Congress finally decid-
ed on its Chief Minister
for Himachal Pradesh
as Sukhvinder Singh
Sukhu was chosen, over
other party stalwarts
like Pratibha Singh
(Wife of late Virbhadra
Singh). A meeting of
the Congress Legisla-
ture Party took place in
Shimla soon where the
decision of the Con-
gress high command
was announced.
Sources said the high
command has approved
Sukhu as the Chief
Minister but the an-
nouncement was made
by the central observ-
ers after speaking with
Himachal Pradesh Con-
gress President Pratib-
ha Singh, who was in
the race for the post.
Notably, after the an-
nouncement, Sukhu
reached Raj Bhawan
and laid claim before
Governor RV Arlekar
to form the govern-
ment. The swearing in
ceremony will be at-
tended by Congress
President Mallikarjun
Kharge, Rahul Gandhi
and Priyanka Gandhi.

Jaipur: CM Ashok Gehlot’s flagship schemes seems to be
the centrepoint of discussions among Congress leaders in
the Bharat Jodo Yatra. Gehlot government started many
flagship schemes and CM Gehlot’s focus is on 5 special
schemes i.e. Chiranjeevi Yojana, Old Pension Scheme,
Indira Rasoi Yojana, Udaan Yojana, Social Pension and
Urban Employment Guarantee Scheme. Now, an impor-
tant report has been prepared on these major schemes
and along with the yatray, CM himself is taking feedback
on the schemes. Some ministers, legislators and officers
were also assigned the task. Notably, Rahul Gandhi will
address a big meeting at the end of the yatra in Rajasthan

ment wing of JDA on
Saturday acted against
two illegal construc-
tions in Jaipur. The en-
forcement officials
razed an illegal colony
being developed in
Chaksu. The illegal col-
ony was being devel-
oped on agricultural
land of eight bighas lo-
cated in Fatehpura vil-
lage. Chief Controller
(Enforcement) Raghu-
veer Saini informed
that a scheme was de-
veloped without obtain-
ing necessary approv-
als from the JDA.
Similarly, illegal vil-
las were demolished in
the Tirupati Nagar
scheme of Khedi Gokul-
pura village for violat-
ing building by-laws.
The JDA had served a
notice to the builder,
following which, the
builder appealed in the
JDA tribunal. The en-
forcement officials
razed the villas.

Sikar: A 15-year-old girl
was killed after being
run over by a speeding
roadways bus in Sikar
on Saturday. Police in-
formed the victim has
been identified as Nazia
Bano, studying at Ma-
hatma Gandhi School.
“The incident occurred
in Dujod village of Sikar
district on Saturday
morning when the girl
was going to school. The
speeding roadways bus
hit the girl, following
which, she died on the
spot.Thelocalsgathered
at the spot and jammed
the road,” police said.

TIGER USTAD SUFFERING FROM BONE
CANCER, IN CRITICAL CONDITION
Jaipur: The tiger Ustad, confined to an enclosure
in Sajjangarh of Udaipur 7 years ago, is suffering
from sarcoma bone cancer.
The medical board had written
a letter to IVRI asking for guid-
ance. Ustad was shifted from
Ranthambore National Park to
Sajjangarh after it was tagged as man eater while the
attack on humans could not be confirmed. Ustad is
undergoing treatment under the guidance of IVRI
but his condition is said to be very critical.
Jodhpur: Asaram Bapu who is serving life imprison-
ment for raping a minor girl was
taken from the central jail to AIIMS
hospital in Jodhpur due to dental
on Saturday amid tight security.
After a necessary check-up, he was
taken back to the central jail from the
hospital. In the meantime, his devotees got information
and they gathered outside the hospital.

Jaipur: In a major action in containing crime, Jaipur’s
Bassi police station on Saturday arrested 6 accused
while attempting to rob an ATM.
The police also seized material
used to break the ATM including
a gas cutter, a gas cylinder, and
a car. The accused were doing
recce for several days to rob the
ATM, said the police. The police
are interrogating the accused. Bassi SHO Yashwant
Kumar said that the ATM booth of the Bank of India in
Jatwara was the target of the accused.

