INDIAN OCEAN:
INDIA’S MOVES TO
PROTECT INTERESTS
fter suffering a setback at the hands of Mau-
ritius, which forced India to withdraw its
military personnel from the island-nation and
cancelled its hydrology agreement with the Indian
Navy, Lakshadweep has emerged as a better option for
surveilling the Indian Ocean where an expansionist
China poses a threat to India’s maritime interests. To
counter China’s moves and for “better coverage of the
Indian Ocean”, the Indian Navy’s INS Jatayu is to be
commissioned in Lakshadweep’s Minicoy Island
which will come up as a new base. Reportedly, Indian
Navy’s aircraft carriers INS Vikramaditya and INS
Vikrant would both be operating near Lakshadweep.
To further boost its presence in the Indian Ocean
region Prime Minister Narendra Modi and Prime
Minister of Mauritius Pravind Jugnauth inaugurated
the St James Jetty on North Agalega Island. North
Agalega belongs to Mauritius. India asserts that the
new facility is in keeping with its commitment to the
vision of Security and Growth for All in the Region.
A
THE STARK DIFFERENCE
BETWEEN BJP CONG
he ease with which the Bharatiya Janata
Party has been able to drop some of its sitting
MPs in place of new faces stands in stark
contrast with the Congress where party leaders are
making a beeline for other political parties even with-
out getting a short shrift. Standing by a party in crisis
is no longer a trait found in Congress leaders. Kripa
Shankar Singh, the former Maharashtra Pradesh
Congress Committee president is just one of them.
But he is not alone. Singh joined the BJP in 2021
when he was facing graft charges for assets dispro-
portionate to his known sources of income. Joining
BJP provided him
safety. If he wins
from Jaunpur, his fu-
ture will be taken
care of.
The list of those
leaving keeps getting
longer but Rahul
Gandhi seems bliss-
fully complacent
about preventing this
exodus. Some of the
outgoing leaders may
have joined the BJP
fearing action from
the CBI and Enforce-
ment Directorate but
most of them have
left the party either
due to the fear of be-
ing sidelined or the
haughtiness of senior party leaders. In private con-
versations, party leaders talk of low morale and sheer
hopelessness of the party’s prospects in elections.
Sonia Gandhi taking the Rajya Sabha route instead
of contesting from Rae Bareli or Amethi Lok Sabha
seat has not sent a positive message either. Priyanka
Gandhi’s name is being discussed for one of the fam-
ily bastions but it may be too late for her to perform
a miracle if she decides to contest from either seat.
She should have been launched much earlier.

ANTI-INDIA
AGENDA
The country has seen
three regimes of corrupt
military rule: 1958- 71,
1977 – 1988, and 1999-
2007. Even during periods
of civilian rule, power
would typically oscillate
between the Pakistan
Muslim League (PML)
and the Pakistan Peo-
ple’s Party (PPP) but the
military remained the de
facto power broker, forging
and dissolving alliances
and governments that best
suited its interests.
Most Pak rulers have
thrived on Anti-India
agenda and have fought
three unsuccessful full-
fledged wars and one
limited conflict since
independence. Despite hu-
miliating defeats Pakistan
continues waging a proxy
war against India through
perpetuating terrorism in
Kashmir and rest of India.

the twenty-nine prime min-
isters since independence,
none have completed a full
five-year term. Most Pak
rulers have thrived on Anti-

full-fledged wars and one
limited conflict since inde-
pendence. Despite humiliat-
ing defeats Pakistan contin-
ues waging a proxy war

petuating terrorism in Kash-
mir and rest of India.
Having harboured and

Al-Qaeda,Lashkar-e-Omar,

CURRENT SCENARIO
The situation post recent
elections has created more
instability in Pakistan and
despitePMLandPPPform-
ing a government with me-
diation ofArmy by denying
the PTI a chance to stake
claims is only indicative of
the fact that the political
turmoil is far from over.
Pakistan is grappling

