‘EYE IN THE SKY’ TO
KEEP VIGIL!
In what could be termed as
a major administrative step
in order to keep a track on
contractors, Dy CM Deven-
dra Fadnavis informed that
now monitoring of contrac-
tors during the construc-
tion of roads will be done
through satellite. During
the construction of roads
in Maha including Mumbai,
satellite will keep an eye
on the quality and speed
of work. This decision has
been taken to ensure timely
completion of projects and
to maintain quality of road
construction.

Mumbai: Deputy Chief Minister Devendra Fadnavis said
that Chief Minister Eknath Shinde has set a vision to
change the face of Mumbai. "Mumbai Municipal Corpora-
tion is competent. Its format has also been prepared to
make Mumbai clean, beautiful and well equipped. Under
this, the project of beautifying walls, concretizing roads,
constructing 20,000 toilets and cleaning it 24 hours a
day will be run. Double the funds would be given. Toilets,
community washing machines will be
made available in slums also under
this programme. Along with this,
lighting will be done through hanging

border villages were
demanding merger into

even before the forma-

rashtra borders want to
get out of the state. This
is not creditable,” said
Athawale, who hails
from Maharashtra.
It is not just the case
with the villages in Ma-
harashtra located along
the Karnataka border,
but even those border-
ing Madhya Pradesh
and Gujarat want to get
merged into the neigh-
bouring states, he said.
“The Maharashtra
government, under the
leadership of Eknath
Shinde and Devendra
Fadnavis, should re-
solve this issue,” assert-
ed the Union Minister
of State for Social Jus-
tice and Empowerment.
Athawalesaidthebor-
der issue was in the
court at present. “But
the state should ensure
that these villages get all
the facilities. It should
ensure that these villag-
es are retained in the
state,” he said. “I will
soon meet CM Shinde
and Fadnavis to discuss
the issue,” he added.
The decades-old rag-
ing dispute between
the two states spilled
onto roads earlier this
week with stones being
hurled at vehicles en-
tering Karnataka from
the Maharashtra side
near a toll booth at
Hirebaugwadi in Bela-
gavi district. Similarly,
some buses from Kar-
nataka were defaced in
Pune district by politi-
cal activists.

Mumbai: The Central
Railway (CR) will be work-
ing on its fifth and sixth
lines in a mega block. The
railways will be engaging
in various maintenance
and engineering tasks on
the suburban sections of
the two lines that will be
under the mega block. The
CR has warned of delays
and cancellations for
trains on the Thane-Kalyan
lines. “The maintenance
mega block is essential
for infrastructure upkeep
and safety. Passengers
are requested to bear with
the Railway Administra-
tion for the inconvenience
caused,” the Central
Railway said in a press
statement.

Navi Mumbai: Taloja po-
lice have arrested three
persons and claimed to
have solved at least three
cases of debit card swap
cheating at ATM kiosks
under its jurisdiction.
The police also recovered
a total of 97 debit cards
from them. The arrested
accused were identified
as Ganesh Londte (24),
a resident of Ulhasna-
gar, Ajay Yadav (25), a
resident of Ulhasnagar
and Vicky Pillay (28), a
resident of Ambernath.
During interrogation,
they confessed to having
committed crimes in
Navi Mumbai, Thane,
Raigad, Pune, Ratnagiri

Mumbai: An offence has been registered against a man for
allegedly cutting birthday cakes with a sword at a party in
the Cuffe Parade area of south Mumbai, police said on Sat-
urday. The matter came to light after videos of the birthday
celebration went viral on social media, an official said. In
one of the videos, the man could be seen cutting multiple
cakes using a sword, he said. The Cuffe Parade police have
registered FIR under relevant sections of the Indian Penal
Code, the official added.

