Community
Since 2004 when K38 created the first PWC specific conference, the RWC community has expanded to
32 representative nations. Due to the growth of the Rescue Water Craft and Personal Water Craft
communities, the Rescue Water Craft Association was born. The RWCA Conference is the premiere
source for networking, training, knowledge that benefits occupational users, instructors, program
managers, volunteers across a wide range of occupational needs.
Knowledge
The conference is a general session whereas all attendees have the opportunity to fulfill the entire
program presentation. Conference attendees will receive relevant presentation handouts, digital media
and be able to openly participate with the presentations representing various nations and local agencies
in attendance.
Goals
To elevate awareness and educational outreach on modern training practices, statistical review of
participants and accidents, encourage partnership is standardization and to share resources from around
the world.
History
The Wake of Fame awards will encompass the history of Rescue Water Craft. Attendees will be honored
guests representing our international family for 2016 Wake of Fame inductees. These awards have been
gifted since 2004 honoring the contributions, legacy and rescue work of nominees from around the world.
Exhibition
The Rescue Water Craft community has only a few specific equipment manufacturers that have product
which serves our professional needs in the rescue community. We will have on display the newest
equipment and gear available for attendees to evaluate, discuss and gain insights on what products best
fit our need.
2017 RWC CONFERENCE SCHEDULE
SUMMARY
Rescue Water Craft (RWC) have been utilized by occupational operators since 1990 with 27 years
of international activity. However, within the last six years, these small power craft unified into a
functional vessel within the maritime community, but not without difficulty of proof of concept, injury
accident prevention and risk management concerns. Annual Wake of Fame awards will be
distributed.
We will focus on how these craft can be incorporated into a sustainable maritime asset with realistic
expectations. Contributing factors are the cost of the vessel, its size, and capability of its functional
design. Presentations will review success stories that provided solutions for areas of operation that
would have been beyond the scope of a normal duty vessel. Rescue Water Craft are used successfully
in flood situations, swift water, and open water and surf zones. Equally, there have been operator
errors and lack of fundamental knowledge base for programs to thrive.
Our emphasis will be how to prevent or reduce on the job mishaps and effective program guidelines for
consideration. Due to their smaller deck and hull configuration, the vessel is considered an active ride
and the traditional maritime boat operations that would apply for larger vessels are not complimentary.
The technical handling requirements are unique to the water and weather conditions, type of RWC,
utility accessories, personal protective equipment, and physical fitness needs.
This program will cover international success and failures, examples, remedial corrections, and the

best practices that have been formulated by experts to assist in the development of successful
programming by following the different uses, vessel types, methods, and standards that are in
operation today.

This Stage 1 course is designed to cover the awareness of Rescue Water Craft use. It is classroom
specific and covers operational standards, warnings, techniques and physical applications of operation a
RWC. This course includes instructor lecture, video review, and presentations. This course is a fantastic
discovery phase for implemented a RWC Program. Pre-requisite may apply.

The Harbor Department is a service-oriented organization providing boater assistance, emergency
response, code enforcement, and facilities maintenance for the waterfront and the waters of Morro Bay.
This Department provides a high level of service in community education (water safety programs), public
outreach, and community relations for boaters, beach users, and waterfront visitors.
The Harbor Department is an Enterprise Fund and operates from revenues generated from the Tidelands
properties we manage. Revenue received from tenant rents, boat fees, waterfront tideland leases, and
other sources is put back into preventative maintenance, capital improvement, parking services, staffing,

The Morro Bay Fire Department is a full service department that has served a diverse waterfront
community since 1932. Today the department responds to approximately 1,700 incidents per year under
the command of Fire Chief Steve Knuckles.
Personnel
To accomplish the department mission, the City employs a Fire Chief, 10 career fire suppression
personnel, a half-time administrative technician, a part-time Fire Marshal, and up to 20 part-time reserve
firefighters. Our firefighters are tasked with emergency planning, response, command, and mitigation of a
wide variety of incidents.
Fire Stations
Fire Personnel operate from 1 fully staffed fire station (Fire Station 53/Headquarters) located at 715
Harbor Street and 1 non-staffed fire station (Fire Station 54) located at 460 Bonita Street. These facilities
house our fleet of Pierce fire apparatus.
Mutual Aid Agreements
The department has mutual and automatic aid agreements with neighboring communities. These
reciprocal agreements give fire departments authority to rapidly deploy resources to areas outside
jurisdictional boundaries when the need arises. Firefighter/Paramedics also respond cooperatively with
the Morro Bay Harbor Patrol and U.S. Coast Guard to provide emergency services for incidents occurring
offshore.

