Question: Is education a public good? What economic justification is there for education to be
produced by the public sector rather than by the private sector?
Introduction
"Education has been considered a human right and a public good in global public policy at least
since 1945. This conceptualization has been produced and advanced by international organizations
ever since." (Daviet, 2016) A public good is defined as a good having one or both of characteristics of
non–excludability and non–rival. This essay is going to discuss the characteristics to demonstrate that
education is a public good and provide some justification to show it is produced by the public sector
rather than by the private sector.
Analysis of whether education is a public good or not
As Williams (2016) states that a public good may have two characteristics. The first one is
non–excludability, which means that once a good has been created, it is impossible to prevent
other people from gaining access to it. For example, one person built a flood system to forbid the
damage which caused by a flood in an area. He protects everyone in this place, whether they made
contributions to flooding defences or not. The other one is non–rival, which means that when a good
is consumed, it does not reduce the amount available for others. For example, benefiting from a
street light does not reduce the light available for other people. Given these characteristics,

Students in the USA are dissimilar to students of the UK that they start high school right away after
middle school, when they reach 14 years. American high school consists of 9th, 10th, 11th and 12th
grades, which are also known as freshman, sophomore, junior and senior. In the USA there are also
Honours, Advanced Placement, and International Baccalaureate classes that are more rigid and the
load of homework is much greater (USA Study Guide, 2007). The transition from middle to high
school is challenging indeed because the type of education that is used in each institution is very
different. At high school students not only acquire knowledge, but also get some experience, which
is very useful for them in future.
Secondly, the UK and the USA have totally different examinations for the students. GCSE and
A–level are the main exams in the UK, whereas the USA has its own method of assessment, which
is called GPA. GCSE is the General Certificate of Secondary Education. It is a two–year study
course for 15–16 years students. Usually British students pass GSCE exam when they reach the age
of 16. GCSE is essential for students who want to take further examinations, such as AS/A–levels

In India, the commercialization of education has been taking place at the school level without much
resistance. But it has not made much dent into other levels. However commercialization, though
necessary has some drawbacks. Private education trusts often become merely profit making business
ventures with no social ideals or objectives.
If commercialisation of education comes into conflict with the equity objective, state intervention
would be desirable. It is necessary that state intervention be increased in private sector institutions to
increase the quota of seats to the poor and deprived sections and help in promoting human resources
development to keep pace with the emerging requirements.

I think that many of the schools today merely try to prepare the students to move on to college and
by doing so exclude the students who are gifted with other abilities that are equally important and
useful in society, even though those talents may not necessarily be something that can be refined
through a traditional four year college.
As a future teacher, I very strongly believe that students need to be shown practical applications of
the concepts they are taught. For myself this is especially notable in mathematical applications. As
teachers we need to not just show how to work through a problem: we need to show why it works
and what it is useful for. Without something to apply the information to math is nothing more than a
stream of numbers and formulas that students memorize for a specific test and then quickly forget.
By demonstrating specific examples of applications the students will be able to retain some of the
information easier and then adapt what they learn to other problems they encounter in the future.
Upon graduation I hope to begin teaching Math at the middle school or high school level.
Geometry, Trigonometry, and Algebra would be my first choices of classes I would like to teach,

Whether or not you have the privilege or not to attend school, school is based four main factors,
money, social class location, and family impact.Where you live plays a factor in education more
than it should. If you live in a gated community or you live in the slums, it should not affect the
quality of education you receive, but even though we are in 2017 it does affect us. It has changed