fuelled public discontent.
The role played by army

iteratestheperceptionofthe
military’s meddling in po-
liticalmattersandhasraised
concerns about democratic
processes and civilian con-
trol over governance.
Pakistan has been grap-
pling with the rise of radi-
calization and extremist ide-
ologies within certain seg-
ments of society. Militant
groups pose a significant
threat to stability and pre-
sentsariskofproliferationof
nuclear components or fis-
silematerialinwronghands.
CONCERNS FOR INDIA
A political and economic
meltdown leading to wide-
spread chaos and social
unrest in Pakistan can cre-
ate a volatile environment
in the region and being its
immediate neighbour di-
rectly affects India’s secu-
rity interests.
A destabilised Pakistan
creates the risk for further
proliferation of militant
groups in the region posing
greater risk of international
terrorist attacks including
the probability of nuclear
components or fissile ma-
terial falling in wrong
hands, thus has severe im-
plications for the entire
region, including India.
Inthepast,duringperiods
of internal instability, Paki-
stan has attempted to divert
attention and rally support
by escalating tensions with
India. Any provocative ac-
tions or attempts to divert
attention from internal is-
sues could lead to increased
border tensions and rise in
cross border terrorism, pos-
ing risks to regional stabili-
ty. Thus, India needs to ex-
ercise caution and adopt a
prudent approach.
WAY AHEAD
New government of PML
and PPPhas to aim at wider
national consensus to in-
clude PTI and Army to ad-
dress issues of corruption,
improving public service
delivery, and ensuring the
ruleoflaw.Atthesametime
make efforts to strengthen
democratic institutions, en-
hance transparency, and
promote good governance.
Pakistan needs to accel-
erate its efforts to counter
terrorism effectively and
relay a message of sincerity
to global fora. Enhance its
border security and coop-
eration with neighbouring
countries, including intel-
ligence sharing to mould
the environment for curb-
ing cross-border terrorism.
Addressing socio-eco-
nomic disparities and pro-
moting inclusive develop-
ment are essential to under-
mine the appeal of radical
ideologies. This involves
investing in education,
healthcare, infrastructure,
and job creation to uplift
marginalized communities.
Improve home security
environment and balance
respect for civil liberties,
human rights, and the rule
of law. Striking a balance
between security measures
and preserving individual
freedoms is essential for
maintaining societal har-
mony and preventing fur-
ther radicalisation.
Pakistan has to work on
stopping cross-border ter-
rorism and India may have
to consider to recommence
talks. The only way out is
political leadership of both
countries have to do or
undo domestic political
narrative building.
Both India and Pakistan
can work on softening the
visa regime, promoting re-
ligious tourism, encourag-
ing people-to-people con-
tact, restarting bilateral
trade and fight common
challenges such as climate
change, water scarcity and
improvement in human de-
velopment indicators.
2024isayearofelections
both for India and Pakistan
and both can win mutual
trust and move on to work
together to promote peace
and harmony in the region.
The beginning can be made
with filling up of positions
for high commissioners by
both the countries.

In an interview to PTI,
he said India’s well-craft-

manufacturers to set up
new fabs (semiconductor
fabrication plants) and
pouring investment in
related sectors.
Semiconductors are
an essential component
of electronic devices,
and are used in automo-

tories of best known au-

high-stake semiconduc-
tor manufacturing. The
Prime Minister Naren-
dra Modi-led govern-
ment’s Rs 76,000 crore
of incentives have got
four players including
Micron and Tatas.
Vaishnaw said the
country already has
roughly one-third of
global design talent.
His government is
leveraging this and In-
dia’s geopolitical clout
to become an indispen-
sable partner for tech
ambitions of the US,
which like other western
economies, is looking to
decouple their supply
chains from China.
Beijig’s draconian
lockdowns had disrupt-
ed global chip supply
and sent companies and
governments on a hunt
for alternative sources of
production.
India is offering itself
as a democratic and
trusted alternative tech
hub to China.
The government has
also approved a proposal
by Tatas to build a green-
field semiconductor as-
sembly and test facility
in Jagiroad, Assam. The
facility will be built with
an investment outlay of
Rs 27,000 crore and is
expected to generate over
27,000 direct and indirect