12, MASS CREMATIONS HELD
Among the dead in the gas cylinder blast incident, seven are children. On

Jodhpur: The number
of deaths in the gas cyl-
inder blast that took
place on December 8 at
Bhungra in Shergarh,
Jodhpur, increased to 12
on Saturday
. Among the
dead are 1 woman and 2
children.
Those who died on
Saturday include Sua
Kanwar (60), Poonam
(11), Sajjan Kanwar (10)
and Surendra Singh
(30). In this accident,
Sua Kanwar suffered 60
to 70% burns, Sajjan
Kanwar 80 to 90% and
Poonam 80 to 90%. The
maximum number of
deaths so far are of chil-
dren. Of the total dead,
7 are children.
On the other hand, the
last rites took place
throughout the day in
the village.
The souls of relatives
and villagers who were
performing the last
rites were shaken by
pyres burnt together.
On instructions of the
CM, a team of doctors
was sent from Jaipur to
Jodhpur for better
treatment. On Friday
, as
soon as dead bodies
children reached the
courtyard of deserted
house, tears welled up
in everyone’s eyes.

ous salt. The raids were

In Kukurkheda, 2,145
kgs of black salt with
brand name ‘Shakti’
suspected to be adulter-
ated was seized from an

Road No. 14 and 13,500
kgs of salt was seized.
Officials informed
that salt samples were

Congress leaders must be
worried about the future:
How to keep its flock safe
from poachers, how to choose
a legislature party leader ac-
ceptable to all MLAs without
leading to dissidence and
how to keep its promise of
restoring the old pension
scheme. Post result develop-
ments show that overall it is
not too happy a situation for
a party where every leader
either aspires to be a chief
minister or is ready to switch
over for a price. As self-inter-
ests reigned supreme, inter-
ests of the party got pushed
back Congress top brass had
a tough task of choosing a
chief ministerial candidate.
Promises are always easy
to make but difficult to deliv-
er. The one about restoring
the Old Pension Scheme
(OPS) is no different.
Himachal Pradesh’s expendi-
ture towards interest pay-
ments, salaries and wages
was Rs 22,463 crore in 2020-21
as against Rs 17,154 crore in
2016-17. The expenditure on
pension in 20-21 totalled Rs
6,088 crore. The incoming rev-
enues are not sufficient to fi-
nancetheoldpensionscheme.
There is also little scope of
creating new sources of rev-
enue in the small hill state.
On the political front, the
Congress government may
remain shaky after the re-
buff to Pratibha Singh. For
this the government’s sta-
bility is more important
than OPS.

I do not know why I am writing to you, for we are both busy men and I have no desire to add
to your work. But Devadas Gandhi has sent me a copy of a letter you wrote him on the 16
July and this has produced an urge in me to write to you.
Forty years ago, when I was 18 and an undergraduate at Cambridge, I heard you address a
meeting there. I have not seen you again since then, nor have I ever written to you. But, like
many of my generation, we have grown up in company with your writings and books. I sup-
pose a part of myself, such as I am today, has been
moulded by that reading. I do not know if that would
do you any credit.
Because, in a sense, you have been near to me, or
rather near to my thoughts, I have often wanted to
come in closer touch with you and to meet you. But
opportunities have been lacking and then I felt that
the best way to meeting you was to read what you
had written……
…….. Life has become so cheap that it does not
seem of very much consequence whether a few
criminals are put to death or not. Sometimes one
wonders whether a sentence to live is not the hardest
punishment after all.
I must apologise to you for those of my country-
men who pester you for your views on India. Many
of us have not outgrown our old habit of seeking
testimonials from others. Perhaps that is due to a certain lack of faith in ourselves. Events
have shaken us rather badly and the future does not appear to be as bright as we imagined it
would be.
There is a chance of my going to England for two or three weeks in October next. I would
love to pay you a visit, but certainly not if this means any interference with your daily routine.

price” for the degrada-
tion of the environment

day and asserted that
society must now con-
sider the environmental
dimension of justice.
In her address at an
event hosted here by the
National Human Rights
Commission (NHRC) to
mark Human Rights
Day, she also made a fer-
vent appeal that hu-
mans must learn to
treat nature and biodi-
versity with dignity
and respect.
“I wonder what would
the animals and trees
around us tell us if they
couldspeak.Whatwould
our rivers say about hu-
man history and what
would our cattle say on
the topic of human
rights. We have tram-
pled on their rights for
long and now the results
are before us,” she said.
Just as the concept of
human rights exhorts
societytoconsiderevery
human being as no dif-
ferent, “we should treat
the whole living world
and its habitat with re-
spect”, the President
said, adding, “We must
learn, rather relearn to
treatnaturewithdignity
.
This is not only a moral
duty; let us remember it
is necessary for our own
survival too.”
Human Rights Day is

rate the Universal Dec-
laration of Human
Rights (UDHR). It was
approved and pro-
claimed by the United
Nations General As-

This is the second
such incident in the
state in seven months.
In May this year, a rock-
et-propelled grenade
(RPG) was fired at the
Punjab Police’s Intelli-
gence headquarters lo-
cated in Mohali.