“This case should

sides,” he said.
TWO BROTHERS AMONG THREE HELD FOR
MURDER OF 25-YR-OLD IN THANE DISTRICT
Thane: Police in Thane have arrested three persons includ-
ing two brothers for allegedly killing a 25-year-old man in
the Badlapur area of the district two days ago, an official
said on Saturday. The accused had a monetary dispute
with victim Shravankumar Mohanram Bishnoi, said an
official of Badlapur West police station. On December 08,
they allegedly invited him home for tea and strangled him.
All three were booked for murder under Indian Penal Code
section 302 on Friday. Further investigation is underway.

after the reorganization
of states on linguistic
lines. Maharashtra had
laid claim to Belagavi,
which was part of the
erstwhile Bombay
Presidency as it has
a sizable Marathi-
speaking population.
Karnataka CM Basa-
varaj Bommai recently
sought a merger of
“Kannada-speaking”
areas in Maharashtra’s
Akkalkot and Solapur
and had also said some
villages in Jat taluka of

Thane: An FIR has been
registered against a police
constable for allegedly de-
manding Rs25,000 from a
man against whom a case
of cheating was lodged,
the Anti-Corruption Bureau
(ACB) said on Saturday.
The constable is posted
at Naupada police station
in the city and the case
against him was registered
at the same police station
on Friday, it said. “The con-
stable demanded Rs25,000

was lodged at Naupada
police station. He made the
demand for not registering
a case,” ACB said.

Thane: A 19-year-old man
was arrested for alleg-
edly stalking, flashing and
sexually harassing a preg-
nant woman at Mumbra
in Thane city, police said
on Saturday. The incident

the next day, they said.
“The victim was returning
to her parent’s home from
her in-law’s place around 3

on Thursday, he said. In
April 2021 the two men,
posing as businessmen,
visited a jewellery shop in
Zaveri Bazar area here and
purchased jewellery worth
Rs 1.13 crore. But they did
not pay up immediately
on some pretexts. When
they stopped responding
to reminders, the jeweller
approached the LT Marg
police station here and an
FIR was registered, the
official said.
3 CHILD LABOURERS RESCUED, FACTORY
MANAGER ARRESTED BY COPS IN THANE
Thane: Police have arrested the manager of a factory for
allegedly employing three children as workers at his unit
in Thane district, police said. The Anti-Human Traffick-
ing Cell (AHTC) of the Mira Bhayandar-Vasai Virar Police
Commissionerate took the action on Friday and rescued
the three children. “Acting on a tip-off that some children
were employed as workers in the factory located at Navghar
in Bhayandar, the police raided the premises on Thursday.
Three children were found working on electric metal press
and electric furnace,” an official release said. They were
rescued and the 50-year-old manager of the factory was
arrested, it said. A search is on to trace the owner of the
factory, it said.

mumbai Municipal Cor-
poration (BMC) has
taken punitive action
against 179 teachers, of
which 87 were fined or
their increment was
halted for poor show by
the students between
2018 and 2022. Accord-
ing to an RTI response,
other actions such as is-
suing memos against 92
teachers has also taken.
The performance of
civic school primary
teachers was assessed
using 2017 students’ re-
sults. According to the
BMC Education Officer
Rajesh Kankal, the
teachers are evaluated
based on student per-
formance and accord-
ingly they are awarded,
fined, memos issued or
increment halted.
“The minimum ac-
tion is to give them a
written warning or in
an extreme case, the in-
crement is halted per-
manently
. However, the
action is determined by
the nature of their
work-related igno-
rance,” Kankal said.
The Praja Founda-
tion’s(anon-governmen-
tal organization) recent-
lyreleasedannualreport
onthestateof municipal
education—which men-
tions the RTI reply— re-
vealedthat204teachers/
heads of schools were
awarded certificates for
good performance of
their students.
The civic education
department’s circular
of October 2017 stated
that teachers of the pri-
mary section (Class I-
VIII) have to ensure
that students meet 25
parameters, including
attendance and skills in
math and languages.
They were to be reward-
ed and given preference
in the Mayor’s award or
fined between Rs100-
2,000 on the basis of a
class success rate.
Most primary stu-
dents from schools in F/
North(Wadala,Sion),P/
North (Malad) and M/E
(Govandi) wards scored
an average of 78% in
language skills and 81%
were able to solve math-
ematical problems in
Class V
. While in Class
VIII, 81% of students on
average were proficient
in language skills
and 84% in solving
maths in 2021-2022.
The teachers are evaluated based on stu-
dent performance and accordingly they are
awarded, fined, memos issued or increment
halted. The minimum action is to give them a writ-
ten warning or in an extreme case, the increment is
halted permanently. However, the action is deter-
mined by the nature of their work-related ignorance.