asking how soon do
we go to India...that is

The Congress on Sun-

The Congress’attack
came after party leader

REVENUE BOARD TRAVAIL
50% posts empty despite major reshuffles in Raj bureaucracy
Rajendra Chhabra
Jaipur
espite the jumbo
transfer lists of
IAS and RAS
officers, 10 posts of mem-
bers in the Board of Rev-
enue remained vacant. In
the IAS transfer list that
came suddenly on Satur-
day, only one member,
Mahendra Soni, has been
given posting in the
Board. Still, 3 out of the
quota of 5 members of
IAS and 5 out of the quo-
ta of 10 members of RAS
officers remain vacant in
the board. Both the posts
of Advocate quota are
also lying vacant. In this
way, against the strength
of 20 members, only 10
members are working in
the board and 10 posts, 50
percent, are lying vacant.
The reality is that no
IAS or RAS officer wants
to go to the Revenue
Board. Apart from Ma-
hendra Soni, another IAS
memberRamDayalMee-
na is posted there. Ram
Dayal Meera has been
working there since Janu-
ary 2021.
Both the present IAS
members – Ram Dayal
Meera and Mahendra
Soni are promotee IAS
officers. In the past too,
most of the time, the pro-
motee officers have been
IAS members.
It is not a hidden fact
that a direct recruit IAS
officer does not want to
go to the Board of Reve-
nue. Even if the govern-
ment sends them, they
return back within a few
months. One such exam-
ple is that of Manju Raj-
pal (2000 batch IAS of-
ficer). She went to Ajmer
in September 2021 and
returned to Jaipur only
after 7 months in April
2022.The same applies in
the case of RAS officers
also. About 500 RAS of-
ficers have been reshuf-
fled in the new govern-
ment but 5 vacant posts in
the Revenue Board could
not be filled.The RAS of-
ficers, if posted in the
board, are given special
financial benefits but de-
spite that no RAS officer
is ready to go there.
The problem is that
IAS or RAS officers con-
sider the posting of Rev-
enue Board member in
Ajmer as marginal and
punitive posting. Further,
the way the image of Rev-
enue Board has been tar-
nished due to the ACB
raids in the previous
Ashok Gehlot govern-
ment when senior IAS of-
ficer R. Venkateshwaran
was the chairman, the of-
ficers have even started
fearing going there.
However, after taking
over as Chairman of the
Board in August 2021,
Rajeshwar Singh has
made tireless efforts to
improve the image and
direction of the Board.
The situation has also
improved. But the situa-
tion of vacant posts of
members remains as bad
even today.
On the other hand, the
advocate appearing in the
Board has filed a writ in
the High Court that RAS
officers should not be
made members in the
Board because it is not ap-
propriate for them to hear
the appeals against the
decisions of Collectors
and DCs.
Current Chairman
Rajeshwar Singh will also
retire after four months in
July. He has given stabil-
ity to the work of the
board despite the shortage
of members. The govern-
ment will also have to
search for his successor.

