II. COURSE OVERVIEW:
Welcome!
The CWTS & LTS component or activities seeks to contribute to the
general welfare and betterment of life for the members of the community or
the enhancement of its facilities, especially those devoted to COMMUNITY
DEVELOPMENT, improving health, education, environment,
entrepreneurship, safety, recreation, and morale of the citizenry. This course
is designed to train students to teach literacy and numeracy skills to
schoolchildren, out-of-school youth, and other segments of society in need of
their service.
To assist you along this line, workbooks have been developed to
support deeper understanding along identified topics important for you
as pre-service teachers. The modules are as follows:

follow these simple yet effective guidelines:

NSTP GUIDELINES AND POLICIES FOR COMMUNITY IMMERSION
IN THE NEW NORMAL
INTRODUCTION
COVID 19 structured the so-called new normal and our only option is to embraceit
resiliently.
Due to the health protocols being implemented by the government, students and
teachers cannot go to work and perform the tasks that we are used to. This proves
that the presence of Covid-19 has impacted the teaching and learning landscapeof
the world.
Currently, this pandemic is causing a lot of adjustments that needed to be
implemented. It affects not just the delivery of the lessons, but most especially our
students learning mobility. As educators in this unplanned scenario, this is even
harder learning the profile of our students- most of them belong to the marginalized
sector of our society. For this reason, giving instructions to our students becomes
more challenging and takes a lot of courage and initiatives.
The context of ISPSC students is far more different than their counter parts in the
urbanized places where everything is possible with the presence of technology. Our
students are exceptional on which the lack of modern gadgets and internet
connection hamper most of their learning opportunities. This is where the learning
from the National Service Training Program course should be maximized even if it
seems to be very challenging.

As we all know, the Republic Act 9163 or the NSTP Act of 2001 aims to promote the
role of the youth in nation-building. Further, its goal is to encourage the youth to
become civic leaders and volunteers whom could be called upon by the nation in
case their services are needed. Evidently, the teachings of NSTP course are
relevant and applicable during these times.
One of the most important lessons that our students need to internalized in the said
course is the value of volunteerism. It is very timely to extend help to the members of
the community where they belong. This is the best time to reach out and ask the
community folks about the help they need in order to survived and maximized the
opportunity during this pandemic. Livelihood trainings, DRRM training and literacy
assistance - these are just some of the many things we can offer to the people.
Truly, the situation that we are experiencing right now is the most opportune time for
those who have taken the NSTP course because this is the time they will internalize
the significance of the core values and the importance of volunteerism in the
community which contributes to the welfare of the community and in the
improvement of the economic status of people in this trying times.
NSTP PROGRAM OUTCOMES
1. Determine community problems and concerns , and plan some viableintervention
measures.
2. Analyze the needs of the target audience, and their characteristics.
3. Participate in planning, organizing, evaluating and monitoring of student in
community immersion engagement.
4. Appreciate the value of community immersion engagement as a means of
developing themselves as trainees and helping other people improve their ways of
life through the different dimensions of development done in the locality
Community Immersion Guidelines and Policies (NEW NORMAL)
These guidelines are useful to regularly evaluate and monitor the planning
and the conduct of local community Immersion engagement activities, these being
part of the NSTP Curriculum. Furthermore, this aims to maintain compliance in RA
9163 Act of 2001 observing the safety measures necessary to prevent and control
COVID-19 in the workplace as advocated by the IATF
Coverage
These Guidelines shall apply to all enrolled in NSTP 2 of ISPSC who will be
conducting Community Immersion engagement and activities undertakings in the
partner communities barangay.
Conditions to be considered prior to Community Immersion Engagement:
1. IATF declaration of the level of quarantine status in the Province/Municipality
2. IATF declaration of the level of quarantine status in thepartner
communities/Barangay
3. Incidence of COVID-19 cases in the province/Municipality
4. Incidence of COVID-19 cases in the partner community/Barangay
5. Wellness status of the Implementers and Students