Corporation (BMC) will
start desilting of nul-
lahs from March 2023.
According to the
sources, the civic body
aims to remove around 5
lakh tonnes of silt from
nullahs. Last year, BMC
spent around Rs180
crore on desilting work.
After the 2005 flood,
thecivicbodystartedde-
silting the nullahs in
and around the city and
suburbs before the mon-
soon season. There are
254.67km of major nul-
lahs, 443.84km of minor
nullahs, and 21.35 km of
the Mithi river that have
tobecleanedupinMum-
bai and the suburbs.
“We have planned to
start the desilting work
from March. If we start
work as per this sched-
ule we will get three
months for desilting.
We are in the adminis-
trative process to take
permission to invite a
tender,” said Chief En-

The incident came to

not too happy a situation for
a party where every leader

back Congress top brass had
a tough task of choosing a
chief ministerial candidate.

the Old Pension Scheme

pension in 20-21 totalled Rs
6,088 crore. The incoming rev-

There is also little scope of
creating new sources of rev-
enue in the small hill state.
On the political front, the
Congress government may
remain shaky after the re-
buff to Pratibha Singh. For
this the government’s sta-
bility is more important

I do not know why I am writing to you, for we are both busy men and I have no desire to add
to your work. But Devadas Gandhi has sent me a copy of a letter you wrote him on the 16
July and this has produced an urge in me to write to you.
Forty years ago, when I was 18 and an undergraduate at Cambridge, I heard you address a
meeting there. I have not seen you again since then, nor have I ever written to you. But, like
many of my generation, we have grown up in company with your writings and books. I sup-
pose a part of myself, such as I am today, has been
moulded by that reading. I do not know if that would
do you any credit.
Because, in a sense, you have been near to me, or
rather near to my thoughts, I have often wanted to
come in closer touch with you and to meet you. But
opportunities have been lacking and then I felt that
the best way to meeting you was to read what you
had written……
…….. Life has become so cheap that it does not
seem of very much consequence whether a few
criminals are put to death or not. Sometimes one
wonders whether a sentence to live is not the hardest
punishment after all.
I must apologise to you for those of my country-
men who pester you for your views on India. Many
of us have not outgrown our old habit of seeking
testimonials from others. Perhaps that is due to a certain lack of faith in ourselves. Events
have shaken us rather badly and the future does not appear to be as bright as we imagined it

There is a chance of my going to England for two or three weeks in October next. I would

der district and it hit

lice station on the Am-
ritsar-Bathinda high-
way.
This is the second
such incident in the
state in seven months.
In May this year, a rock-
et-propelled grenade
(RPG) was fired at the
Punjab Police’s Intelli-
gence headquarters lo-
cated in Mohali.

Chennai: Hours after Cyclone Mandous made
landfall, videos from Tamil Nadu showed its
capital's Marina Beach here submerged under at
least a foot of water. The visuals on social media
showed the many public utilities on the beach
bearing brunt of the storm. The joy wheel for
children jutting out of water, shanties covered and
floating as their owners wore sad looks, besides
swings and chairs standing aloof without their oc-
cupants at the famous beach that every day sees
thousands of visitors. While the Saturday pic-
tures showed the beach inundated, Friday it was
all windy with sand blowing around. Water had
reached the main road near the beach. Chennai
and several other parts of Tamil Nadu witnessed
heavy rain and strong winds as the cyclonic storm
crossed the state on Saturday after landfall.

Tamil Nadu: State-owned NTPC Ltd has commenced the commercial
operation of its solar photo-voltaic project in Tamil Nadu.With this, the
standalone installed and commercial capacity of NTPC Ltd has become
57,801.27 MW while the group installed
capacity grew to 70,416.27 MW, the com-
pany said on Saturday. According to the
company, the 230MW Ettayapuram solar
PV project is being developed under the
Central Public Sector Undertaking (CPSU)
scheme Phase-II Tranche-I of the Ministry
of New and Renewable Energy.The project was won by NTPC through
the Viability Gap Funding based competitive bidding done by Solar