Anurag Thakur@ianuragthakur IN-DEPTH INDIAN OCEAN: INDIA’S MOVES TO PROTECT INTERESTS fter suffering a setback at the hands of Mau- ritius, which forced India to withdraw its military personnel from the island-nation and cancelled its hydrology agreement with the Indian Navy, Lakshadweep has emerged as a better option for surveilling the Indian Ocean where an expansionist China poses a threat to India’s maritime interests. To counter China’s moves and for “better coverage of the Indian Ocean”, the Indian Navy’s INS Jatayu is to be commissioned in Lakshadweep’s Minicoy Island which will come up as a new base. Reportedly, Indian Navy’s aircraft carriers INS Vikramaditya and INS Vikrant would both be operating near Lakshadweep. To further boost its presence in the Indian Ocean region Prime Minister Narendra Modi and Prime Minister of Mauritius Pravind Jugnauth inaugurated the St James Jetty on North Agalega Island. North Agalega belongs to Mauritius. India asserts that the new facility is in keeping with its commitment to the vision of Security and Growth for All in the Region. A THE STARK DIFFERENCE BETWEEN BJP CONG he ease with which the Bharatiya Janata Party has been able to drop some of its sitting MPs in place of new faces stands in stark contrast with the Congress where party leaders are making a beeline for other political parties even with- out getting a short shrift. Standing by a party in crisis is no longer a trait found in Congress leaders. Kripa Shankar Singh, the former Maharashtra Pradesh Congress Committee president is just one of them. But he is not alone. Singh joined the BJP in 2021 when he was facing graft charges for assets dispro- portionate to his known sources of income. Joining BJP provided him safety. If he wins from Jaunpur, his fu- ture will be taken care of. The list of those leaving keeps getting longer but Rahul Gandhi seems bliss- fully complacent about preventing this exodus. Some of the outgoing leaders may have joined the BJP fearing action from the CBI and Enforce- ment Directorate but most of them have left the party either due to the fear of be- ing sidelined or the haughtiness of senior party leaders. In private con- versations, party leaders talk of low morale and sheer hopelessness of the party’s prospects in elections. Sonia Gandhi taking the Rajya Sabha route instead of contesting from Rae Bareli or Amethi Lok Sabha seat has not sent a positive message either. Priyanka Gandhi’s name is being discussed for one of the fam- ily bastions but it may be too late for her to perform a miracle if she decides to contest from either seat. She should have been launched much earlier. T Standing by a party in crisis is no longer a trait found in the Congress leaders. Even during periods of civilian rule, power would typically oscillate between the Pakistan Muslim League (PML) and the Pakistan Peo- ple’s Party (PPP) but the military remained the de facto power broker, forging and dissolving alliances and governments that best suited its interests. Most Pak rulers have thrived on Anti-India agenda and have fought three unsuccessful full- fledged wars and one limited conflict since independence. Despite hu- miliating defeats Pakistan continues waging a proxy war against India through perpetuating terrorism in Kashmir and rest of India. UNSTABLEPAKISTAN threattoregionalsecurity t its founding in 1947, the culturallyand religiously diverse state ofPakistanlackedaunifying force and soon plunged into politicalturmoil.Successive governments crumbled as corruption and infighting weakened the central gov- ernment, and provincial leaders retained the real power.Thecountryhasseen three regimes of corrupt militaryrule:1958-71,1977 – 1988, and 1999-2007. Evenduringperiodsofcivil- ian rule, power would typi- cally oscillate between the Pakistan Muslim League (PML)andthePakistanPeo- ple’s Party (PPP) but the military remained the de facto power broker, forging and dissolving alliances and governmentsthatbestsuited its interests. As a result, of the twenty-nine prime min- isters since independence, none have completed a full five-year term. Most Pak rulers have thrived on Anti- India agenda and have fought three unsuccessful full-fledged wars and one limited conflict since inde- pendence. Despite humiliat- ing defeats Pakistan contin- ues waging a proxy war against India through per- petuating terrorism in Kash- mir and rest of India. Having harboured and supported terror groups like Al-Qaeda,Lashkar-e-Omar, Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), ISIS-KP, and initially Tali- ban, Pakistan has been branded as Heaven for Ter- rorGroupsacrosstheWorld. Increasedinternationalpres- sure and suspension of aid byUShasforcedPakistanto make efforts to rein in these terror groups who have now become detrimental to Paki- stan own security. Among them, the most prominent andchallengingonetodayis Taliban supported Tehreek- e-Taliban-e-Pakistan (TTP). In mid Nineties, Paki- stan’s national politics saw rise of Imran Khan who cameroaringasacrusader,a beloved cricketer and pride of country. However, as the political winds shifted, the Army’s allegiance moved awayfromKhan, andhewas oustedfromthegovernment. A coalition of Opposition leaders assumed control and the old political class of the SharifandBhuttofamilywas reinstated. In the general election held in February 2024, independents aligned with Imran Khan received more votes than either of thosetwoparties.Butfinally, a deal was struck between PML,PPPandPakistanMil- itary where Shehbaz