2. About The Nautical Institute
The Nautical Institute is a non-governmental organisation (NGO) with
consultative status at the International Maritime Organization (IMO).It is
an international representative body for maritime professionals involved
in the control of seagoing ships. It provides a wide range of services to
enhance the professional standing and knowledge of members, who are
drawn from all sectors of the maritime world. Founded in 1972, it has
over 50 branches worldwide and some 7,000 members in more than 120
countries.

to improving standards of those involved in control of seagoing
craft, while maintaining the Institute as an international centre
of nautical excellence.
*To represent the professional views of the Institute's members
to and within the international, national and local bodies
considering the safety and efficiency of shipping operations.
*To promote and co-ordinate in the public interest the
development of nautical studies in all the Institute's branches by
Encouraging and promoting a high standard of qualification,
competence and knowledge among those in control of seagoing
craft including non-displacement craft.
5. Facilitating the exchange and publication of information and
ideas on nautical science, encourage research and publish its
results.
Establishing and maintaining appropriate educational and
professional standards of membership.
Co-operating with Government Departments and other bodies
concerned with statutory and other qualifications, and with
universities and other educational institutes and authorities in
the furtherance of education and training in nautical science
and practice.
Encouraging the formation of branches and professional groups
in different areas worldwide.
6. Although Bangladesh has a very long history of maritime
trade and seafaring , the modern phase of the nation’s
maritime journey commenced in 1962 with the
establishment of the Marine Academy in Chittagong. Since
that time the country has been producing a steady stream
of quality officers for the national and international fleet,
with many making the transition to senior positions in
associated shore-based jobs.
7. *Ever committed to professional development and knowledge,
Bangladeshi mariners took the initiative to set up a branch of
the Nautical Institute in 1992. The sole aim was to create a
local platform for mariners to discuss professional matters
with an aim to spread professional knowledge amongst the
members of the institute.
*With growth of membership, in 2009 a separate branch was
established in Dhaka and the Bangladesh branch, with its
base in Chittagong, was renamed as the Nautical Institute,
Chittagong branch.

education and training. These include accreditation of training,
delivery of self study schemes, participation in industry events
and input to maritime education and training working groups.

they will need to develop themselves and enhance their
specialist knowledge and proficiency.

24. *The Nautical Institute is delighted to be partnering with the
Honourable Company of Master Mariners in introducing a new
and eagerly-awaited professional standard to the maritime
industry – that of Chartered Master Mariner (CMMar).
*The award of Chartered status is a gold-standard for those who
deserve the accolade of eminence. It will serve to recognise
Master Mariners who have not only benefited the industry but
have also improved their own professional capability and
demonstrated a willingness to help others.
25. *To ensure the status of Chartered Master Mariner
commands equivalent recognition and professional respect
to other technical disciplines, the path to attaining
Chartered status is designed to thoroughly test and prove
those who would aspire to achieve it. Candidates should
understand that not all who apply will be successful and
that all application fees are non-refundable.
26. What is Chartership?
*Chartership is a marque of excellence, indicating that the holder has
reached the highest level of their profession. The Chartered Master
Mariner scheme introduces the concept to the seafaring profession for
the first time.
What are the benefits of Chartership?
*As the gold standard for achievement and professional recognition, the
Chartered Master Mariner scheme brings maritime into line with other
respected professional sectors. Those awarded chartered status will
have shown exceptional capability over a wide range of disciplines,
marking them out as self-motivated individuals who have made a
significant contribution to the industry.
27. Who can become a Chartered Master Mariner?
*The applicant must be able to demonstrate that they hold, or
have held, the highest level of maritime command qualification
that their State is legally able to issue.
*For mercantile States that are STCW compliant, the current
minimum qualification for meeting the application essential
criteria is an STCW II/2 Master (Unlimited) Certificate of
Competency. For the avoidance of doubt, STCW II/2 Master
(Unlimited) shall mean any equivalent predecessor and/or its
successor.
28. *Non-mercantile high-level command qualifications may, in certain
circumstances, be considered. It is, however, for the applicant to make
the case for equivalency if offering State issued high-level command
qualifications that are non-STCW compliant.
*Regardless of the circumstances, any decision regarding the acceptability
of non-STCW (or successor) compliant qualifications will always lie with
the Court of the Honourable Company of Master Mariners.
Is there an exam?
*No, but the selection procedure is rigorous. Candidates will need to give
details of two referees prepared to support their application. Membership
of a professional body is not essential, but may help an applicant.
29. The initial plan will comprise of four phases with the
international rollout of CMMar as follows:
*JULY 2019 – PHASE ONE – Australia, Canada, Hong Kong, New
Zealand, Singapore and the United States of America.
*APRIL 2020 – PHASE TWO – Europe.
*APRIL 2021 – PHASE THREE – The Commonwealth of Nations.
*APRIL 2022/23 – PHASE FOUR – Rest of the world.

