services. It describes the incubator's components, operational cycle of learning and development, and exit strategies. Examples are given of similar open data incubators launched by the governments of Canada and European Union.