Chairman, Fifteenth Fi-
nance Commission.
Speaking at CII Global
Economic Policy Summit
in New Delhi, Singh noted
that the active participa-
tion of the Indian states
would be critical for meet-
ing India’s net zero commit-
ments. He added that mini-
mising the degree of risks
in this transition would be
a key priority area and that
it is important to work out
a mechanism in which the
states could become active
participants in the process.
He was speaking at the
session ‘Centre-State Part-
nerships: Reforms, Ex-
ports, Sustainability’ at the
event, organised by the
Confederation of Indian
Industry
.
“The orderly movement
from the era of fossil fuels
to renewable energy is a
daunting challenge,” Sin-
gh stated. In the context of
decarbonisation, he said
that the important deci-
sion to be taken would be
on the kind of taxes which
can be levied and the ben-
efits these taxes would
bring in facilitating decar-
bonisation.
All taxes on fossil fuels
must be designed to facili-
tate India’s transition to a
green economy
. In this con-
text, the “changing pat-
terns of agriculture will be
central to reducing fossil
fuels and helping in the
green transition”.
On India’s exports, Sin-
gh said that 80 per cent of
India’s exports come from
only six states, with 22
states having negligible
contributions to India’s
overall exports. “Harness-
ing and augmenting India’s
export capabilities re-
quires incentivisation”
Singh emphasised.
URBANISATION
Urbanisation is an important
engine of growth, but disor-
derly patterns of urbanisation
could have downsides in terms
of growth potential, Singh
cautioned. Noting that incubating
new urban cities is an aspect that
deserves significant attention,
he suggested that a robust grant
for seed capital can facilitate the
creation of new cities, which
the ministry of urban develop-
ment must consider for reducing
unplanned urbanisation. The
chairman of Fifteenth Finance
Commission also suggested that
property tax could be an impor-
tant source of revenue for the
urban local bodies, which face
significant difficulties in terms of
raising significant revenues.
AIR INDIA CLOSE TO SIGNING DEAL FOR

Mumbai(FIB): Air India
is close to signing an order
with Boeing Co to acquire
up to 150 737 Max jets, the
ET reported on Saturday,
citing sources. The Tata
Group-owned Indian car-
rier will likely place a firm
order for 50 737 Max planes
with an option to pick up
as many as 150.
Industry sources had
said in July that Air India
was moving closer to a de-
cision on a mega order
worth $50 billion at list
prices to be split between
Airbus and Boeing, which
included up to 300 narrow-
body and 70 widebody jets.
The reported order
would be a win for Boeing,
which is looking to boost
its capacity in India to
keep pace with rising
demand in the world’s
fastest-growing major
aviation market.
Boeing’s last mega order
in India came in 2021 when
low-cost airline Akasa
struck a deal to buy 72 737
MAX jets, valued at nearly
$9 billion at list prices.
Indian skies are domi-
nated by low-cost carriers
including IndiGo, SpiceJet
and AirAsia, with majori-
ty of them operating Air-
bus narrowbody planes.

tor Indian Overseas Bank
has revised the interest
rates on its domestic, for-
eign currency non-resident
(banking) term deposits
with immediate effect, the
city-based lender said. De-
positors of domestic, non-
resident external would re-
ceive interest rates up to
7.30% by opening a term
deposit with a tenure of 444
days and up to 7.25% for a
period of 3 yrs and above,
Indian Overseas Bank said.
Foreign currency deposi-
tors shall be paid an inter-
est rate up to 4.25% by open-
ing FCNR (B) term deposits
with the bank, it said.