31. *In applying the principles of quality assurance to the provision of
maritime education and training, The Nautical Institute has
established a recognition scheme through which maritime
products and services may be formally evaluated and
recognised. Training product and service providers are invited to
complete an application for recognition and submit this with
supporting evidence, upon which a recognition decision will be
made.
32. What is Recognition?
*'Recognition' is defined by The Nautical Institute as the process of
evaluating and endorsing a maritime training product or service which aligns
with the constitutional aim of The Nautical Institute of raising professional
standards and supporting professional development.
33. What are examples of products and services?
*‘Product or service’ in this scheme may include, but is not
limited to: training standards, model courses, training
programmes, distance learning schemes, training tools and
materials (including simulation) and training products
(including books, videos and other multimedia).

*The benefits of recognition to providers of maritime training
products and services are among the following:

*The Mariners' Alerting and Reporting Scheme (MARS) is
primarily a confidential reporting system run by The Nautical
Institute to allow full reporting of accidents (and near misses)
without fear of identification or litigation. As a free service
to the industry, MARS reports also regularly comprise alerts
condensed from official industry sources, so that issues
resulting from recent incidents can be efficiently relayed to
the mariner on board. With access to the internet from
vessels becoming more affordable, the MARS database is a
valuable risk assessment, work planning, loss prevention tool
and training aid for crew and management.

reports of accidents and near misses stretching
back over a quarter of a century. Funded
through the generous support of the Institute's
Nautical Affiliate partners, it is one of the
maritime industry's leading risk reduction
initiatives and is helping to make life safer for
seafarers everywhere.

49. The Nautical Institute certificates a number of
schemes on behalf of the maritime industry in
line with its core aim of promoting best practice,
professionalism and safety.
* Current schemes include the certification of Ice
Navigators and Dynamic Position Operators
(DPOs).
50. *The Nautical Institute DP Operator training scheme is
the industry-recognised learning route to becoming a
qualified Dynamic Positioning Operator (DPO). It is a
not-for-profit scheme administered by The Nautical
Institute - a registered charity (No.1002462). The
Nautical Institute has managed the scheme since its
inception in the mid 1980’s and, in conjunction with
the industry, has developed the certification criteria.
51. *Accreditation is defined by The Nautical Institute as
the systematic verification of the processes,
procedures, methods and techniques employed to
deliver a maritime training product or service in
accordance with standards defined, co-developed or
approved by The Nautical Institute.
*Accredited training providers have demonstrated
that their product or service meets the standard
required for Nautical Institute accreditation. This
award is normally valid for a period of not more than
three years.
52. *The Nautical Institute offers a wide range of
accreditation services, from being the sole
recognised certification provider for Dynamic
Positioning Traning to providing one-off audits for
compliance against a known standard. It has the
capability to operate a full international
certification scheme or to work on behalf of Flag
Administrations as a designated authority.