Chennai: Hours after Cyclone Mandous made
landfall, videos from Tamil Nadu showed its
capital's Marina Beach here submerged under at
least a foot of water. The visuals on social media
showed the many public utilities on the beach
bearing brunt of the storm. The joy wheel for
children jutting out of water, shanties covered and
floating as their owners wore sad looks, besides
swings and chairs standing aloof without their oc-
cupants at the famous beach that every day sees
thousands of visitors. While the Saturday pic-
tures showed the beach inundated, Friday it was
all windy with sand blowing around. Water had
reached the main road near the beach. Chennai
and several other parts of Tamil Nadu witnessed
heavy rain and strong winds as the cyclonic storm
crossed the state on Saturday after landfall.

Tamil Nadu: State-owned NTPC Ltd has commenced the commercial
operation of its solar photo-voltaic project in Tamil Nadu.With this, the
standalone installed and commercial capacity of NTPC Ltd has become
57,801.27 MW while the group installed
capacity grew to 70,416.27 MW, the com-
pany said on Saturday. According to the
company, the 230MW Ettayapuram solar
PV project is being developed under the
Central Public Sector Undertaking (CPSU)
scheme Phase-II Tranche-I of the Ministry
of New and Renewable Energy.The project was won by NTPC through
the Viability Gap Funding based competitive bidding done by Solar

Chairman, Fifteenth Fi-
nance Commission.
Speaking at CII Global
Economic Policy Summit
in New Delhi, Singh noted
that the active participa-
tion of the Indian states
would be critical for meet-
ing India’s net zero commit-
ments. He added that mini-
mising the degree of risks
in this transition would be
a key priority area and that
it is important to work out
a mechanism in which the
states could become active
participants in the process.
He was speaking at the
session ‘Centre-State Part-
nerships: Reforms, Ex-
ports, Sustainability’ at the
event, organised by the
Confederation of Indian
Industry
.
“The orderly movement
from the era of fossil fuels
to renewable energy is a
daunting challenge,” Sin-
gh stated. In the context of
decarbonisation, he said
that the important deci-
sion to be taken would be
on the kind of taxes which
can be levied and the ben-
efits these taxes would
bring in facilitating decar-
bonisation.
All taxes on fossil fuels
must be designed to facili-
tate India’s transition to a
green economy
. In this con-
text, the “changing pat-
terns of agriculture will be
central to reducing fossil
fuels and helping in the
green transition”.
On India’s exports, Sin-
gh said that 80 per cent of
India’s exports come from
only six states, with 22
states having negligible
contributions to India’s
overall exports. “Harness-
ing and augmenting India’s
export capabilities re-
quires incentivisation”
Singh emphasised.
URBANISATION
Urbanisation is an important
engine of growth, but disor-
derly patterns of urbanisation
could have downsides in terms
of growth potential, Singh
cautioned. Noting that incubating
new urban cities is an aspect that
deserves significant attention,
he suggested that a robust grant
for seed capital can facilitate the
creation of new cities, which
the ministry of urban develop-
ment must consider for reducing
unplanned urbanisation. The
chairman of Fifteenth Finance
Commission also suggested that
property tax could be an impor-
tant source of revenue for the
urban local bodies, which face
significant difficulties in terms of
raising significant revenues.

tor Indian Overseas Bank
has revised the interest
rates on its domestic, for-
eign currency non-resident
(banking) term deposits
with immediate effect, the
city-based lender said. De-
positors of domestic, non-
resident external would re-
ceive interest rates up to
7.30% by opening a term
deposit with a tenure of 444
days and up to 7.25% for a
period of 3 yrs and above,
Indian Overseas Bank said.
Foreign currency deposi-
tors shall be paid an inter-
est rate up to 4.25% by open-
ing FCNR (B) term deposits
with the bank, it said.

total number of Muslim, Yadav and Dalit voters in Rampur, which
is considered a bastion of Samajwadi Party and Azam Khan, is
around 65 percent. In this by-election, Naqvi organised 'Khichdi
Panchayats' in every village there, without a stage, without
speech, sat among the people on the ground and listened to
them and spoke, this formula became a hit. It has to be seen when
Naqvi is able to cook his 'Khichdi'.
Himachal has brought a cool breeze of peace
for Congress which is drowning in the political