INTERNSHIP GUIDELINES:
A) Pre-departure for Community Immersion Engagement:
1. The team shall meet at least 2 weeks before the intended immersion to determine
or to clarify the purpose or objective of the activity, to plan and to discuss the details
of the activity, including the assessment of the needed resources.
2. Coordination with the community leaders or any significant person in the partner
community shall take precedence before the actual community immersion
engagement. The NSTP Student Coordinator delegated in that community shouldbe
fully aware of the recent significant events happening in the community that would
affect the plan of activities.
3. The NSTP Coordinator shall prepare and submit a letter to the Director for
approval. This letter shall contain the details of the community Immersion
engagement which may include the following: date and time of the intended activity,
purpose of the activity, the number of students and personnel who shall be involved,
materials and expenses for the activity, and more importantly, status of COVID-19in
the partner communities.
4. The Director shall seek the approval of the VPAA prior to any community
immersion engagement activity.
5. All Implementers who shall be involved in the intended community immersion
engagement shall review the Protocols of the DOH and the Local IATF for the
Prevention and Control of COVID-19. He or She shall be required to fill up theHealth
Checklist provided by the Institution on the day of the departure to the
community/Barangay.
6. The NSTP Coordinator shall prepare the necessary documents needed for the
activity, which may include Transportation and the Request for the PPEs, like face
mask and face shield, and alcohol (70% isopropyl) and other needed for community
immersion engagement.
7. Any implementers and students with flu-like symptoms and/or fever shall notbe
allowed to join the team.
8. All implementers and students shall be equipped with their own PPEs. Everyone
shall wear their face masks at all times, except when eating. These face masksmust
be changed after 6 hours of continuous use.
9. All Implementers and students involved in the community immersion work shall
be given a brief orientation related to the activity to be conducted, to include
reiteration of the minimum health standards set by the DOH and local protocols
which shall be strictly observed at all times:
a. Sick Implementers and students shall not be allowed he or she shall be advisedto
seek medical assistance for proper assessment and treatment.
b. Physical and social distancing of at least 1 meter shall be maintained.
c. Face mask shall be worn, except when eating.
d. Sneezing or coughing etiquette shall be strictly observed.
e. Keep hands washed or sanitized, especially before leaving from campus and upon
arrival at the station.
f. Hydration shall be maintained, taking a minimum of 8 glasses of water daily.
g. Lengthy discussion in an enclosed space shall be minimized. While in Transitand

B) Community Immersion Engagement
1. The Student Leader for the Community Immersion Program or the NSTP
Coordinator shall be the Person-in-Charge (PIC) of the Team from the time of

departure to the time of arrival back to the station. All concerns related to the activity
shall be directed to the PIC. In the absence of the Chair/s, the NSTP Coordinator
shall appoint a PIC among the group of Students leaving the station.
2. The project proposal based on the needs assessment conducted during the
NSTP1 which is community-based in nature should be implemented, if changeswas
made NSTP Instructor should approved the alternative plans prepared by the
students.
3. All Implementers shall strictly observe the minimum health standardsstated
above.
4. Courtesy call to and consultation with the Punong Barangay andother significant
stakeholders in the community precedes conduct of a new project.
5. A written approval from the Punong Barangay shall be sought prior to conductof
activities that shall require assembly of the community residents, taking into
consideration the IATF Protocol and Guidelines for community gatherings.
6. Activities to be conducted shall be done in an open space.
7. Participants shall be advised to wear mask at all times. Body temperature shall be
monitored upon registration and hand sanitation shall be practiced before proceeding
to the activity site and after attending the activity.
8. Gatherings shall be brief and shall not necessitate activities that would require
physical contacts, if it cannot be avoided a video presentation should be used as
alternative measures.
C) Post-Community Engagement
1. All implementers shall be dropped off at the designated area inside the station.
Unloading at other points shall be allowed on certain occasions upon the approval of
the PIC/Coordinators.
2. They shall properly dispose of their used face masks in the designated trash bin.
3. Before getting off the vehicle, the implementers/ students shall change facemask,
sanitize hand with 70% alcohol and/or immediately wash hand with soap and water
at the nearest washroom.
4. The implementers/students shall change upper garment before entering theoffice
assignment. He or She is strongly advised to have full head and body bath at home
before joining the rest of the family members.
5. The PIC/Coordinator shall submit an accomplishment report to the Director at
least 2 days after the actual community immersion engagement, to include howit
was conducted and how the stakeholders participated during the activity.
6. All implementers and students involved shall immediately inform the NSTP
Instructor/Coordinator/Director of any feeling of un-wellness or illness after the
community immersion engagement. He or She shall be triaged accordingly.
MONITORING
1. NSTP students will be monitored through the group chat, phone call and on-site
visit by the NSTP coordinator.
2. Student Volunteers will be evaluated using the evaluation tool of NSTP, and they
will be evaluated by the community or Barangay concerns after the completing the
project activities and required hours in the community.
3. Student Volunteers will submit a portfolio as compilation of their evidencesof
accomplishments specified on the project activities.

