A single, comprehensive solution to environmental challenges does not exist. The subject matter of
the environment is interdisciplinary and entails diverse sets of strategies and solutions. Historically,
collective action solutions have focused on conventional governmental regulations or privatization.
It operates under the assumption that under the established apparatus of government and private
institutions, individuals could join cooperative efforts and contribute to the cause. Hardin argued for
the centralized administration of resources by governmental agencies or the privatization of the
commons and allow the private enterprise to manage the common as it sees fit (Hardin 1968). Nobel
prizing winning economist, Elinor Ostrom disputed such claims, asserting that governments have
large agendas and cannot consider local environmental problems and some resources such as water
and air cannot be privatized. Ostrom insists that the state or the market cannot be successful in
ensuring the sustainable use of natural resources (Ostrom 1990). According to Ostrom and her
research, an alternative approach to the problem of the commons is community mobilization, or
polycentric governance. The alternative approach is characterized by multiple cooperative
independent institutions organized and governed under a general system of rules. The citizens and

According Mol and others (2010), since the beginning of contemporary environmentalism around
the 1960 sand 1970s (and with the Report to the Club of Rome, the Blueprint for Survival and the
inception of several new environmental NGO), we can deduce three landmark events that have
catalysed innovation in and reform of environmental policies, practices and awareness. Attracting
global environmental attention, these three events are crucial to understanding the genesis and
development of the ideas of ecological modernization and how these ideas have influenced change
in environmental policies and regulation in both the global North and global south since the 1980s.
The first event is the publication of the Brundtland Report in 1987, which is commonly known as
Our Common Future. Through this Report, the World Commission on Environment and
Development (WCED) made a decisive statement in support of sustainable development (WCSD
1987). The Brundtland Report is considered to be central to ecological modernization such that Mol
and others (2010) argue that ecological modernization theory can be understood as the social
scientific elaboration and formalisation of the undergirding philosophy pertaining to environmental

They result in the following environmental threats like greenhouse effect, acidification, over–
fertilization and depletion of the ozone layer. Impact of metals–increasing levels of heavy metals

Cap and trade is a cost–effective method for reducing greenhouse gas emission/pollution. The
amount of emissions that are produced by the economy (cap) is limited and allows those insured by
the cap to trade amongst themselves (trade) in a flexible and cost–effective method/manner, creating
a price on carbon pollution. The "cap" sets a maximum limit on the amount of greenhouse gas
pollution that regulated emitters collectively can produce. Each year, the cap is lowered, requiring
industry and other greenhouse gas polluters, such as natural gas distributors and other fuel suppliers,

energy efficiency in buildings, and be a helpful intermediary between building owners/operators and
energy efficiency service providers.
However, the Action Plan is not likely to produce 9.8 Mt in new reductions by 2020, as the
government stated. For example, the government claimed that using Greenhouse Gas Reduction
Account funds to subsidize electricity prices which would produce 3 Mt in emission reductions. We
found no evidence to support this claim and concluded that subsidizing electricity rates is not an
acceptable use of these funds. Fortunately, the government is no longer proposing to divert
Greenhouse Gas Reduction Account funds in this way.

memories of birthday parties and sleepovers. However, her goal of writing this piece was not to
educate the reader about her love for pizza, but to draw the reader into the piece of writing so she
can give support for why organic food is better than conventional. The reader is able to connect with
Sandra Steingraber with personal stories about her life and the happiness that pizza has given her.
She is able to tell stories of college, becoming a mother, and even feeding her own children pizza.

is milk. She is able to use facts that say that organic makes about nine dollars more than

farming community better, but help save the ozone layer, prevent cancer, and protect drinking water.
Her final thought is that the total cost of pizza organic is six dollars and eighty–five cents. While
conventional is four dollars and fifty cents, she wants to leave with the thought of would you want

Hazardous waste poses more of a potential threat to health or the environment if not managed
properly. This sort of waste should be stored so as to prevent or control accidental release to air, soil,
and water resources where possible.
We don't deal with hazardous waste as such, on a daily basis our waste consists of general and food
waste. We have a company come to dispose of our confidential waste but this doesn't pose potential
risks as confidential waste consists of paper work, the worst thing that could happen would probably
be getting a paper cut.
Heavy lifting may come into it if there is a mass amount of waste to dispose of. This can cause pack
pain if not lifted correctly. In the Old Courthouse where I work, the bins are changed daily by the
cleaner. The weight should never be too heavy as it would only be a day's worth and we aren't an
overly populated council building.

2. This article is discussing the issue of whether or not we should be spending the money on organic
produce over non organic produce. They are clearly portraying that organic food should be
purchased and consumed over non organic food. They convey the message that non organic food is
relatively a newer concept than organic produce as it has only come into place since 1950s, where
before this all food was originally organic grown. Non–organic farmers have at their disposal an
arsenal of over 320 pesticides and they use them routinely. Evidence links some of these pesticides
with developmental damage to mammals that could lead to cancers, developmental problems and
birth defects. They're claims that these pesticides are all below "safe limits, but it is all very
suspicious, whereas organic produce is hardly ever found with any traces of harmful pesticides or
food additive as they are only available to very limited numbers. Same goes with their animals, they
are only treated with antibiotics when they show clinical signs of illness. Although organic food
costs more this article is in the opinion the non–organic farming is cracking at the seams, that is
unable of delivering safe, healthy food, treating animals humanely, or taking care of the
environment properly. Concluding that Organics is the only organised, coherent, global alternative

Eco Fiscal Policies And Carbon Pricing Policies
In the second evening lecture, Elizabeth Beale spoke about eco–fiscal policies with a focus on
carbon pricing. According to Beale, increasing carbon emissions are not only harmful to the
environment but also create several negative externalities such as damaging crops and higher health
costs. For this reason, carbon pricing would help to shift these costs back to those who are
responsible. Beale proposes two options for carbon pricing,, a carbon tax or a cap–and–trade system.
A carbon tax is simpler as the government sets a price for greenhouse gas emissions. A cap–and–
trade system is more complex as allowable emissions are capped, and then the government
distributes emissions permits, which are tradable. Beale claimed that no one system is more superior
than the other, especially as the differences between the two get blurred as more jurisdictions are
adopting more blended systems. Beale concluded her lecture by looking at the current carbon
pricing policies implemented throughout Canada. In British Columbia, a carbon tax of $30/tonne
was implemented in 2008, which caused fuel use to drop by 16% from 2008 to 2013. In Quebec a
cap–and–trade system was implemented in 2012 that covered 85% of emissions with the goal to
reduce emissions to 25% below 1990 levels by 2020. However, despite the action on carbon pricing
in these provinces, the Atlantic Canadian provinces have yet to implement any type of policy. As a

Hardin argued for the centralized administration of resources by governmental agencies or the privatization of the commons and allow the private enterprise to manage the common as it sees fit (Hardin 1968). Nobel prizing winning economist, Elinor Ostrom disputed such claims, asserting that governments have large agendas and cannot consider local environmental problems and some resources such as water and air cannot be privatized. Ostrom insists that the state or the market cannot be successful in ensuring the sustainable use of natural resources (Ostrom 1990). According to Ostrom and her research, an alternative approach to the problem of the commons is community mobilization, or polycentric governance.