The United States Coast Guard operates Coast Guard Station Morro Bay, located adjacent to the Harbor
Office at 1279 Embarcadero at 805-772-2167. The United States Coast Guard (USCG) maintains a 27-
person National Security Base and Search and Rescue Station at Morro Bay Harbor to provide the Coast
Guard services for the entire Central California Coast, including port safety coverage for the Diablo
Canyon Nuclear Power Plant and Vandenberg Air Force Base and search and rescue.

ABOUT K38
K38 was founded originally in 1989 as a community outreach group started by K38 for student
connectivity from founder Shawn Alladio who has been involved in the PWC industry since 1979. In
2016, our Mission adjusted to bring together the professional Rescue Water Craft international community
to promote modern safe practices and share educational updates. K38 is the creator of PWC
standardization and best practices and works with licensed international affiliates to increase boating
safety awareness and education to prevent drownings and reduce accidents. K38 has received many
prestigious boating safety awards and enjoys support from Kawasaki Motors Corporation USA, Hydro-
turf, Triton Nutrition, Betty Belts Jewelry and Liquid Militia Clothing.
KANALU
Kanalu was created by Tom Pohaku Stone and Pake Ahmow with the sole desire to enhance and protect
standards for public and professional boater safety education. This journey began in 2006 as they sought
out a portal to enter into the advancement of their goals, they traveled to California and began their
instructor qualification program in the cold Pacific Waters of Morro Bay. A perfect proving ground for the
oceans temperament perfectly suited for endurance, challenge and building the foundation of what was to
come; facing the adversity of changing behaviors embraced through action and proven results tested by
not just desire or passion, but dedication, persistence and a committed effort towards the greater good.
PARTNERSHIP
Kanalu-K38 is a United States based training company and non-profit, lifeguard service with international
K38 licensed affiliates. Ongoing educational efforts of K38 and our instructor and affiliate base, leading
PWC rescue boat instruction and providing on water safety management for special events worldwide,
including motion picture industry and other media outlets, mentorship and motivational programs
nationally and internationally. Kanalu was rated a top non-profit in 2016 by Great NonProfits.
ABOUT WAKE OF FAME AWARDS
The PWC ‘Wake of Fame’ Award is used to recognize the historical lineage of the development of the
Personal Watercraft communities and participants. Derived from their design origins, creators, first
responders, volunteers, associate partners and competitors. This is the pedigree of the PWC/RWC
history in a chronological or annual order of worthy recipients

Award for a commitment to PWC - boating safety education across a large regional area that significantly

Gary Hart of Jettrim for his vision and passion to preserve the history, legacies and sporting artifacts.

award is given to those individuals who paved the first generation in the 1970’s for their recognition of
their lasting impression on this amazing boating community, 1970-1979

NOTE: The Phoenix Award is an exclusive K38 Water Safety Award, it is our highest designated rescue
and response award for lifesaving and is not gifted annually but on the efforts of merit in a time of extreme
crisis.
RWCA GOALS
Rescue Water Craft Association (RWC) goals are to create a coalition of professionals worldwide to
increase and sustain the level of professionalism for these small power craft. RWCA has 4 Chapters,
North America, Japan, Europe and Japan. We strive to work with partners in boating safety promoting

BIO
Shawn Alladio is the Founder of K38 and has been providing Rescue Water Craft and PWC instruction
since 1989 as the leading authority for use regarding event safety management, program development
for PWC’s usage, film industry support, project manager of the Rescue Water Craft Association and she
is a NASBLA associate member and an NSBC Boating Safety instructor.
Shawn has been training special military waterborne divisions since 1996 and is a P.O.S.T. instructor for
the State of California and DBAW boating safety instructor. She has received numerous awards for
contributions to drowning prevention and lifesaving and is both an IJSBA and NSBC Hall of Fame
Recipient. K38 is represented in over 20 nations.
Bonus Topic: Hybrid PWC Product Safety and Education
PRESENTATION BACKGROUND
Personal Water Craft have enjoyed a popular following since the end of the 1970’s when they were first
introduced to the recreational boating communities. Technologies have been advancing rapidly in the
past decade and so have the interest of recreational enthusiasts to try out new adventures on the
water. There are many offshoot product designs and concepts that have been conceived from the
Personal Water Craft platform.
These are easily identifiable through rental companies, social media and news activities, and the film
industry exposure, along with presentations at water festivals and competition events. This presentation
will focus on current designs, product availability, safety concerns, education and rescue and recovery
response for a public safety responder for the various types of ‘Hybrids’
