╸ Smart Cities Mission is one
among the various missions of
Ministry of Urban Development
launched on 25 June 2015 with
a tag line “MISSION
TRANSFORM NATION”
╸ The idea is to create 100 smart
cities in India
Smart Cities Mission
concedes that there is no
universal definition of
Smart City and a Smart City
in Europe may have a
different meaning to a
Smart City in Uttar Pradesh
.
DEFINING A
SMART CITY As per Smart Cities mission
A Smart City ensures decent
quality of life(ease of living) for
citizens, a clean and sustainable
environment and a replicable
model which acts as light house
for other cities.
A Smart City should include
1. Core Infrastructure
2. Application of Smart Solutions
13
CORE
INFRASTRUCTURE
14
ADEQUATE WATER SUPPLY
ASSURED ELECTRIC SUPPLY
SANITATION & SOLID WASTE MANAGEMENT
EFFICIENT URBAN MOBILTY & PUBLIC TRANSPORT
AFFORDABLE HOUSING FOR THE POOR
ROBUST IT CONNECTIVITY & DIGITISATION
E GOVERNANCE & CITIZEN PARTICIPATION
SUSTAINABLE ENVIRONMENT
HEALTH & EDUCATION FOR ALL
SECURITY FOR CITIZENS PARTICULARLY WCE
SMART
SOLUTIONS
15
AREA BASED DEVELOPMENT
(Retrofitting, Redevelopment & Greenfield Development)
PAN CITY DEVELOPMENT
(Application of Smart Solutions to a whole city)
.
STRATEGIES FOR
A SMART CITY
16
17
RETROFITTING
City Improvement
Select an area of more than 500
acres
Engage in consultation with the
public
Change or add core infrastructure
Provide smart solutions to make it
more efficient and liveable
18
REDEVELOPMENT
City Renewal
Select an area of more than 50 acres
Engage in consultation with ULB and
citizens
Effect a replacement of the existing
built-up environment & Enable co-
creation of a new layout with
enhanced infrastructure.
19
GREENFIELD
DEVELOPMENT
City Extension
Select an vacant area of more than
250 acres within ULB boundary
Provide core infrastructure if
necessary
Introduce most of the Smart Solutions
in a previously vacant area using
innovative planning, plan financing &
plan implementation
“HOW TO BECOME A
SMART CITY OR HOW TO
PARTICIPATE UNDER
SMART CITIES MISSION?
20
Smart City Proposal (SCP)
SCP Each city has to formulate a SCP appropriate to its
local context, resources and levels of ambition.
SCP should contain(SCP) containing the vision, plan
for mobilization of resources and intended outcomes
in terms of core infrastructure and smart applications.
SCPs will contain area-based development plans
and Pan-city initiatives.
SCP should be collaborative because the objectives
and funds of all government departments, private
agencies and the citizens are dovetailed during the
process of preparing the SCP.
It is realized that the task of preparing the SCPs is
quite challenging and States/ULBs will require
assistance of experts.
21
Special Purpose Vehicle
SPV SPV is a legal entity or company created for a specific
project. The implementation of the Mission at the City
will be done by a SPV a limited company incorporated
under the Companies Act, 2013
SPV will plan, appraise, approve, release funds,
implement, manage, operate, monitor and evaluate
the Smart City development projects.
Each Smart City will have a SPV which will be headed
by a full time CEO and have nominees of Central
Government, State Government & ULB on its Board.
The execution of projects may be done through joint
ventures, subsidiaries, public-private partnership
(PPP), turnkey contracts, etc. suitably dovetailed with
revenue streams.
22
FINANCING The Central Government proposes to give
financial support to the Mission to the extent
of Rs. 50,000 crores over five years i.e. on an
average Rs. 100 crore per city per year.
An equal amount, on a matching basis, will
have to be contributed by the State/ULB
Therefore, Rupees one lakh crore of
Government/ULB funds will be available for
Smart Cities development.
23
FINANCING The GOI funds and the matching contribution by
the States/ULB will meet only a part of the project
cost. Balance funds are expected to be mobilized
from
24
1. Collection of user fees, beneficiary charges and impact fees, land monetization, debt,
loans, etc.
2. Additional resources transferred due to acceptance of the recommendations of the
Fourteenth Finance Commission (FFC).
3. Innovative finance mechanisms such as municipal bonds with credit rating of ULBs,
Pooled Finance Mechanism, Tax Increment Financing (TIF).
4. Other Central Government schemes like Swachh Bharat Mission, AMRUT, National
Heritage City Development and Augmentation Yojana (HRIDAY).
5. Leverage borrowings from financial institutions, including bilateral and multilateral
institutions, both domestic and external sources.
6. States/UTs may also access the National Investment and Infrastructure Fund (NIIF), which
was announced by the Finance Minister in his 2015 Budget Speech, and is likely to be set up
this year.
7. Private sector through PPPs
Fund utilization for a project should be
93% project funds.
5% Administrative and Office Expenses (A&OE) funds
2% funds (Mission Directorate and connected activities/structures,
Research, Pilot studies, Capacity Building, and concurrent
evaluation).