Sharif of the army-backed PML to serve as Prime Minister, and the PPPsAsifAli Zardari to be President denying Imran Khan’s Pakistan Tehreek-e- Insaf (PTI) party any chance from coming to power. CURRENT SCENARIO The situation post recent elections has created more instability in Pakistan and despitePMLandPPPform- ing a government with me- diation ofArmy by denying the PTI a chance to stake claims is only indicative of the fact that the political turmoil is far from over. Pakistan is grappling with economic challenges with record inflation and ballooning unemployment. Thedireeconomicsituation hasforcedPakistantomake difficult budgetary cuts and raise taxes to meet IMF de- mands, leading to public unrest.Widespreaddissatis- faction with governance and corruption have further fuelled public discontent. The role played by army in current political crisis re- iteratestheperceptionofthe military’s meddling in po- liticalmattersandhasraised concerns about democratic processes and civilian con- trol over governance. Pakistan has been grap- pling with the rise of radi- calization and extremist ide- ologies within certain seg- ments of society. Militant groups pose a significant threat to stability and pre- sentsariskofproliferationof nuclear components or fis- silematerialinwronghands. CONCERNS FOR INDIA A political and economic meltdown leading to wide- spread chaos and social unrest in Pakistan can cre- ate a volatile environment in the region and being its immediate neighbour di- rectly affects India’s secu- rity interests. A destabilised Pakistan creates the risk for further proliferation of militant groups in the region posing greater risk of international terrorist attacks including the probability of nuclear components or fissile ma- terial falling in wrong hands, thus has severe im- plications for the entire region, including India. Inthepast, duringperiods of internal instability, Paki- stan has attempted to divert attention and rally support by escalating tensions with India. Any provocative ac- tions or attempts to divert attention from internal is- sues could lead to increased border tensions and rise in cross border terrorism, pos- ing risks to regional stabili- ty. Thus, India needs to ex- ercise caution and adopt a prudent approach. WAY AHEAD New government of PML and PPPhas to aim at wider national consensus to in- clude PTI and Army to ad- dress issues of corruption, improving public service delivery, and ensuring the ruleoflaw.Atthesametime make efforts to strengthen democratic institutions, en- hance transparency, and promote good governance. Pakistan needs to accel- erate its efforts to counter terrorism effectively and relay a message of sincerity to global fora. Enhance its border security and coop- eration with neighbouring countries, including intel- ligence sharing to mould the environment for curb- ing cross-border terrorism. Addressing socio-eco- nomic disparities and pro- moting inclusive develop- ment are essential to under- mine the appeal of radical ideologies. This involves investing in education, healthcare, infrastructure, and job creation to uplift marginalized communities. Improve home security environment and balance respect for civil liberties, human rights, and the rule of law. Striking a balance between security measures and preserving individual freedoms is essential for maintaining societal har- mony and preventing fur- ther radicalisation. Pakistan has to work on stopping cross-border ter- rorism and India may have to consider to recommence talks. The only way out is political leadership of both countries have to do or undo domestic political narrative building. Both India and Pakistan can work on softening the visa regime, promoting re- ligious tourism, encourag- ing people-to-people con- tact, restarting bilateral trade and fight common challenges such as climate change, water scarcity and improvement in human de- velopment indicators. 2024isayearofelections both for India and Pakistan and both can win mutual trust and move on to work together to promote peace and harmony in the region. The beginning can be made with filling up of positions for high commissioners by both the countries. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL In the general election held in February 2024, independents aligned with Imran Khan received more votes than either of those two parties. Meanwhile, heavy snow and rainfall in Himachal Pradesh in the past two days have trig- gered over half a dozen avalanches and land- slides, leading to closure of over 500 roads, in- cluding five national highways, they said. The flow of Chenab river was obstructed fol- lowing an avalanche at Dara Waterfall near Jas- rat village in Lahaul and Spiti. The district, lo- cated at a high altitude, reported heavy snowfall in the past 24 hours. Residents of adjoining villages of Jobrang, Rapi, Jasrath, Tarand and Tharot have been advised to stay cautious and inform the nearest police post in case of emergency, said SP La- haul and Spiti Mayank Chaudhary. PTI A ‘Indiatobeonhigh-stakeglobal stageofchipmakersin5years’ PTI New Delhi India will, in next five years, join the high-stake global stage of semicon- ductor manufacturing as it combines unparalleled design capabilities with USD 10 billion of incen- tives to draw manufac- turers to set up new fabs and units that will cut dominance of Taiwan, South Korea and China, said IT and Telecom Minister Ashwini Vaishnaw. In an interview to PTI, he said India’s well-craft- ed policies are tempting manufacturers