Policies, Attitude towards the program activity, Participation and cooperation
in CIE project implementation, group work and NSTP, CWTS-LTS-ROTC

In view of the risks posed by the ongoing pandemic, this supplemental policy
on community immersion shall abide by existing health protocols and standards
prescribed by the Inter-Agency Task Force for the Management on Emerging
Infectious Diseases (IATF), Department of Health (DOH), and other health and
safety regulations implemented by the HEI’s respective local government units. In
any circumstances that face-to-face contact would be permitted by relevant

EVALUATING AND GRADING SYSTEM
Course Code: NSTP 2

authorities, minimum public health standards as stipulated in DOH Administrative
Order No. 2020-0015 shall be strictly observed.
In order to promote the well-being of students and guarantee quality of
their learning and exposure and ensure their safety while undergoing
community immersion, TEIs and Barangay are advised to adhere to the
requirements on Student Internship Program in the Philippines per
CHED Memorandum Order (CMO) No. 104, series of 2017 and the
Guidelines on the Required Health Standards in Basic Education
Offices and School per DepEd Order No. 014, series of 2020.
INTENDED LEARNING ACTIVITY
To manifest understanding on the presented guidelines and policies,

things you need to remember during the community immersion.

COURSE OVERVIEW: Welcome! The CWTS & LTS component or activities seeks to contribute to the general welfare and betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to COMMUNITY DEVELOPMENT, improving health, education, environment, entrepreneurship, safety, recreation, and morale of the citizenry. This course is designed to train students to teach literacy and numeracy skills to schoolchildren, out-of-school youth, and other segments of society in need of their service. To assist you along this line, workbooks have been developed to support deeper understanding along identified topics important for you as pre-service teachers. The modules are as follows: Workbook 1. Orientation on Policies and Guidelines on Community Immersion in the New Normal Workbook 2. Presentation of Community- Based Project Proposal Workbook 3. Organizing Community Immersion Workbook 4. COURSE STUDY GUIDE: This module was prepared for you, my dear student, to work on your own. Mobilize the NSTP students for DRRM Activities in the New Normal WORKBOOK 1 NSTP GUIDELINES AND POLICIES FOR COMMUNITY IMMERSION IN THE NEW NORMAL INTRODUCTION COVID 19 structured the so-called new normal and our only option is to embraceit resiliently. Due to the health protocols being implemented by the government, students and teachers cannot go to work and perform the tasks that we are used to. This proves that the presence of Covid-19 has impacted the teaching and learning landscapeof the world. Currently, this pandemic is causing a lot of adjustments that needed to be implemented. It affects not just the delivery of the lessons, but most especially our students learning mobility. As educators in this unplanned scenario, this is even harder learning the profile of our students- most of them belong to the marginalized sector of our society. For this reason, giving instructions to our students becomes more challenging and takes a lot of courage and initiatives. The context of ISPSC students is far more different than their counter parts in the urbanized places where everything is possible with the presence of technology. Our students are exceptional on which the lack of modern gadgets and internet connection hamper most of their learning opportunities. This is where the learning from the National Service Training Program course should be maximized even if it seems to be very challenging. Derige ILOCOS SUR POLYTECHNIC STATE COLLEGE NSTP (LTS- CWTS) WORKBOOK As we all know, the Republic Act 9163 or the NSTP Act of 2001 aims to promote the role of the youth in nation-building. Further, its goal is to encourage the youth to become civic leaders and volunteers whom could be called upon by the nation in case their services are needed. Evidently, the teachings of NSTP course are relevant and applicable during these times. One of the most important lessons that our students need to internalized in the said course is the value of volunteerism. It is very timely to extend help to the members of the community where they belong. This is the best time to reach out and ask the community folks about the help they need in order to survived and maximized the opportunity during this pandemic. Livelihood trainings, DRRM training and literacy assistance - these are just some of the many things we can offer to the people. Truly, the situation that we are experiencing right now is the most opportune time for those who have taken the NSTP course because this is the time they will internalize the significance of the core values and the importance of volunteerism in the community which contributes to the welfare of the community and in the improvement of the economic status of people in this trying times. NSTP PROGRAM OUTCOMES 1. Determine community problems and concerns , and plan some viableintervention measures. 