The accused, who were untraceable for the last one year, were nabbed from Indore by a team of the Lokmanya Tilak Marg Police Station on Thursday, he said. In April 2021 the two men, posing as businessmen, visited a jewellery shop in Zaveri Bazar area here and purchased jewellery worth Rs 1.13 crore. But they did not pay up immediately on some pretexts. Three children were found working on electric metal press and electric furnace,” an official release said. They were rescued and the 50-year-old manager of the factory was arrested, it said. A search is on to trace the owner of the factory, it said. Accord- ing to an RTI response, other actions such as is- suing memos against 92 teachers has also taken. The performance of civic school primary teachers was assessed using 2017 students’ re- sults. According to the BMC Education Officer Rajesh Kankal, the teachers are evaluated based on student per- formance and accord- ingly they are awarded, fined, memos issued or increment halted. “The minimum ac- tion is to give them a written warning or in an extreme case, the in- crement is halted per- manently . However, the action is determined by the nature of their work-related igno- rance,” Kankal said. The Praja Founda- tion’s(anon-governmen- tal organization) recent- lyreleasedannualreport onthestateof municipal education—which men- tions the RTI reply— re- vealedthat204teachers/ heads of schools were awarded certificates for good performance of their students. The civic education department’s circular of October 2017 stated that teachers of the pri- mary section (Class I- VIII) have to ensure that students meet 25 parameters, including attendance and skills in math and languages. They were to be reward- ed and given preference in the Mayor’s award or fined between Rs100- 2,000 on the basis of a class success rate. Most primary stu- dents from schools in F/ North(Wadala,Sion),P/ North (Malad) and M/E (Govandi) wards scored an average of 78% in language skills and 81% were able to solve math- ematical problems in Class V . While in Class VIII, 81% of students on average were proficient in language skills and 84% in solving maths in 2021-2022. The teachers are evaluated based on stu- dent performance and accordingly they are awarded, fined, memos issued or increment halted. In the rally, Shah had said, “During the Con- gress rule in Gujarat (before 1995), commu- nal riots were rampant. Congress used to incite people of different com- munities and castes to fight against each other. Through such riots, Congress strengthened its vote bank and did in- justice to a large section of the society .” He had claimed that Gujarat witnessed ri- ots in 2002 because the perpetrators became habituated to indulg- ing in violence due to the prolonged support they received from the Congress. “But after they were taught a lesson in 2002, these elements left that path (of violence). They refrained from indulg- ing in violence from 2002 till 2022. He added that mini- mising the degree of risks in this transition would be a key priority area and that it is important to work out a mechanism in which the states could become active participants in the process. He was speaking at the session ‘Centre-State Part- nerships: Reforms, Ex- ports, Sustainability’ at the event, organised by the Confederation of Indian Industry . “The orderly movement from the era of fossil fuels to renewable energy is a daunting challenge,” Sin- gh stated. In the context of decarbonisation, he said that the important deci- sion to be taken would be on the kind of taxes which can be levied and the ben- efits these taxes would bring in facilitating decar- bonisation. All taxes on fossil fuels must be designed to facili- tate India’s transition to a green economy . In this con- text, the “changing pat- terns of agriculture will be central to reducing fossil fuels and helping in the green transition”. On India’s exports, Sin- gh said that 80 per cent of India’s exports come from only six states, with 22 states having negligible contributions to India’s overall exports. “Harness- ing and augmenting India’s export capabilities re- quires incentivisation” Singh emphasised. URBANISATION Urbanisation is an important engine of growth, but disor- derly patterns of urbanisation could have downsides in terms of growth potential, Singh cautioned. Noting that incubating new urban cities is an aspect that deserves significant attention, he suggested that a robust grant for seed capital can facilitate the creation of new cities, which the ministry of urban develop- ment must consider for reducing unplanned urbanisation. The chairman of Fifteenth Finance Commission also suggested that property tax could be an impor- tant source of revenue for the urban local bodies, which face significant difficulties in terms of raising significant revenues. AIR INDIA CLOSE TO SIGNING DEAL FOR 150 BOEING 737 MAX JETS, SAYS REPORT Mumbai(FIB): Air India is close to signing an order with Boeing Co to acquire up to 150 737 Max jets, the ET reported on Saturday, citing sources. The Tata Group-owned Indian car- rier will likely place a firm order for 50 737 Max planes with an option to pick up as many as 150. Industry sources had said in July that Air India was moving closer to a de- cision on a mega order worth $50 billion at list prices to be split between Airbus and Boeing, which included up to 300 narrow- body and 70 widebody jets. The reported order would be a win for Boeing, which is looking to boost its capacity in India to keep pace with rising demand in the world’s fastest-growing major aviation market. Boeing’s last mega order in India came in 2021 when low-cost airline Akasa struck a deal to buy 72 737 MAX jets, valued at nearly $9 billion at list prices. Indian skies are domi- nated by low-cost carriers including IndiGo, SpiceJet and AirAsia, with majori- ty of them operating Air- bus narrowbody planes. SpiceJet, Boeing’s biggest customer in India, has 155 MAX planes on order. De- positors of domestic, non- resident external would re- ceive interest rates up to 7.30% by opening a term deposit with a tenure of 444 days and up to 7.25% for a period of 3 yrs and above, Indian Overseas Bank said. Foreign currency deposi- tors shall be paid an inter- est rate up to 4.25% by open- ing FCNR (B) term deposits with the bank, it said.