to set up new fabs (semiconductor fabrication plants) and pouring investment in related sectors. Semiconductors are an essential component of electronic devices, and are used in automo- biles to computers, mo- bile phones and even washing machines. India already has fac- tories of best known au- tomobile companies -- from Renault-Nissan to Hyundai, computer makers such as Dell,Ap- ple suppliers and elec- tronic makers like Sam- sung which produce TVs, washing machines and fridges, among oth- ers. Now, India is eyeing to step up the manufac- turing value chain with a high-stake semiconduc- tor manufacturing. The Prime Minister Naren- dra Modi-led govern- ment’s Rs 76,000 crore of incentives have got four players including Micron and Tatas. Vaishnaw said the country already has roughly one-third of global design talent. His government is leveraging this and In- dia’s geopolitical clout to become an indispen- sable partner for tech ambitions of the US, which like other western economies, is looking to decouple their supply chains from China. Beijig’s draconian lockdowns had disrupt- ed global chip supply and sent companies and governments on a hunt for alternative sources of production. India is offering itself as a democratic and trusted alternative tech hub to China. The government has also approved a proposal by Tatas to build a green- field semiconductor as- sembly and test facility in Jagiroad, Assam. The facility will be built with an investment outlay of Rs 27,000 crore and is expected to generate over 27,000 direct and indirect jobs in the region. Nota- bly, this will be India’s first semiconductor unit in the Northeast. People who were earlier thinking when should we go to India or should we go to India...now they are asking how soon do we go to India...that is the change which is happening. This means, practically every big player would now like to reconsider their investment plans and come to India. The rains that have swept across Pakistan have led to the collapse of houses and triggered landslides that blocked roads, particularly in the northwestern Khyber Pa- khtunkhwa (KPK) prov- ince, they said. At least 27 people, mostly children, report- edly died in rain-related incidents in Khyber Pa- khtunkhwa province bordering Afghanistan since Thursday night, the provincial disaster management authority said. As many as 37 people have been injured in the torrential rains that hit ten districts, including Bajaur, Swat, Lower Dir, Malakand, Khyber, Pe- shawar, North, South Waziristan, and Lakki Marwat, of Khyber Pa- khtunkhwa province in the past 48 hours, it said. Chief Minister KPK Ali Amin Gandapur said rain-affected people would not be left alone in this critical hour and would be duly compen- sated against their dam- ages. At least five people died in southwestern Ba- lochistan province after floods swamped the coastal town of Gwadar, forcing authorities to use boats to evacuate peo- ple. Several dozens of human settlements and commercial establish- ments collapsed as flood water entered houses, while roads were badly affected. Agencies New Delhi A US-based journalist’s post on “sexual aggres- sion” in India in the wake of the Jharkhand gan- grape allegations has drawn a sharp response from National Commis- sion for Women chief Rekha Sharma. Sharma questioned if the post’s author, David Josef Volodzko, had re- ported to police any of the incidents he had men- tioned in his post. “Writ- ing only on social media and defaming whole country is not good choice,” she added. David Josef Volodz- ko’s blue tick profile on X describes him as the author of a newsletter on political extremism, The Radicalist. It also says he has earlier written for prominent publications such as New York Maga- zine, Bloomberg, The Wall Street Journal and Forbes. Responding to the Jharkhand incident, in which a Spanish wom- an has alleged that she was gangraped in Dum- ka,Volodzko wrote, “The level of sexual aggres- sion I witnessed while living in India for several years was unlike any- where else I have ever been.” FTAboostsIndia-UAEtrade,setssightson$100billionmark PTI Abu Dhabi The target of USD 100 billion non-oil trade be- tween India and the UAE by 2030 is ambitious but achievable as huge busi- ness opportunities are there in both the nations for sectors such as tex- tiles, jewellery and phar- ma, CII President R Dinesh said on Sunday. He said that the free trade agreement between India and the UAE, which was implemented in May 2022, has result- ed in a surge in bilateral trade and investments. Dinesh was here to participate in global in- vestors’ event ‘Investo- pia’ and various bilateral meetings, including with many participants at the WTO Ministerial Con- ference. “The target to achieve USD 100 billion in non- oil trade between India and UAE is ambitious but I do believe that it is achievable and recent de- velopments are encour- aging in this regard,” the CII president told PTI here. He said that the agree- ment, officially dubbed as comprehensive eco- nomic partnership agree- ment, covers duty-free access to all labour-inten- sive sectors such as gems and jewellery, textiles and apparel, leather, pharmaceuticals, medi- cal devices, and many engineering products. JAMMU-SRINAGAR HIGHWAY BLOCKED Jammu: NHAI au- thorities on Sunday morning stepped up efforts to resume traffic movement on Jammu- Srinagar national highway following improvement in weather, officials said. The highway was closed early Saturday following landslides, mudslides and shooting