2. Analyze the needs of the target audience, and their characteristics. 3. Participate in planning, organizing, evaluating and monitoring of student in community immersion engagement. 4. Appreciate the value of community immersion engagement as a means of developing themselves as trainees and helping other people improve their ways of life through the different dimensions of development done in the locality Community Immersion Guidelines and Policies (NEW NORMAL) These guidelines are useful to regularly evaluate and monitor the planning and the conduct of local community Immersion engagement activities, these being part of the NSTP Curriculum. Furthermore, this aims to maintain compliance in RA 9163 Act of 2001 observing the safety measures necessary to prevent and control COVID-19 in the workplace as advocated by the IATF Coverage These Guidelines shall apply to all enrolled in NSTP 2 of ISPSC who will be conducting Community Immersion engagement and activities undertakings in the partner communities barangay. Conditions to be considered prior to Community Immersion Engagement: 1. IATF declaration of the level of quarantine status in the Province/Municipality 2. IATF declaration of the level of quarantine status in thepartner communities/Barangay 3. Incidence of COVID-19 cases in the province/Municipality 4. Incidence of COVID-19 cases in the partner community/Barangay 5. Wellness status of the Implementers and Students

Derige ILOCOS SUR POLYTECHNIC STATE COLLEGE NSTP (LTS- CWTS) WORKBOOK INTERNSHIP GUIDELINES: A) Pre-departure for Community Immersion Engagement: 1. The team shall meet at least 2 weeks before the intended immersion to determine or to clarify the purpose or objective of the activity, to plan and to discuss the details of the activity, including the assessment of the needed resources. 2. Coordination with the community leaders or any significant person in the partner community shall take precedence before the actual community immersion engagement. The NSTP Student Coordinator delegated in that community shouldbe fully aware of the recent significant events happening in the community that would affect the plan of activities. 3. The NSTP Coordinator shall prepare and submit a letter to the Director for approval. This letter shall contain the details of the community Immersion engagement which may include the following: date and time of the intended activity, purpose of the activity, the number of students and personnel who shall be involved, materials and expenses for the activity, and more importantly, status of COVID-19in the partner communities. 4. The Director shall seek the approval of the VPAA prior to any community immersion engagement activity. 5. All Implementers who shall be involved in the intended community immersion engagement shall review the Protocols of the DOH and the Local IATF for the Prevention and Control of COVID-19. He or She shall be required to fill up theHealth Checklist provided by the Institution on the day of the departure to the community/Barangay. 6. The NSTP Coordinator shall prepare the necessary documents needed for the activity, which may include Transportation and the Request for the PPEs, like face mask and face shield, and alcohol (70% isopropyl) and other needed for community immersion engagement. 7. Any implementers and students with flu-like symptoms and/or fever shall notbe allowed to join the team. 8. All implementers and students shall be equipped with their own PPEs. Everyone shall wear their face masks at all times, except when eating. These face masksmust be changed after 6 hours of continuous use. 9. All Implementers and students involved in the community immersion work shall be given a brief orientation related to the activity to be conducted, to include reiteration of the minimum health standards set by the DOH and local protocols which shall be strictly observed at all times: a. Sick Implementers and students shall not be allowed he or she shall be advisedto seek medical assistance for proper assessment and treatment. b. Physical and social distancing of at least 1 meter shall be maintained. c. Face mask shall be worn, except when eating. d. Sneezing or coughing etiquette shall be strictly observed. e. Keep hands washed or sanitized, especially before leaving from campus and upon arrival at the station. f. Hydration shall be maintained, taking a minimum of 8 glasses of water daily. g. Lengthy discussion in an enclosed space shall be minimized. While in Transitand During the immersion. B) Community Immersion Engagement 1. The Student Leader for the Community Immersion Program or the NSTP Coordinator shall be the Person-in-Charge (PIC) of the Team from the time of