Chief Controller (Enforcement) Raghu- veer Saini informed that a scheme was de- veloped without obtain- ing necessary approv- als from the JDA. Similarly, illegal vil- las were demolished in the Tirupati Nagar scheme of Khedi Gokul- pura village for violat- ing building by-laws. The JDA had served a notice to the builder, following which, the builder appealed in the JDA tribunal. The en- forcement officials razed the villas. First India Bureau Sikar: A 15-year-old girl was killed after being run over by a speeding roadways bus in Sikar on Saturday. Police in- formed the victim has been identified as Nazia Bano, studying at Ma- hatma Gandhi School. “The incident occurred in Dujod village of Sikar district on Saturday morning when the girl was going to school. The speeding roadways bus hit the girl, following which, she died on the spot.Thelocalsgathered at the spot and jammed the road,” police said. First India Bureau Jaipur: Lok Sabha Speaker Om Birla will come to Jaipur today. He will come from Delhi at 9 am in Indigo flight. Birla will reach Raj Bhavan and will at- tend the program to be held at the Youth Hostel at 11:30 am. He is also scheduled to attend a proposed program at Galta Gate at 12:45 pm. Jodhpur: Asaram Bapu who is serving life imprison- ment for raping a minor girl was taken from the central jail to AIIMS hospital in Jodhpur due to dental on Saturday amid tight security. In this accident, Sua Kanwar suffered 60 to 70% burns, Sajjan Kanwar 80 to 90% and Poonam 80 to 90%. The maximum number of deaths so far are of chil- dren. Of the total dead, 7 are children. On the other hand, the last rites took place throughout the day in the village. The souls of relatives and villagers who were performing the last rites were shaken by pyres burnt together. Chandigarh (PTI): Following a rocket-pro- pelled grenade attack on a police station in Punjab’s Tarn Taran district, state’s Opposi- tion parties on Satur- day demanded Chief Minister Bhagwant Mann’s resignation and said it was the “direct result” of the Aam Aad- mi Party (AAP) govern- ment’s “apathy” in maintaining law and order. Speaking at CII Global Economic Policy Summit in New Delhi, Singh noted that the active participa- tion of the Indian states would be critical for meet- ing India’s net zero commit- ments. He added that mini- mising the degree of risks in this transition would be a key priority area and that it is important to work out a mechanism in which the states could become active participants in the process. He was speaking at the session ‘Centre-State Part- nerships: Reforms, Ex- ports, Sustainability’ at the event, organised by the Confederation of Indian Industry . “The orderly movement from the era of fossil fuels to renewable energy is a daunting challenge,” Sin- gh stated. In the context of decarbonisation, he said that the important deci- sion to be taken would be on the kind of taxes which can be levied and the ben- efits these taxes would bring in facilitating decar- bonisation. All taxes on fossil fuels must be designed to facili- tate India’s transition to a green economy . In this con- text, the “changing pat- terns of agriculture will be central to reducing fossil fuels and helping in the green transition”. On India’s exports, Sin- gh said that 80 per cent of India’s exports come from only six states, with 22 states having negligible contributions to India’s overall exports. “Harness- ing and augmenting India’s export capabilities re- quires incentivisation” Singh emphasised. URBANISATION Urbanisation is an important engine of growth, but disor- derly patterns of urbanisation could have downsides in terms of growth potential, Singh cautioned. Noting that incubating new urban cities is an aspect that deserves significant attention, he suggested that a robust grant for seed capital can facilitate the creation of new cities, which the ministry of urban develop- ment must consider for reducing unplanned urbanisation. The chairman of Fifteenth Finance Commission also suggested that property tax could be an impor- tant source of revenue for the urban local bodies, which face significant difficulties in terms of raising significant revenues. AIR INDIA CLOSE TO SIGNING DEAL FOR 150 BOEING 737 MAX JETS, SAYS REPORT Mumbai(FIB): Air India is close to signing an order with Boeing Co to acquire up to 150 737 Max jets, the ET reported on Saturday, citing sources. The Tata Group-owned Indian car- rier will likely place a firm order for 50 737 Max planes with an option to pick up as many as 150. Industry sources had said in July that Air India was moving closer to a de- cision on a mega order worth $50 billion at list prices to be split between Airbus and Boeing, which included up to 300 narrow- body and 70 widebody jets. The reported order would be a win for Boeing, which is looking to boost its capacity in India to keep pace with rising demand in the world’s fastest-growing major aviation market. Boeing’s last mega order in India came in 2021 when low-cost airline Akasa struck a deal to buy 72 737 MAX jets, valued at nearly $9 billion at list prices. Indian skies are domi- nated by low-cost carriers including IndiGo, SpiceJet and AirAsia, with majori- ty of them operating Air- bus narrowbody planes. SpiceJet, Boeing’s biggest customer in India, has 155 MAX planes on order. De- positors of domestic, non- resident external would re- ceive interest rates up to 7.30% by opening a term deposit with a tenure of 444 days and up to 7.25% for a period of 3 yrs and above, Indian Overseas Bank said. Foreign currency deposi- tors shall be paid an inter- est rate up to 4.25% by open- ing FCNR (B) term deposits with the bank, it said.
