4. • The United Nations promotes e-government for good
governance for achieving Sustainable Development Goals
– 2030.
• In order to contribute to the Sustainable Development
Goals, several countries are making sincere efforts to
create an environment to promote e-government.
• The key objectives of e-government are to exchange
information and provide quality services at a reduced
cost, enhance connectivity with citizens, companies,
government staff, and make the system transparent and
effective.
• Despite the significant growth of e-government it has not
been successfully adopted by employees. Employees play
a crucial role in the successful implementation of e-
government.

through a systematic literature review.

A visualizing examination was conducted for the conditions of inclusion for
the articles for further reviews. Unrelated paper, duplicated paper, book, book
chapters, conference paper and editorial were eliminated. We imposed few
conditions for the inclusion of articles for further study.
The first condition is that the article should be published in English language;
Second condition is it should not be the part of “article in press”, “conference
review”, “conference paper”, “book chapter” and “book”.
Third condition is that the article should discuss and examines e-government
adoption among employees. The papers were omitted if they did not discuss
any of the three conditions. Based on the above-specified inclusion criteria all
papers were screened carefully.
Finally, 27 (n = 78) articles met the three conditions that were selected for
further study

14. • The research has attempted to conduct a systematic
literature review to identify barriers and enablers of
adopting e-government among employees
• The systematic review of literature clearly depicts that
there is a dearth of literature in this area, which needs to be
addressed at the earliest by the researchers to make e-
government adoption successful among employees.
• On the basis of the systematic review of literature it can be
concluded that most of the studies have been conducted to
explore barriers of e-government adoption among
employees.
• Very limited research has been conducted on enablers of e-
government adoption among employees.
• The findings of the study are extremely relevant for
policymakers to formulate the strategic framework for
adopting e-government among employees for the
successful implementation of e-government.