In the absence of the Chair/s, the NSTP Coordinator shall appoint a PIC among the group of Students leaving the station. 2. The project proposal based on the needs assessment conducted during the NSTP1 which is community-based in nature should be implemented, if changeswas made NSTP Instructor should approved the alternative plans prepared by the students. 3. All Implementers shall strictly observe the minimum health standardsstated above. 4. Courtesy call to and consultation with the Punong Barangay andother significant stakeholders in the community precedes conduct of a new project. 5. A written approval from the Punong Barangay shall be sought prior to conductof activities that shall require assembly of the community residents, taking into consideration the IATF Protocol and Guidelines for community gatherings. 6. Activities to be conducted shall be done in an open space. 7. Participants shall be advised to wear mask at all times. Body temperature shall be monitored upon registration and hand sanitation shall be practiced before proceeding to the activity site and after attending the activity. 8. Gatherings shall be brief and shall not necessitate activities that would require physical contacts, if it cannot be avoided a video presentation should be used as alternative measures. C) Post-Community Engagement 1. All implementers shall be dropped off at the designated area inside the station. Unloading at other points shall be allowed on certain occasions upon the approval of the PIC/Coordinators. 2. They shall properly dispose of their used face masks in the designated trash bin. 3. Before getting off the vehicle, the implementers/ students shall change facemask, sanitize hand with 70% alcohol and/or immediately wash hand with soap and water at the nearest washroom. 4. The implementers/students shall change upper garment before entering theoffice assignment. He or She is strongly advised to have full head and body bath at home before joining the rest of the family members. 5. The PIC/Coordinator shall submit an accomplishment report to the Director at least 2 days after the actual community immersion engagement, to include howit was conducted and how the stakeholders participated during the activity. 6. All implementers and students involved shall immediately inform the NSTP Instructor/Coordinator/Director of any feeling of un-wellness or illness after the community immersion engagement. He or She shall be triaged accordingly. MONITORING 1. NSTP students will be monitored through the group chat, phone call and on-site visit by the NSTP coordinator. 2. Student Volunteers will be evaluated using the evaluation tool of NSTP, and they will be evaluated by the community or Barangay concerns after the completing the project activities and required hours in the community. 3. Student Volunteers will submit a portfolio as compilation of their evidencesof accomplishments specified on the project activities.

In order to promote the well-being of students and guarantee quality of their learning and exposure and ensure their safety while undergoing community immersion, TEIs and Barangay are advised to adhere to the requirements on Student Internship Program in the Philippines per CHED Memorandum Order (CMO) No. 104, series of 2017 and the Guidelines on the Required Health Standards in Basic Education Offices and School per DepEd Order No. 014, series of 2020.
