Report the threat hate crimes
1. Report the Threat!
Threatened? Don't shut up. Move. You don't want to be a victim tomorrow. A lawyer counseled:
"It's good that you informed the police when threatened. Be careful and keep the police posted if
they threaten you again!"
Rita Boulos Chahwan
Speaking up is reporting. All crimes should be reported to the police. This is a General idea
applied in any country. The police science is divided between practicalities & theories there is no
common understanding of police, policing, police philosophy, police science and the role of
police in the society. In every society the researcher will find different social problems. In each
society the rate of crimes are different some having a high percentage of “hate crimes” that come
in many different forms. Citing report-it.org.uk “It can be because of hatred on the grounds of
your race, religion, sexual orientation, transgender identity or disability” in other areas in any
region of the world the white collars crime would be the most recurrent.
Discussion , activities, seminars and workshops focusing on police science in EU same as US are
repetitive same as bound to come up with a host of values, methodologies and standards.
When to investigate?
A threat is the first Sign to launch and lighting on a need to investigate. It’s the Stimulus. when
being threatened Police should react with minimum force to stop the threat. Minimum force
depends on the threat, and the tools (such as baton, pepper spray, fire arm, training) the police
officer has to stop a threat. Snehil dhall criminologist transnational organized crime expert
interrogation & trial counsel Said “Action is according to the type of threat (significant) the
listen through a questionnaire understands. The listen could act differently if they are from
grassroots or top officials or from specific department” Police reaction to threat should be
minimum force.
In Lebanon, being threatened is not a reason to investigate even if police should do so. One of
the issue in police that they do understand better the language of the legal system than the
language of the direct threats this is due to the lack of trainings same as lack of know -how of
dealing with high level of victimization. Also the Army for example is more trained to manage
2. cases related to white color crime than the police because the army exist in areas where such
groups have the power only army could fight them and get access to their area of control. This
Gap between police work and Army make things harder on the citizens to protect themselves
from such activities.
How to report ?
FBI created a whole section called “Reporting Crime” where the citizen is able to report
violations of U.S. federal law or submit Information on a criminal or terrorism investigation by
submitting electronically or Contacting local FBI office, nearest overseas office or Reporting
online crime or e-mail hoaxes. Snehil dhall focused on the “Location, to see if they are linked to
the local office . Research has found most criminals commit crimes in areas that they know, and
usual not far from home. mode of communication (written, verbal, technology) and
interpersonal abilities (The Police Foundations program at Algonquin College) with whom
communicated to have a reference” . Victim Surveys should be done. Who will do it ? at least
the first person contacted once threatened will have the first reports .
Hezbolla in Lebanon do not have any kind of these tasks even if sometimes interfere in some
inter personal conflicts but this is due to the social networks where family build a social
relations.
The CEPOL European Police Science and Research Bulletin (EUCPN) “uses various means to
exchange information and maintains close contacts with all relevant stakeholders such as crime
prevention bodies, authorities and civil society”.
Prevent the crime !
Prevention of the crime would be a tool to stop the threat to become an action of full crime .
dhall said “Any authority is not supposed to act before the threat is evaluated by and verified”.
Some cases going to juries to evaluate. Citing “A Simplified Guide To Crime Scene
Investigation” the case investigator and crime scene personnel work together to: define
and secure areas that may contain evidence; examine and document the scene; collect
physical evidence; and preserve, package and submit the evidence to the laboratory for
analysis. With these key pieces of evidence, the investigator can attempt to reconstruct
the elements of the crime”.
Once gathered information Dhall said that they should Verify the jurisdiction and divert to the
concern officer as per availability if it was an organized crime he advised Legal opinion from
senior departments Police usually have a dedicated unit to investigate organized crime.
3. about uncovering or protecting victims Dhall said As per the strength of manpower. If criminals
are more than cover if criminals are less then uncover Police departments and procedures vary
through the world.