stones, triggered by heavy rainfall at over a dozen places between Nashri and Banihal, the officials said. A portion of the road near Panthiyal was also washed away, they said. Centre neglecting marginalised sections of society: Rahul Gandhi PTI Patna Congress leader Rahul Gandhi on Sunday claimed that the Narendra Modi government at the Centre was neglecting 73 per cent of the country’s population, which be- longs to marginalised sections of the society. Addressing the ‘Jan Vishwas Rally’organised by the RJD here, Gandhi, in an apparent reference to the BJP, alleged that “one party” was trying to create hatred among peo- ple but “we are offering ‘nafrat ke bazaar mein mohabbat’ (love in the market of hatred)”. He alleged that injus- tice is being meted out to farmers, youths and downtrodden in the coun- try. Referring to the Ag- nipath recruitment scheme, the implementa- tion of which saw pro- tests in Bihar, the Con- gress leader asserted that the initiative was against the youths of the country. Those playing with future of youth will rot in jail: Adityanath PTI Gorakhpur Uttar Pradesh Chief Minister Yogi Adity- anath on Sunday said those playing with the future of the youth in the state will rot in jail for the rest of their lives while the properties of their parents and grand parents will be confis- cated. Addressing the stu- dents at the Rajkiya Ju- bilee Inter College ground during the smart- phone/tablet distribution event, Yogi Adityanath said not only the cities of Uttar Pradesh will be smart, but also the youth of the state with smart- phones and smart class- es. In the programme, 1,500 students were pro- vided with tablets and 3,000 students received smartphones. The chief minister personally handed tablets to 15 stu- dents and smartphones to 10 students. Agnipath scheme has 'compromised' national security: Jairam Ramesh PTI New Delhi The Congress on Sun- day attacked the Centre over the Agnipath scheme, alleging that it has “compromised” na- tional security and “se- verely disrupted” the armed forces’ recruit- mentprocessesinIndia. The Congress’attack came after party leader Rahul Gandhi had an interaction with ex-ser- vicemen, potential Ag- niveer recruits and the youth whose regular recruitment into the armed forces has been disrupted by the intro- duction of Agnipath during the BJNY in Madhya Pradesh. “The Agnipath scheme has compro- mised national security and severely disrupted the armed forces’ re- cruitment processes in India,”JairamRamesh alleged. He claimed the ex-servicemen have noted that scheme com- promises national secu- rity by demoralising armed forces and rush- ing through training for our servicemen in a mere six months. • 9. REVENUE BOARD TRAVAIL 50% posts empty despite major reshuffles in Raj bureaucracy Rajendra Chhabra Jaipur espite the jumbo transfer lists of IAS and RAS officers, 10 posts of mem- bers in the Board of Rev- enue remained vacant. In the IAS transfer list that came suddenly on Satur- day, only one member, Mahendra Soni, has been given posting in the Board. Still, 3 out of the quota of 5 members of IAS and 5 out of the quo- ta of 10 members of RAS officers remain vacant in the board. Both the posts of Advocate quota are also lying vacant. In this way, against the strength of 20 members, only 10 members are working in the board and 10 posts, 50 percent, are lying vacant. The reality is that no IAS or RAS officer wants to go to the Revenue Board. Apart from Ma- hendra Soni, another IAS memberRamDayalMee- na is posted there. Ram Dayal Meera has been working there since Janu- ary 2021. Both the present IAS members – Ram Dayal Meera and Mahendra Soni are promotee IAS officers. In the past too, most of the time, the pro- motee officers have been IAS members. It is not a hidden fact that a direct recruit IAS officer does not want to go to the Board of Reve- nue. Even if the govern- ment sends them, they return back within a few months. One such exam- ple is that of Manju Raj- pal (2000 batch IAS of- ficer). She went to Ajmer in September 2021 and returned to Jaipur only after 7 months in April 2022.The same applies in the case of RAS officers also. About 500 RAS of- ficers have been reshuf- fled in the new govern- ment but 5 vacant posts in the Revenue Board could not be filled. The RAS of- ficers, if posted in the board, are given special financial benefits but de- spite that no RAS officer is ready to go there. The problem is that IAS or RAS officers con- sider the posting of Rev- enue Board member in Ajmer as marginal and punitive posting. Further, the way the image of Rev- enue Board has been tar- nished due to the ACB raids in the previous Ashok Gehlot govern- ment when senior IAS of- ficer R. Venkateshwaran was the chairman, the of- ficers have even started fearing going there. However, after taking over as Chairman of the Board in August 2021, Rajeshwar Singh has made tireless efforts to improve the image and direction of the Board. The situation has also improved. But the situa- tion of vacant posts of members remains as bad even today. On the other hand, the advocate appearing in the Board has filed a writ in the High Court that RAS officers should not be made members in the Board because it is not ap- propriate for them to hear the appeals against the decisions of Collectors and DCs. Current Chairman Rajeshwar Singh will also retire after four months in July. He has given stabil- ity to the work of the board despite the shortage of members. The govern- ment will also have to search for his successor.
