2. About CAWASA
The Caribbean Water and Sewerage Association Inc., is an association of twelve (12) water and
sewerage utilities in the Caribbean. CAWASA was registered in May, 2010 under the Companies
Act of Saint Lucia (1996) as a not-for-profit company.1

The Conference
The CAWASA Water Operators’ Conference is designed as a platform for water operators to discuss
real issues and practical solutions, as well as cultivating innovations, and inspiring synergies to
address present and future challenges in the Caribbean’s Water and Sewerage sectors.
The 6th Water Operators Conference will be held in Saint Lucia from June 26-28, 2019 in
collaboration with host Utility, the Water and Sewerage Company (WASCO).
The theme for this year’s conference: “Teaming with Water Operators: Building Climate Resilient
Water Utilities”. This is in partial fulfillment of CAWASA’s contribution to the implementation of
Component 5: Capacity building and public education for climate resilience of the Regional
Strategic Action Plan (RSAP) for Governance and Climate Resilience in the Water Sector in
the Caribbean.2
The effects of climate change are being felt by all water utilities across the Caribbean region,
manifesting in insufficient water supply due to frequent extreme weather events such as
droughts, hurricanes, flash flooding and resultant damage to infrastructure. Climate change
exacerbates previous challenges that water operators were already experiencing such as water
shed degradation, insufficient investments, weak supporting legislation, inadequate tariff
regimes, poor information management, high levels of non revenue water and weak integrated
water resource management systems.
As climate change bears down on the Caribbean region, the situation is turning
dangerous for public health and economic growth. Rapid learning and adoption of new
resiliency and source water protection measures are essential.

3. The Conference provides an excellent opportunity to introduce the RSAP to the operators and
to receive their feedback on the implementation strategies from an operational perspective. The
operators will also be introduced to the Training Manual and Guidance Materials on Building
Climate Resilience in the Water Sector in the Caribbean3. This will enable the operators better
understand their roles within their respective utilities, in the processes including vulnerability
assessments, the limitations of their facilities, emergency response planning and building back
better.
The conference allows operators to showcase best practices and experiences at their respective
utilities through technical presentations.
A unique feature of the conference is the Water Operators Competition organized for the
Operators to test their competence in areas directly related to their functions. This practical aspect
of the conference is intended to provide participants with an opportunity to display their skills
and add much needed excitement to the conference.
On the third and final day of the conference the operators will tour some of WASCO’s
installations.
Conference Objectives:
Improve the ability of participants to identify and assess climate change manifestations
that adversely affect their utilities and their roles in supporting their utilities with building
resilience;
Update the knowledge and skills of water and wastewater operators through interaction
with fellow operators;
Provide the opportunity to access, view and share the latest ideas in technical equipment,
technology, products and services with suppliers;
Provide operators with the opportunity to share their experiences in preparing for the
Operators Certification Examinations;
Provide the operators an opportunity to showcase their presentation skills through
Professional presentations and competitive activities;
Provide the operators an opportunity to showcase their technical skills through the
Operators Competition.
Who will attend?
This event will bring together engineers, water and wastewater operators; water and wastewater
laboratory analysts, stakeholders and other water industry personnel. Operators may earn up to
12 hours continuing education units (CEUs) for the two days for certificate renewal purposes.
